Resource consents
Each council operates a district plan under the
Resource Management Act. The relevant district plans for the central connector (CC) project are Auckland City's Central Area District Plan and
Isthmus District Plan.
The general purpose of district plans is to manage
the city's physical and natural resources in a sustainable way. District plans
set out the resource management strategy for the city, including how the council
balances the effects of activities and development with maintaining, protecting
and improving the environment of Auckland's central city suburbs, including the
CBD.
Detailed design for the CC is complete. The project
as a whole does not need a resource consent as the operation of a bus way is
permitted within the road reserve. Auckland City owns and manages the road
reserve where the bus way is being introduced.
The construction work required to widen the road,
improve the street environment (landscaping, new footpaths, street furniture)
and the work to seismically strengthen Grafton Bridge triggers eight individual
resource consents.
Two resource consents were required in order to
conduct investigations as part of the detailed design process. The
investigations conducted on Symonds St to investigate tree roots proved to be
inconclusive.
The remaining consents have either been lodged or
will be lodged shortly.
The notification status of the consents is determined
once the application is lodged. The provisions of the District Plan allow for
these consents to be processed on a non-notified basis; the notification
decision may be made by a panel of independent commissioners.
