CONFIRMATION OF MINUTES
The
minutes of the Avondale Community Board meeting held on Tuesday, 24 June 2008 to
be confirmed as a true and correct record.
EXTRAORDINARY BUSINESS

Section 46A(7) of the Local Government Official Information and Meetings
Act 1987 (as amended) states: |
|
"An item that is not on the agenda for a meeting may be dealt with at
that meeting if- |
|
(a) |
The local authority by resolution so decides; and |
|
(b) |
The presiding member explains at the meeting at a time when it is open
to the public,- |
|
|
(i) |
The reason why the item is not on the agenda; and |
|
|
(ii) |
The reason why the discussion of the item cannot be delayed until a
subsequent meeting." |

Section 46A(7A) of the Local Government Official Information and

"Where an item is not on the agenda for a meeting,- |

(a) |
That item may be discussed at that meeting if- |

That item is a minor matter relating to the general business of the

when it is open to the public, that the item will be discussed at the
meeting; but |

no resolution, decision, or recommendation may be made in respect of
that item except to refer that item to a subsequent meeting of the local

PUBLIC FORUM
A
period of time (approximately 20 minutes) is set aside for members of the public
to address the meeting on matters within its delegated authority. A maximum of
5 minutes per item is allowed, following which there may be questions from
members.
The
following requests have been received to address the meeting:
4.1. STATE HIGHWAY 20 (SH20) WATERVIEW CONNECTION
This
is an opportunity for members of the public to address the Board on issues
regarding the State Highway 20 Waterview connection tunnel proposal.
4.2. ROSEBANK SCHOOL - HEATHER BELL AND JAN SILA'ILA'I
Heather Bell and Jan Sila'ila'i, Rosebank School, wish to speak in support of
their application for local event funding.
Recommending that Heather Bell and Jan Sila'ila'i, Rosebank School, be thanked
for their presentation and that the Board consider the application at item 8.1.
4.3. NEW ZEALAND TELUGU ASSOCIATION INCORPORATED - ANAND MANDAVA
Anand Mandava, New Zealand Telugu Association Incorporated, wishes to speak in
support of their application for local event funding.
Recommending that Anand Mandava, New Zealand Telugu Association Incorporated, be
thanked for his presentation and that the Board consider the application at item
8.3.
4.4. BLOCKHOUSE BAY COMMUNITY CHURCH - ANDREW MARSHALL
Andrew Marshall, Blockhouse Bay Community Church, wishes to speak in support of
their application for local event funding.

GREAT NORTH ROAD CYCLE IMPROVEMENTS

will extend the existing cycle facilities on the northern part of Great North
Road.
Recommending that the Board endorses the proposal for the cycle improvements

8.1. ROSEBANK SCHOOL
Attaching a Local Event Funding application from Rosebank School seeking funding
towards the cost of holding a performance of the opera 'The Magic Flute' on 8
August 2008 at Rosebank School.
Recommending that the Board consider the application.
8.2. ETHIOPIAN SPORT AND CULTURAL CLUB
Attaching a Local Event Funding application from the Ethiopian Sport and
Cultural Club seeking funding towards the cost of holding a family fun day in
September 2008 at Alan Wood Park, Mt Albert.
Recommending that the Board consider the application.
8.3. NEW ZEALAND TELUGU ASSOCIATION INC
Attaching a Local Event Funding application from New Zealand Telugu Association
Inc seeking funding towards the cost of holding an event to celebrate the Indian
festival of Deepavali in the third week of November 2008 at Avondale College.
Recommending that the Board consider the application.
8.4. BLOCKHOUSE BAY COMMUNITY CHURCH
Attaching a Local Event Funding application from Blockhouse Bay Community Church
seeking funding towards the cost of holding a community Christmas event on 13
December 2008.

ELECTION HOARDING SITES AND COMPLIANCE MONITORING PROCESS

Reporting
that a review of sites designated for electoral hoardings has been undertaken
resulting in some previous sites being removed from the register and providing
information on the process for monitoring the issues, complaints and problems
that arise during an election campaign.
Recommending that the Community board confirm the election hoarding sites in
their area as per the attached schedule.
TRAFINZ CONFERENCE 2008

The
annual Trafinz Conference is scheduled to be held at the Hotel Grand Chancellor
in Christchurch from 7 - 10 September 2008. The theme of this year's conference
is "Celebrating the past - gearing up for the future". Attached is a copy of
the programme.
Recommending that the Board consider whether it wishes to send a member or
members to this conference noting that the costs associated will come from the
Board's discretionary funding account.
SCHEDULING OF TREES

At a
meeting of the Eden/Albert Community Board on 25 June 2008, it was resolved:
- That the map of scheduled trees in the
Eden/Albert ward as at 17 June 2008 be received.
- That community board members send suggestions
through to the Heritage section of City planning on any additional trees that
could be suitable for scheduling in the isthmus district plan review.
- That the above resolutions be forwarded to all
community boards for their information.
Recommending that the resolutions of the Eden/Albert Community Board meeting,
dated 25 June 2008, be noted.

"Light Party" for children on 31 October 2008.

Correspondence from Avondale/New Lynn Diabetes Support Group thanking the Board
for its 2007/2008 discretionary funding grant of $250 towards the cost of
producing a monthly newsletter.
