Operations in the street permit

Who needs this permit?

You will be required to make an application if you want to carry out any work or activity on or above the legal road reserve, the area from the property boundary on one side of the road to the property boundary on the other side. This includes berm, footpath and carriageway. Activities may include but are not limited to:

  • operate / park machinery including but not limited to cranes, cherry pickers and water blasters
  • reserve parking spaces
  • place a skip/bin or container
  • request non-legal parking
  • erect temporary scaffolding mobile or fixed
  • apply for a full or partial road or footpath closure to carry out work on or above the road.

If you would like an operations in the street permit, it can be done in the following ways:


Types of Operations in the street permit

Bins and containers: placing jumbo bins, mini skips, shipping containers and the like on any part of the road reserve where there is no alternate off street or on site location and public safety is not compromised. A traffic management plan may be required. These shall not be placed on clearways or no stopping areas. Within the CBD, Newmarket, Parnell and Ponsonby retail areas these shall be placed and used only between the hours of 7.00pm to 6.00am.

Heavy works: any activity that compromises the normal use of and causes a diversion by the users of any footpath or carriageway and will require a pedestrian or vehicular traffic management plan.

Light works: generally any activity on the berm, footpath or parking lane which is not obstructing or diverting normal pedestrian or vehicular passage.

Parking permits: reserved parking for filming, events or special occasions.

Utility works: any work on or entry to utility services on or above the ground such as cabinets, poles, service chambers.


Site Permit

Site permit is referred to on this page as reserving parking spaces. Site permit can only be requested as part of an operations in the street permit.

A site permit allows a vehicle to park on "P" restrictions or pay and display parking spaces on streets specified on the permit.

The permit does not apply to any prohibited areas (e.g. broken yellow lines, clearways, bus stops, etc)


Reserving parking for filming/events permit

This permit is for customers wanting to reserve parking while carrying out filming / events. If customer wishes to actually hold their filming / event in the street.

Even though we have issued a permit to you, if another vehicle parks in that space we cannot tow them. The permit allows you to reserve the space but cannot guarantee you a park. To ensure the spaces applied for are not parked in by members of the public - you must:

  • notify businesses/residents in the immediate area via a letter drop as a courtesy, in advance

We suggest that you also do one or more of the following:

  • cone the area off - early morning is generally best
  • have marshals onsite to ensure that the cones are not moved
  • park other vehicles within the cone taper, and move them just before you need to park your other vehicles/equipment there.

Your application must include:

  • the completed Operation in the Street Permit Application.
  • a Traffic Management Plan 
  • a site map detailing:
    • a list of vehicle types and their purpose
    • lengths in metres of each vehicle, or the amount of spaces each vehicle will require (A parking space would be considered as 5 metres long)
    • the location of the activity (bin, crane, etc)
  • for placement on a footpath the application must include:
    • the width of the footpath or grass verge
    • location of site entrances or adjacent entrances to properties
    • any bus stops
    • fire hydrants
    • street furniture
  • For placement on a roadway the application must include:
    • the width of the roadway
    • position of any services
    • traffic controls
    • parking restrictions
    • vehicle entrances/crossings

Traffic management plan

A traffic management plan is required for any activity that varies the normal operating conditions of any part of the road reserve (boundary to boundary). For example, if the work will prevent;

  • normal pedestrian access along a footpath.
  • normal use of a vehicle driving or parking lane.

Traffic management plans are required to be designed, set up and monitored by personnel qualified under Transit N Z requirements. Service providers may be found in the Yellow Pages under Traffic Management Equipment & Services.


Conditions

There are standard conditions for every permit as follows
  • all affected parties are to be notified 48 hours prior to commencement of work eg
    • businesses
    • residents
    • essential services
    • motorists
    • pedestrians etc
  • a copy of the written consultation needs to be included with the application
  • 900mm reflective cones will need to be hired and placed around bin/container

Timeframe to process permits

  • Full road closures require 15 working days for approval, advertising and processing.
  • All other applications a minimum of two working day notification is required to process an application.
