  2. Top CONFIRMATION OF MINUTES

    The minutes of the Avondale Community Board meeting held on Tuesday, 22 July 2008 to be confirmed as a true and correct record.

  3. Top EXTRAORDINARY BUSINESS

    Section 46A(7) of the Local Government Official Information and Meetings Act 1987 (as amended) states:

    "An item that is not on the agenda for a meeting may be dealt with at that meeting if-

    (a)

    The local authority by resolution so decides; and

    (b)

    The presiding member explains at the meeting at a time when it is open to the public,-

     

    (i)

    The reason why the item is not on the agenda; and

     

    (ii)

    The reason why the discussion of the item cannot be delayed until a subsequent meeting."

    Section 46A(7A) of the Local Government Official Information and Meetings Act 1987 (as amended) states:

    "Where an item is not on the agenda for a meeting,-

    (a)

    That item may be discussed at that meeting if-

     

    (i)

    That item is a minor matter relating to the general business of the local authority; and

     

    (ii)

    The presiding member explains at the beginning of the meeting, at a time when it is open to the public, that the item will be discussed at the meeting; but

    (b)

    no resolution, decision, or recommendation may be made in respect of that item except to refer that item to a subsequent meeting of the local authority for further discussion."

  4. Top PUBLIC FORUM

    A period of time (approximately 20 minutes) is set aside for members of the public to address the meeting on matters within its delegated authority. A maximum of 5 minutes per item is allowed, following which there may be questions from members.

    The following requests have been received to address the meeting:

    4.1. STATE HIGHWAY 20 (SH20) WATERVIEW CONNECTION

    This is an opportunity for members of the public to address the Board on issues regarding the State Highway 20 Waterview connection tunnel proposal.

    4.2. ROSEBANK CHURCH OUTREACH - REV VAITUULALA NGAHE

    Rev. Vaituulala Ngahe wishes to speak in support of Rosebank Church, 212 Rosebank Road, reaching out to the community.

    Recommending that Rev Vaituulala Ngahe be thanked for his presentation.

  5. Top INTRODUCTION OF AUCKLAND ROAD MAINTENANCE ALLIANCE - WEST

  6. Top SMALL LOCAL IMPROVEMENT PROJECTS (SLIPS)

    6.1. SLIPS PROJECT PROPOSALS

  7. Top REQUESTS FOR DISCRETIONARY FUNDING

    7.1. ETHIOPIAN SPORT & CULTURAL CLUB

    Attaching a Discretionary Funding application from the Ethiopian Sport & Cultural Club seeking funding towards the petrol costs for soccer players and volunteers.

  8. Top SELECTIVE CLOSURE OF PEDESTRIAN ACCESS WAY NEAR FOODTOWN, BLOCKHOUSE BAY

    Following on from a presentation at the July 2008 meeting, presenting a quote and two diagrams from Constable Lance Dawson, Blockhouse Bay Community Constable, for consideration. Constable Dawson is waiting for the various agencies to indicate what degree of pledges they are willing to make.

    Recommending that the quote and two diagrams from Constable Lance Dawson, Blockhouse Bay Community Constable, be considered.

  9. Top LOAN APPLICATION FOR BAY ROSKILL SPORTS CLUB

    Reporting that the Bay Roskill Sports Club Incorporated have applied for a community loan from Auckland City Council to assist the club to a viable financial position. Auckland City Council has a loan facility specific to community groups.

    Recommending that the Avondale Community Board recommend to the Community Services Committee, that the Bay Roskill Sports Club Incorporated be granted an Auckland City Council community loan of $48,000 at 4.5% interest per annum with a ten year repayment term to refinance an existing debt that was used for the commencement of the club's facility development and which will support the sustainability of the club.

  10. Top ELECTION HOARDING SITES

    Reporting that Auckland City Council's 2007 signs bylaw provides that election signs may only be displayed on private land or on council owned or controlled sites nominated by resolution of a Community Board.

    A report of the proposed sites was submitted to the Board in July and this report provides an assessment of the additional sites proposed as well as reasons why sites were to be removed from the list.

    Recommending that candidates for the 2008 national elections are notified of the approved hoarding sites for the Avondale Community Board's area and of the rules regarding the size and placement of the signs at these sites.

  11. Top NOTICES OF MOTION

    11.1. STOP SIGN AT INTERSECTION ROSEBANK AND BLOCKHOUSE BAY ROADS

    Attaching a Notice of Motion from Board member Kathryn Davie requesting that Officers be requested to change the intersection of Rosebank and Blockhouse Bay Roads from a give way control to a stop control intersection.

    Recommending that the Board consider the Notice of Motion.

    11.2. FOOTPATH BETWEEN LAYARD AND BLOCKHOUSE BAY ROADS ON ROSEBANK ROAD

    Attaching a Notice of Motion from Board member Kathryn Davie requesting that Officers be requested to include the North side Rosebank Road footpath between Layard Street and Blockhouse Bay Road on the footpath upgrade schedule in the next financial year.

    Recommending that the Board consider the Notice of Motion.

  12. Top 2009 COMMUNITY BOARDS' CONFERENCE

    The next New Zealand Community Boards' conference is scheduled to be held at the Christchurch Convention Centre, Christchurch, from 19 - 21 March 2009.

    Recommending that the Board consider whether it wishes to nominate a member or members to attend this conference, noting that the costs associated will come from the Board's discretionary funding account.

  13. Top SERVICE LEVELS FEEDBACK RE DRAFT ASSET MANAGEMENT PLANS

    Providing the opportunity for community boards to provide feedback to the council's levels of service provided. Auckland City Council currently has 13 asset management plans that are reported through to the following committees:

    • Finance & Strategy Committee: ITC, The Edge, Marina, Property

    • Arts Culture & Recreation Committee: Leisure facilities, Open Spaces

    • Transport Committee: Transport

    • Community Services Committee: Community facilities, Libraries

    • City Development Committee: Stormwater, closed landfills

    • Art Gallery: Art Gallery

    • Zoo Board: Zoo

    Committees will be approving the draft asset management plans at their September meetings for inclusion in the Long Term Council Community Plan meeting on 7 October 2008. Community Boards are requested to make recommendations to Committees before Tuesday 2 September.

    Copies of reports to the above committees were circulated separately and are available on Council's website. Due to the volume of various Draft Asset Management plans, copies can be viewed on Level 14, Auckland City Council Building, 1 Grey Avenue.

    Recommending that community boards consider providing feedback to Committees on their draft asset management plans by 2 September 2008.

  14. Top STATE HIGHWAY 20 (SH20) WATERVIEW CONNECTION

    Correspondence from the Avondale Lions Club thanking the Board for its 2007/2008 discretionary funding grant of $600 towards having a dishwasher installed at the hall.

    Recommending that the correspondence from the Avondale Lions Club be received.

    15.3. ROSEBANK SCHOOL

    Copy of internal newsletter from Rosebank School thanking the Board for its 2008/2009 discretionary funding grant of $1000 towards the cost of the production of The Magic Flute.

    Recommending that the copy of the internal newsletter be received.

    15.4. TE RIRI O TE O DANCE GROUP

    Correspondence from Te Riri O Te O Dance Group thanking the Board and in particular the Chairperson for assisting the group with funding and promoting their Cook Island heritage.

    Recommending that the correspondence from the Te Riri O Te O Dance Group be received.
