National and international strategies
First Call for Children
First Call for Children was developed as part of an action plan from the 1990 United Nations World Summit for Children.
It recognises, values and protects the rights of children and young people. Auckland City supports First Call for
Children and has based Youth Action on the same principles.
The national Youth Development Strategy
The purpose of the Youth Development Strategy is to identify how government and society can support young people to
develop the skills and attitudes you need to take part positively in society, now and in the future. Youth Action aims to
be consistent with this national strategy.
Child and Youth Friendly Communities
Child and Youth Friendly Communities aims to encourage and support local authorities to use the United Nations
Convention on the Rights of the Child (UNCROC) as a framework to create communities that nurture the lives, growth and
development of children and young people.
Sustainable development for New Zealand - Programme of Action
The Programme of Action is the government's approach to sustainable development in New Zealand, adopted in 2003. The
overarching goal of the Programme of Action in relation to children and youth is that "All children and young people
have the opportunity to participate to succeed and to make contributions that benefit themselves and others, now and in
the future."
Agenda for Children
The Agenda for Children is a government strategy aimed at improving the lives of children in New Zealand. The vision of
the agenda is that New Zealand is a great place for children: we look after one another. It is focused at
0-18 year olds.
Auckland City policies
Not everything Auckland City does for young people is included in the Youth Action policy. Some of the other things we
do for young people are set out in other policies and projects including:
A city where young people feel safe and have a sense of well-being
A city where young people can get where they want to go
- Auckland Urban Living: planning for our growing population,
so that Auckland communities are great places to live and easy to get around.
- Cycle and walking strategy: future planning for cycling and
walking in Auckland city.
- Connecting people and places: putting in place a strategic
direction for transport planning in Auckland city.
A city with lots to do for young people
- Community facilities strategy: how Auckland City will
provide community facilities including youth facilities.
- Arts Agenda: supporting and promoting arts in Auckland, giving
people greater access to creative expression, including initiatives for young people.
- Swimming pool strategy: how Auckland City will
provide a network of swimming pools across the city.
- Leisure policy: sets out Auckland City's role in providing
leisure opportunities for all ages.
- Facility partnerships policy: defines the process and
criteria for partnership funding proposals (eg. with schools or community groups).
- Events strategy: helps Auckland City make decisions about
priorities, types of events, and how much we'll be involved in various events.
- Skateboard strategy: looks at providing facilities for
skateboarding and rollerblading.

- Community development framework (draft): how Auckland City works with communities to help make them strong.
