  2. Top CONFIRMATION OF MINUTES

    The minutes of the Avondale Community Board meeting held on Tuesday,
    28 October 2008 to be confirmed as a true and correct record.

  3. Top EXTRAORDINARY BUSINESS

    Section 46A(7) of the Local Government Official Information and Meetings Act 1987 (as amended) states:
    "An item that is not on the agenda for a meeting may be dealt with at that meeting if-
    (a) The local authority by resolution so decides; and
    (b) The presiding member explains at the meeting at a time when it is open to the public,-
      (i) The reason why the item is not on the agenda; and
      (ii) The reason why the discussion of the item cannot be delayed until a subsequent meeting."
    Section 46A(7A) of the Local Government Official Information and Meetings Act 1987 (as amended) states:
    "Where an item is not on the agenda for a meeting,-
    (a) That item may be discussed at that meeting if-
      (i) That item is a minor matter relating to the general business of the local authority; and
      (ii) The presiding member explains at the beginning of the meeting, at a time when it is open to the public, that the item will be discussed at the meeting; but
    (b) no resolution, decision, or recommendation may be made in respect of that item except to refer that item to a subsequent meeting of the local authority for further discussion."
  4. Top PUBLIC FORUM

    A period of time (approximately 20 minutes) is set aside for members of the public to address the meeting on matters within its delegated authority. A maximum of 5 minutes per item is allowed, following which there may be questions from members.

    The following requests have been received to address the meeting:

    4.1. STATE HIGHWAY 20 (SH20) WATERVIEW CONNECTION

    This is an opportunity for members of the public to address the Board on issues regarding the State Highway 20 Waterview connection tunnel proposal.

    4.2. BLOCKHOUSE BAY INTERMEDIATE SCHOOL - COLIN ANDREWS

    Colin Andrews, Principal of Blockhouse Bay Intermediate School wishes to address the Board concerning their progress with the upgrade of the Avondale Stream and the redevelopment plans at the school.

    Recommending that Colin Andrews, Principal of Blockhouse Bay Intermediate School be thanked for his presentation.

    4.3. URBAN UNITY AVONDALE - VEI VEA

    Vei Vea, Programme Co-ordinator for Urban Unity Avondale wishes to introduce the organisation and its Sport Tuesdayz programme to the Board.

    Recommending that Vei Vea, Programme Co-ordinator for Urban Unity Avondale be thanked for his presentation.

    4.4. ECOMATTERS ENVIRONMENT TRUST - THERESE MANGOS

    Therese Mangos, Manager, Sustainable Living Centre, EcoMatters Environment Trust wishes to address the Board regarding the progress of waste minimisation in the Avondale community.

    Recommending that Therese Mangos, Manager, Sustainable Living Centre, EcoMatters Environment Trust be thanked for her presentation.

    4.5. ROSEBANK SCHOOL - ANNETTE TATE

    Annette Tate, ESOL Teacher for the Rosebank School wishes to speak in support of their application for local event funding.

    Recommending that Annette Tate from the Rosebank School be thanked for her presentation and that the Board consider the application at item 6.

  5. Top REQUEST FOR DISCRETIONARY FUNDING - LIONS CLUB AVONDALE

    Attaching a Discretionary Funding application from the Lions Club Avondale towards the cost of a Christmas afternoon tea for the elderly to be held on 14 December 2008.

    Recommending that the Board consider the application.

  6. Top REQUEST FOR LOCAL EVENT FUNDING - ROSEBANK SCHOOL

    Attaching a Local Event Funding application from the Rosebank School seeking funding towards the costs of running a series of four Talks about Books Home School Partnership meetings at the Rosebank School in Term 1, 2009.

    Recommending that the Board consider the application.

  7. Top GREAT NORTH ROAD CYCLE IMPROVEMENTS

    Providing additional information on the proposed Great North Road cycle improvement which will extend the existing cycle facilities as part of a wider strategy to improve cycling in Auckland City and in the Auckland Region.

    Recommending that the Avondale Community Board endorses the proposal for the cycle improvements along Great North Road for detail design in 2008 / 2009 and construction in the financial year 2009 / 2010.

  8. Top SLIPS PROGRAMME SCHEDULE AND FUNDING ALLOCATION

    Attaching a report providing an overview of the planned delivery dates for the SLIPs projects for the 10 Community Boards.

    Recommending that the report from Helen Alcock, SLIPs manager, dated 3 November 2008 be received and that the Board consider the need for a meeting in January 2009.

  9. Top SLIPS DECISIONS NOVEMBER 2008

    Attaching a spreadsheet and associated forms for current SLIPs proposals at November 2008.

    Recommending that the spreadsheet and associated forms from the SLIPs portfolio leader, dated 12 November 2008, be received and that the information therein be considered.

  10. Top MAINSTREET PROGRAMME FUNDING

    Reporting on funding for the Mainstreet programme as this matter was discussed at a recent Board meeting.

    Recommending that the memorandum from the Mainstreet advisor, dated 18 November 2008, be received.

  12. Top CORRESPONDENCE RECEIVED - ST DOMINIC'S PRIMARY SCHOOL

    Correspondence from St Dominic's Primary School thanking the Board for its 2007/2008 discretionary funding grant of $766 to the South West Cluster of Schools Gymnastic competition and returning the unspent balance of $116.25.

    Recommending that the correspondence from St Dominic's Primary School be received.

    Recommending that the activity reports for the month of October 2008 be received.
