constructed in 2003 appears to have inadequate stormwater disposal capacity as
of now. This means the existing development does not meet council standards ie.
it is producing excess runoff and we would not like this situation to

alarmed with the prospect of any excess storm water from the site being
directed on to adjacent road reserves and then being able to continue along
the natural course downstream of the shopping centre [i.e. into Meola Creek at
Lyon Ave]. We believe that on site storm water management techniques should be
required. These techniques should be such that they have aesthetic and amenity
value for shoppers and residents, and that they improve the environment. |

to a Private Development Agreement. We believe that the contribution from Westfield

should be specified in the plan change and therefore subject to appeal or alternately
reflect without change the relevant contribution requirements of the Council's
Development Contribution policy that applies at the time of the development. If

of a high density centre/town centre and this may not be in accordance plan change
6 to the Regional Policy Statement, which does not identify St Lukes as high
density centre or corridor.
The NZTA seeks that the application be deferred or declined unless further
information is provided to address the issues raised or appropriate provisions
are agreed between all relevant parties to avoid, remedy, or mitigate adverse
effects on the State highway and surrounding road network. Alternatively, if the
matters outlined are not addressed, and should the Council decide subsequently
to recommend approving the plan change, the NZTA request that appropriate changes
addressing all of the concerns raised above are recommended by the Council Officers
to ensure transport/traffic effects are no more than minor. Such provisions could
include but not be limited to the following:

proposed development occurs, the requirements for on-site staff carparking should
continue to be monitored. With the implementation of an effective travel demand
management plan, it would be anticipated that there would be a mode shift for
staff, away from private vehicle use to other transport modes. This would enable
the on-site staff carparking requirements for the proposed plan change to be reduced.
It is further recommended that a staged approach to the carparking requirements
for the proposed additional retail development is included within the concept
plan. The NZTA considers that 1 space per 22 sqm of GFA will not facilitate mode
shift away from private vehicles, therefore it is recommended he Council considers
more stringent controls.
