NZ Transport Agency is planning an additional crossing across the Manukau
Harbour as part of State Highway 20, with construction completed in time for the
Rugby World Cup in 2011.
The crossing will be a new four-lane bridge near the existing bridge,
creating eight traffic lanes in total, bridge approaches will be widened and the
Gloucester Park Road interchange upgraded.
The Manukau Harbour crossing is a vital motorway connection linking Auckland
and Manukau cities. The existing bridge was completed in 1984 and regularly
becomes congested. The additional crossing will provide much needed extra
capacity and improve connections to Neilson Street in Onehunga.
To strengthen the local network in the area and prepare for the additional
Manukau Harbour Crossing, Auckland City is planning to upgrade
Neilson Street.
In October 2006, NZ Transport Agency lodged resource consent applications to begin work
on the Manukau Harbour Crossing.
Resource consents
NZ Transport Agency has filed resource consent applications with three local authorities
- Auckland City Council, Manukau City Council and the Auckland Regional Council.

A brief description of the each of the resource consents is given below:
- Notice of Requirement to designate land for roading purposes in Auckland City
This is a consent application to designate land in Onehunga for roading
purposes. It would involve the widening of the existing motorway, construction
of a new interchange at Gloucester Park, temporary works at Orpheus Drive and
the realignment of access to Selwyn Street.
- Notice of Requirement to designate land for roading purposes in Manukau City
This is a consent application to designate land in Mangere Bridge for roading
purposes. It involves new designations around the intersection of Crawford
Avenue and Rimu Road, along Mahunga Drive and the land zoned 'Papakainga' and
reserve land adjoining Waterfront Road.
- Resource consents for earthworks, reclamation, and construction from the
Auckland Regional Council
These consent applications relate to the construction of a new bridge, new on
and off ramps, reclamation of land and stormwater works.

Hearings
A joint hearing of Auckland Regional Council, Auckland City Council and
Manukau City Council commissioners will consider the application for the Manukau
Harbour Crossing. The commissioners will also consider all of the submissions
made on the application.
Please note: submissions closed on Thursday 9 November 2006.
If you made a written submission, you will be offered the opportunity to
speak at the hearing.
Commissioners have not yet been appointed to consider this application and a
hearing date has not yet been set.
