  2. Top CONFIRMATION OF MINUTES

    The minutes of the Avondale Community Board meeting held on Tuesday, 13 November 2007 to be confirmed as a true and correct record.

  3. Top EXTRAORDINARY BUSINESS

    Section 46A(7) of the Local Government Official Information and Meetings Act 1987 (as amended) states:
    "An item that is not on the agenda for a meeting may be dealt with at that meeting if-
    (a) The local authority by resolution so decides; and
    (b) The presiding member explains at the meeting at a time when it is open to the public,-
      (i) The reason why the item is not on the agenda; and
      (ii) The reason why the discussion of the item cannot be delayed until a subsequent meeting."
    Section 46A(7A) of the Local Government Official Information and Meetings Act 1987 (as amended) states:
    "Where an item is not on the agenda for a meeting,-
    (a) That item may be discussed at that meeting if-
      (i) That item is a minor matter relating to the general business of the local authority; and
      (ii) The presiding member explains at the beginning of the meeting, at a time when it is open to the public, that the item will be discussed at the meeting; but
    (b) no resolution, decision, or recommendation may be made in respect of that item except to refer that item to a subsequent meeting of the local authority for further discussion."
  4. Top PUBLIC FORUM

    A period of time (approximately 20 minutes) is set aside for members of the public to address the meeting on matters within its delegated authority. A maximum of 5 minutes per item is allowed, following which there may be questions from members.

    The following requests have been received to address the meeting:

    4.1. STROKE SURVIVORS FISHING CLUB – SAM BENJAMIN

    Sam Benjamin, President, Stroke Survivors Fishing Club, wishes to speak in support of his application for discretionary funding.

    Recommending that Sam Benjamin, President, Stroke Survivors Fishing Club, be thanked for his presentation and that the Board consider the application at item 12.1.

    4.2. TREES AT HERON PARK – PETER RALM

    Peter Ralm from Saltaire Street together with two neighbours wish to speak to the Board about Pine trees at Heron Park.

    Recommending that Peter Ralm and the two neighbours be thanked for their presentation.

  5. Top APPOINTMENT OF COMMUNITY BOARD SPOKESPERSONS

  7. Top NOMINATION OF MAINSTREET REPRESENTATIVES

    The Board is asked to nominate Mainstreet representatives. One Board member and one Councillor are required for the following Mainstreets:

    • Avondale Business Association
    • Blockhouse Bay Mainstreet Association
    • Rosebank Business Association

    Recommending that the Board appoint one Board member and one Councillor to the Mainstreets.

  8. Top 2007/2008 SMALL LOCAL IMPROVEMENTS PROJECTS SPOKESPERSONS

    Attaching a memorandum from the SLIPs coordinator providing SLIPs programme status updates and requesting the Board to assign spokespersons to its 2006/2007 and 2007/2008 Small Local Improvement Projects, as listed in the attached schedule.

    Recommending that the memorandum from the SLIPs coordinator, dated 11 November 2007, be received and that the Board assign a spokesperson to the Small Local Improvement Projects listed in the attached schedule.

  9. Top PROVISION FOR URGENT DECISIONS

    The Board does not meet again until January 2008. It is possible that matters may arise between 27 November 2007 and the next Board meeting which require urgent attention. Any decisions would be reported back to the Board at its January meeting.

    Recommending that the Board makes provision for any urgent decisions over the summer recess.

  14. Top REMUNERATION ALLOCATION FOR 2007 - 2008

    Attaching a report prepared by the Deputy Mayor for the Board's consideration.

    The Council, at its meeting held on Thursday, 1 November 2007, considered an item regarding "2007 - 2010 Committee Structures and Regulatory Responsibilities" and resolved inter alia as follows:

    1. That a working party consisting of the deputy mayor as chair, Councillor Northey and Councillor Armstrong consider proposed elected member remuneration set out in 3.4 and appendix one and invite comment on any relevant issues from the councillors and community board representatives. The deputy mayor to report back to council following these discussions on the recommended remuneration structure.

    Attached is the report to Council for the board's information.

    Recommending that comments on the proposed remuneration for 2007 - 2008 be sent to the remuneration working party by 3 December 2007.

    Correspondence from Blockhouse Bay Community Patrol thanking the Board for its 2007/2008 Discretionary Funding grant of $2,086 towards the cost of equipment required for the operation of a community patrol.

    Recommending that the correspondence from Blockhouse Bay Community Patrol be received.

    18.2. ST DOMINIC'S PRIMARY SCHOOL

    Correspondence from St Dominic's Primary School thanking the Board for its 2007/2008 Discretionary Funding grant of $742 towards the cost of hosting an inter-school gymnastics competition at the Lynfield Recreation Centre.

    Recommending that the correspondence from St Dominic's Primary School be received.

  19. Top ST NINIANS CHURCH HALL

    At a meeting of the Board held on 25 September 2007 the above subject was considered and it was resolved as follows:

    That the Board recommends to the incoming Board that a plan be developed for the future and long-term sustainability of St Ninians Church Hall and, given its heritage value, officers engage at an early stage with key community stakeholders including the Avondale-Waterview Historical Society Inc.

    Recommending that the Board consider this item.
