The Regulatory Environment
There were common issues of concern raised relating to the regulatory
environment in the Rosebank area. The responses focused on these key areas:
- Rates
- Resource Consents
- Parking
- Rubbish and Recycling
- Roading
- Other
The level of rates that businesses pay was an issue for only one respondent
in particular. The respondent wants lower rates for business and they do not
want rapid rises like in pervious years. It is interesting to note that no other
respondent argued for or against the level of rates. One respondent in
particular said they had issues with the resource planning consent process. The
length of time it takes for resource consents to get approved is an issue as is
some of the demands. In addition, one respondent feels that parking regulations
impact on business activities.
"The parking requirements per site for staff is excessive and holding
back building development."
Many responses related specifically to Auckland City contracted rubbish and
recycling services. Contractors are responsible for these services. Rubbish
collection has been cited as a nuisance to business activity as these
contractors conduct rubbish collection during the morning peak hour along
Rosebank Road. There is a sense of disbelief about why it occurs at such a
crucial time; when roads are most congested and workers are trying to get to
work. For three respondents in particular there are major concerns about
recycling and rubbish subsidy programmes. Some representative quotes include:
"Relocation of reusable resources other than current recycling programme
i.e. pallets, re-usable boxes etc."
"Rubbish disposal, recycling and street cleaning should always be left
to outside business hours."
"A decent kerbside recycling scheme little blue boxes are useless
when you've got Two Hundred and Fifty people on site where do we put One
Hundred plus plastic milk bottles and cans and bottles. We've tried to convince
council but to no avail."
"Take away the rubbish subsidy e.g. We create a lot of waste through the
nature of our business and we regularly visit the tip and have a waste removal
company remove rubbish, but are still faced playing for useless 'wheelie' bins.
This council is out of touch with its commercial contractors."
The existing rubbish disposal system and related rules are seen as
particularly contentious. There are many large employers in the Rosebank area
and as such the standardised system of rubbish and recycling collection does not
work. An example is overleaf:
"Rubbish collection and recycling services. We are in a business park
accessed from Rosebank Road. The collection services will not come into the
Business Park. Everything must be taken up to the road front."
