The Strand Trust 2/1 To decline the Private Plan Change request.
Ports of Auckland Limited (POAL) 3/1 Decline the Plan Change in its entirety.
3/2 If the Council is not minded to grant the relief sought in paragraph (a), and without prejudice to its primary relief, POAL seeks that appropriate provisions to POAL's satisfaction are included in the Plan Change requiring that measures be taken to ensure that all potential adverse effects of the Plan Change, particularly reverse sensitivity effects, are appropriately avoided, remedied or mitigated. Such measures might include (but are not limited to) the requirement that a restricted discretionary resource consent be sought for any residential activity or building and require any building to be designed with appropriate acoustical insulation, particularly in habitable rooms, to meet a particular noise standard and taking into account the likely external noise environment in this location and when measured inside any dwelling (or other appropriate standard) as agreed with POAL's acoustical consultants.  Any proposal to establish residential activities or buildings which do not comply with this standard should be a fully discretionary activity.
3/3 In addition, that the promulgator of the Plan Change be required to undertake further and better assessment of the appropriateness of the proposed provisions of the Plan Change in accordance with s32 of the RMA, particularly to ensure that the provisions of the Plan Change will ensure potential adverse reverse sensitivity and other effects on the current and future operation of the Port are appropriately avoided, remedied or mitigated.
Alastair H Campbell 4/1 To reject the application to rezone the land from residential 7b to business 4 as it will seriously disrupt the quaint residential nature of this area in Parnell, it will not fit in with the surrounding environment.

6/2 We seek the following decision from the council - accept the appropriate Changes to Balfour Road to modify traffic congestion/speed and curbside congestion. To deal with the traffic problems it is recommended that focal areas of narrowing with 'Speed bumps' be installed in Balfour Road to reduce car speed and also encourage traffic accessing 32 Balfour Rd to use the Gladstone Road end. Metered parking (1-2 hour) the full length of Balfour Road would solve the current parking congestion.
Anthony House 7/1 Generally support but seek amendments.
