'event' is too broad.
- The submitter opposes
expanding the scope of permitted activities and PPC9 reliance upon an 'event
permit' to protect the amenities of the area, which is a key function of the
District Plan.
- There are too many
confusing exceptions to rules, and references back to previous rules for a
clear understanding of which rules apply and when .

(a) The reference in the
Plan Change to the event permit process be deleted in its entirety and that
all necessary amendments to the Plan Change be made to ensure that: (1) Temporary activities
of between 5 and 21 days duration (whether on public or private land) are
provided for as a restricted controlled activity with appropriate controls
developed (to the satisfaction of Sea+City and its consultants) which
recognise and provide for similar environmental effects that would currently
be assessed as part of the event permit process under the Bylaw.
The assessment criteria
would include the following matters:
(aa) Provision of a
health and safety plan.
(bb) That all other
necessary regulatory licenses are obtained.
(cc) Provision of a
traffic management plan
(dd) Provision of a
plan showing all structures to be erected and special effects (if any) to be
used.
(2) Temporary activities
of greater than 21 days in duration (whether on private or public land) be
provided for as a restricted discretionary activity with appropriate
assessment criteria to be developed (to the satisfaction of Sea+City and its
consultants) which recognise and provide for the relevant environmental
effects arising from temporary activities of greater than 21 days in
duration.
(3) The discretionary
activity status be deleted in its entirety.
(4) Such further other
orders, relief or other consequential or other amendments as considered
appropriate and necessary to address the concerns set
out above. |

15.5.1.3A.2 (a) (restricted discretionary activities) as follows (changes

any venue for more than 21 days inclusive of time required for the
establishment and
removal of all structures and activities associated with the activity,
subject to obtaining an Event Permit for the particular activity, and provided that:

(d)when occurring on a public place, as defined in the Auckland City
Council
Consolidated Bylaw. an Event Permit is obtained.
(2) Clause 15.5.1.3A.2 (b)
be deleted, and provision be made for events for between 5 and 21 days
duration, without an events permit, as a restricted controlled activity
subject to limited performance standards and matters for discretion (to
Sea+City's satisfaction) including:
(aa) Provision of a
health and safety plan.
(bb) That all other
