The purpose of a character overlay

Auckland City and the community have raised concerns that business centres which have character and/or broad heritage features are vulnerable to change due to accelerating development pressures. Any changes could adversely affect the character or heritage which define these centres.

The application of the character overlay to selected business centres would ensure that identified character and broad heritage features are retained and that ongoing development recognises and respects these qualities.

Centre plans require considerable resources and time to produce and are not necessarily appropriate for all centres. In reality a centre plan may actually delay character protection on a broad basis across the city. Centre plans are being developed for St Heliers and Mt Eden Village.

A generic overlay approach offers a faster and more achievable visual amenity protection mechanism, able to be applied quickly to individual centres with a minimum of customisation.
