Disability framework for action

Introduction

Background

The disability framework for action is the result of a two year partnership between Auckland City and the disability sector. The goals and actions outlined in the framework have been identified by disabled people, disability service providers, and Auckland City officers.

Purpose

The purpose of the disability framework for action is to provide direction on how Auckland City can enable disabled people's increased contribution to, and participation in, Auckland city. The framework is also intended to enable the consolidation and continuation of the leadership Auckland City has already shown in the area of disability.

Principles

The disability framework for action is founded on the following principles:

  1. That disability relates to the interaction between a person with an impairment and their environment.
  2. That disabled people have valuable contributions to make to Auckland city, including economic, cultural, social and political
  3. That Auckland City's practices and processes can either enable or inhibit disabled people from making such contributions, or participating in Auckland city life
  4. That Auckland City has a responsibility to enable disabled people's contributions and participation in its work
  5. That Auckland City will benefit from increased contributions from, and participation of, disabled people.

Links to central government initiatives

The goals and actions outlined in the framework are consistent with the New Zealand Disability Strategy, a central government initiative adopted in 2001. 

The framework is particularly relevant to the New Zealand Disability Strategy's objective of fostering an aware and responsive public service. Both the framework and the New Zealand Disability Strategy are based on the social model of disability.
