Regulatory review

A review of the regulatory framework for The Learning Quarter has resulted in the development of a draft structure plan and proposed plan change to the Central Area district plan.

Structure plan: outlines the environmental, social and economic context for changes to the district plan related to current and future development in The Learning Quarter. The structure plan considers built form, urban design, transport, open space, business, tourism, education and residential activity.

Plan change 36: provides for increased growth in the Tertiary Education Precinct, now called Learning Quarter: Quarter Area 1, with an emphasis on high quality urban design and protection of heritage qualities. This will ensure that the future development in The Learning Quarter meets the needs of education providers, students, the community and city.

Points of arrival

Two public art projects will be completed in 2010 to create welcoming public spaces as points of arrival and connection in The Learning Quarter. The projects will ensure The Learning Quarter's points of arrival are clear, welcoming and inspiring to the people who enter it.

The Plateau: an integrated public art project on the Symonds Street overbridge (intersection of Symonds Street and Wellesley Street).

Micro-sites: approximately 10 small scale, playful, semi-permanent, public art interventions developed by artists, university students and graduates will be installed around The Learning Quarter.

Key connections

Two transport projects will be completed in 2010 to make it easier, safer and more convenient for people to get to key destinations in The Learning Quarter.

Wellesley-Grafton Connector: a new signalised pedestrian crossing will be constructed at the intersection of Wellesley Street and Princes Street to improve pedestrian safety and access between AUT University, Albert Park and The University of Auckland. Improvements will also be made to cycling facilities and vehicle capacity along Wellesley Street and Grafton Road.

Mayoral Drive/Wakefield Street improvements: the Mayoral Drive and Wakefield Street intersection will be upgraded to improve pedestrian safety and access in the area. A new mid-block signalised pedestrian crossing will also be constructed at the intersection of Mayoral Drive, Lorne Street and Governor Fitzroy Place. This will improve pedestrian safety and access for people crossing Mayoral Drive to AUT University from Lorne Street.

Business engagement

The Learning Quarter is rich in expertise and research resources.

In 2010 we will be investigating how we can make it easier for businesses to engage with The Learning Quarter and access research, development and resources.

The partners want industry to benefit from The Learning Quarter's world-class capability and assets and access what they need from The Learning Quarter to enhance their staff skills and talent and develop new commercial opportunities.

Heritage trail

A heritage interpretation plan will be developed for the Learning Quarter to identify how The Quarter's rich history and heritage features can be interpreted through the environment. Interpretation investigations will be completed by June 2010.

Research, innovation and creativity

The Learning Quarter is a place if ideas, creativity and knowledge.

In 2010 we will be investigating ways to support networks and events across the research strengths in the Learning Quarter and showcase innovation and creativity.

Cycling review

A cycling review was completed in 2009 to identify cycling access, connectivity and priorities in and to The Learning Quarter. The review considers ways to improve the safety of existing cyclists and attract and accommodate future cyclists.

Public art plan

A public art plan has been completed to identify new public art opportunities that will bring The Quarter's identity to life.

The plan is an opportunity for council to work closely with a number of partners in the management, design, use and enjoyment of public spaces. The public art plan will help inform the design and development of areas in The Learning Quarter, including The Quarter's points of arrival.

University master plans

The universities completed master plans for their city campuses in 2009. The master plans identify development of additional and appropriately sized facilities and environments that support quality teaching, learning and research to attract top staff and students.
