Temporary use of the Road Reserve
During the year ended December 2009, notifications and application to work on
or occupy the road averaged almost 900 per month.
The demands on Auckland city's road network are many and varied. Congestion,
often compounded by on-road activities, is the subject of regular debate and it
is the council's responsibility to manage this. Fees for principals and
contractors wishing to occupy the road to carry out their work - particularly,
but not limited to, live traffic lanes - are designed to encourage innovative
approaches to seeking alternatives. The charges are detailed under 1.3 and 1.4
of this schedule.
Degradation of the road structure, due to trenching, is a major and proven
contributor to road failure - even more so when the reinstatement is below
standard. Where those responsibilities for sub-standard reinstatement cannot be
identified, the remedial costs fall on the council and therefore the city's
ratepayers. The increasing levels of trenching and the safety of other road
users around work sites, emphasises the need for high levels of temporary
traffic management. This required a corresponding increase in the resources
required by council to compliance-monitor these activities.
Additional fees have been introduced to enable compliance-monitoring of
commercial and residential development sites.
