  2. Top CONFIRMATION OF MINUTES

    The minutes of the Avondale Community Board meeting held on Tuesday, 26 August 2008 to be confirmed as a true and correct record.

  3. Top EXTRAORDINARY BUSINESS

    Section 46A(7) of the Local Government Official Information and Meetings Act 1987 (as amended) states:
    "An item that is not on the agenda for a meeting may be dealt with at that meeting if-
    (a) The local authority by resolution so decides; and
    (b) The presiding member explains at the meeting at a time when it is open to the public,-
      (i) The reason why the item is not on the agenda; and
      (ii) The reason why the discussion of the item cannot be delayed until a subsequent meeting."
    Section 46A(7A) of the Local Government Official Information and Meetings Act 1987 (as amended) states:
    "Where an item is not on the agenda for a meeting,-
    (a) That item may be discussed at that meeting if-
      (i) That item is a minor matter relating to the general business of the local authority; and
      (ii) The presiding member explains at the beginning of the meeting, at a time when it is open to the public, that the item will be discussed at the meeting; but
    (b) no resolution, decision, or recommendation may be made in respect of that item except to refer that item to a subsequent meeting of the local authority for further discussion."
  4. Top PUBLIC FORUM

    A period of time (approximately 20 minutes) is set aside for members of the public to address the meeting on matters within its delegated authority. A maximum of 5 minutes per item is allowed, following which there may be questions from members.

    The following requests have been received to address the meeting:

    4.1. STATE HIGHWAY 20 (SH20) WATERVIEW CONNECTION

    This is an opportunity for members of the public to address the Board on issues regarding the State Highway 20 Waterview connection tunnel proposal.

  5. Top COMMUNITY BOARD LOCAL FUNDING 2008

    The Avondale Community Board's local fund has a budget of $25,000 to be allocated to community groups operating in its area. Thirty applications were made to the Avondale Community Board from 29 groups requesting a total of $80,052.17.

    Reporting that at a meeting with spokespersons on 26 August 2008, $24,930 was recommended for allocation, leaving a balance of $70 which will revert to the consolidated fund.

    Recommending that the recommendations for grants totalling $24,930 from the Community Board Local Fund 2008, as in appendix one, be approved.

  6. Top DOG ACCESS TO BEACHES AND HERON PARK

    In September 2007, council commenced a review of off-leash dog exercise areas and on 28 February 2008 council adopted a draft dogs policy and draft dog control bylaw for consultation. These documents were publicly advertised on 31 March 2008 and submissions closed on 2 May 2008. A total of 266 submissions were received.

    Reporting that a number of dog owners suggested in submissions that the council should adopt more liberal provisions for dog access to beaches.

    In addition there were a number of submissions referring to the dog exercise area in Heron Park.

    Recommending that the Avondale Community Board receives the report and makes a recommendation to the dog policy and dog control bylaw hearings panel by 30 September 2008 on matters relating to dog access to beaches.

    Recommending that the Avondale Community Board provide a clear definition of the dog exercise area in Heron Park and whether or not it should be extended.

  7. Top REQUESTS FOR LOCAL EVENT FUNDING

    7.1. AVONDALE UNION PARISH

    Attaching a Local Event Funding application from the Avondale Union Parish seeking funding towards the costs of a community Christmas carol evening at the Rosebank Peninsula Church, to be held on 21 December 2008 at 7pm.

    Recommending that the Board consider the application.

    7.2. AVONDALE BUSINESS ASSOCIATION

    Attaching a Local Event Funding application from the Avondale Business Association seeking funding towards the costs of the Avondale Market Day (Fun Day 2009), to be held on 14 March 2009.

  8. Top NOTICE OF MOTION - AVONDALE COMMUNITY POOL TO BE RETAINED IN LTCCP

    Attaching a Notice of Motion from Board member Catherine Farmer requesting that the Avondale Community Pool project be retained in the long term council community plan (LTCCP) and that the resolution be forwarded to the Arts, Culture and Recreation committee prior to the October LTCCP direction setting meeting.

    Recommending that the Board consider the Notice of Motion.

  9. Top STATE HIGHWAY 20 (SH20) WATERVIEW CONNECTION

    Correspondence from the Avondale Business Association thanking the Board for its 2007/2008 local event funding grant of $825 towards the cost of holding an event to celebrate Dale - Avondale's spider's sixth birthday.

    Recommending that the correspondence from the Avondale Business Association be received.

    10.2. BLOCKHOUSE BAY COMMUNITY CHURCH

    Correspondence from the Blockhouse Bay Community Church thanking the Board for its 2008/2009 local event funding grant of $2,000 towards the cost of holding a community Christmas event on 13 December 2008.

    Recommending that the correspondence from the Blockhouse Bay Community Church be received.

    Providing the Chairperson with the opportunity to update the Board on projects and issues he has been involved with since the last meeting.
