Road opening notice

Who needs this permit?

A road opening notice is required by any person or organisation for:

  • any activity that will alter or cause to be altered the surface of any part of the road reserve, including but not limited to excavating, drilling, resurfacing
  • the placement of any pipe, duct, pole, cabinet or other structure below, on or above the road reserve.

The road reserve is the total area from the property boundary on one side of the road to the property boundary on the other side of the road. Customers may also be required to submit a traffic management plan.


Types of road opening notices

Type Description Cost
Project Works that exceed 14 days from establishment to final reinstatement. Contact us for details.
Major Works involving an excavation of greater than 1 square metre and taking less than 14 days from establishment to final reinstatement.
Minor Domestic service connections and/or works of up to 1 square metre that do not disrupt pedestrian or vehicular traffic.
Retrospective Notification of minor or emergency works that have taken place within the past 7 days.

Traffic management plan 

A traffic management plan is required for any activity that varies the normal operating conditions of any part of the road reserve (boundary to boundary). For example, if the work will prevent;

  • normal pedestrian access along a footpath
  • normal use of a vehicle driving or parking lane.

Traffic management plans are required to be designed, set up and monitored by personnel qualified under Transit N Z requirements. Service providers may be found in the Yellow Pages under Traffic Management Equipment & Services.

Site or lay plan.

A site or lay plan is required to be submitted with all road opening notices and must clearly show the following:

  • ensure the plan is clear and easy to read
  • must be site specific and show the full extent of services to be installed e.g. in the footpath from outside 124 Smith St to outside 148 Smith St
  • any trees and other above ground structures, street furniture etc along the planned lay route.

Timeframe

Please allow up to 20 working days for the road opening notice to be processed. This time may be extended if the information submitted is not accurate or complete.

Work must not commence until an approval notice has been issued. The approval notice will include any operating conditions applicable to the work.

If a full road closure is requested, additional time may be required for consultation, advertising and approval. There may also be additional costs.

All work, including the final reinstatement must be carried out in accordance with The Code of Practice for Working in the Road, Auckland Region.
