Auckland Region Physical Activity and Sport Strategy
In the report of the Ministerial Taskforce on Sport, Fitness and Leisure released in January 2001 a number of findings and
recommendations were released concerning the state of sport and physical activity in New Zealand. The Taskforce recommended the
establishment of Sport and Recreation New Zealand (SPARC) whose task it was to implement the recommendations and provide the leadership
that would take New Zealand to a position of world leadership in sport and physical activity.
After SPARC was established, the need for more effective regional coordination in the planning and provision of sport, recreation and
leisure was identified as a key requirement. Improved collaboration and cooperation across regions and sectors was identified as a
priority to bring the issues of the region into focus, reduce fragmentation of effort, leverage skills, grow leadership
capability and better utilise resources. As a result, a working group was established by the eight local authorities in the Auckland
region, the four regional sports trusts, the Ministry of Health and SPARC, which has led to the development of this strategy.
This strategy is aimed at addressing the gap in the delivery of sport and physical activity at the regional level. It is about
developing a regional view, establishing best practice and working together as a region to share knowledge, skills, resources and
infrastructure. It is about working together to leverage our strengths as a region, utilize our resources better and provide new
initiatives that require the scale of the region to make them viable.
The final strategy has now been adopted by the eight local authorities in the Auckland region, the four regional sports trusts, the
Ministry of Health and SPARC. A copy of the final strategy is available from

In adopting the Strategy, the stakeholders have also approved the establishment of a governance structure and resources to ensure
the successful implementation of the strategy.

Strategy Director |
The Strategic Partners Group will provide strategic direction and governance on the implementation of the
strategy. This will include receiving and approving the annual plan of initiatives and reviewing the annual report of performance.
A new Trust Board has been established to oversee the management of the implementation. The Trustees will be the chairs of the four
regional sports trusts and three additional members can approved by the Strategic Partners Group. The Board is responsible for managing
the implementation of the strategy. They will receive, distribute and account for funding, employ and manage the Strategy Director and
meet all financial reporting and administrative responsibilities.
The Strategy Director will be employed and will be accountable for implementing the Strategy and for delivering the outcomes. The
Strategy Director will be supported by a Project Team comprising the CEO (or delegate) of each of the
