The Plan Change does not meet the Residential 8 zone objectives, policies and strategy including its application to parcels of land with an area of one hectare or more. The subject site measures 2,831mZ, not the 10,OOOmZ required by the District Plan

The site at 83 Remuera Road does not lie within a specified growth area and therefore is not suitable for further intensification by way of Residential 8c zoning.

If the subject site were to be identified with a Residential 8c zoning, it would be an 'island' within a larger area of Residential 7b and Mixed Use zones.

The area covered by the Structure Plan (Plan Change 196) included 83 Remuera Rd, but did not identify the site as one that was suitable for inclusion within the specified growth area.

The Plan Change will remove the ability for adjacent landowners to participate in the decision-making process regarding the future development of the site.

The Plan Change will generate more than minor potential and actual adverse effects on the environment including heritage, visual, shadowing, dominance, amenity, privacy, landform, vegetation and traffic.

  3. Potential for earthworks within the site having adverse effects upon the church.
  4. Potential for a large development in the Residential 8c zone to block views of the Church from a variety of locations, thereby undermining its landmark status in the surrounding area.
9/2 (961kb PDF) New Zealand Historic Place Trust Pouhere Taonga That council advise the applicant about the possibility of there being archaeological sites related to the church within the vicinity of the subject site. Further consultation with the NZHPT is advised, and it may be necessary for the applicant to apply for an authority to modify, damage or destroy an archaeological site under the Historic Places Act 1993.

  1. will not promote sustainable management of resources
  2. is contrary to Part 2 of the RMA
  3. will not met the reasonably foreseeable needs of future generations
  4. will not enable social, economic and cultural well being of the people of Auckland City
  5. is contrary to the purposes and provisions of the Act and other relevant planning documents
  6. is inappropriate and inconsistent with the purpose and principles of the Act
  7. does not address the introduction of a height in relation to boundary control onto adjacent sites under the proposed Residential 8c zoning which does not currently apply under the Residential 7b zoning:
  8. will adversely impact upon adjacent land due to the introduction of new height in relation to boundary controls;
  9. does not address the reverse sensitivity implications of the increased development provided for by the new zone on the allowable development of adjacent land uses; and
  10. will adversely impact upon the future development potential of adjacent land.
