I hereby give notice that a meeting of the

AVONDALE COMMUNITY BOARD

will be held as follows:

Members:

1. APOLOGIES

   At the close of the agenda no apologies had been received.

2. CONFIRMATION OF MINUTES

   The minutes of the Avondale Community Board meeting held on Tuesday, 27 October 2009 to be confirmed as a true and correct record.

3. EXTRAORDINARY BUSINESS

   Section 46A(7) of the Local Government Official Information and Meetings Act 1987 (as amended) states:
   "An item that is not on the agenda for a meeting may be dealt with at that meeting if-
   (a)	The local authority by resolution so decides; and
   (b)	The presiding member explains at the meeting at a time when it is open to the public,-
   	(i)	The reason why the item is not on the agenda; and
   	(ii)	The reason why the discussion of the item cannot be delayed until a subsequent meeting."
   Section 46A(7A) of the Local Government Official Information and Meetings Act 1987 (as amended) states:
   "Where an item is not on the agenda for a meeting,-
   (a)	That item may be discussed at that meeting if-
   	(i)	That item is a minor matter relating to the general business of the local authority; and
   	(ii)	The presiding member explains at the beginning of the meeting, at a time when it is open to the public, that the item will be discussed at the meeting; but
   (b)	no resolution, decision, or recommendation may be made in respect of that item except to refer that item to a subsequent meeting of the local authority for further discussion."

4. PUBLIC FORUM

   A period of time (approximately 20 minutes) is set aside for members of the public to address the meeting on matters within its delegated authority. A maximum of 5 minutes per item is allowed, following which there may be questions from members.

   The following requests have been received to address the meeting:

   4.1. STATE HIGHWAY 20 (SH20) WATERVIEW CONNECTION

   This is an opportunity for members of the public to address the Board on issues regarding the State Highway 20 Waterview connection tunnel proposal.

   4.2. UPDATE ON FRIENDS OF OAKLEY CREEK - WENDY JOHN

   Wendy John, Friends of Oakley Creek, wishes to provide an update in relation to the funding received for the restoration work on Oakley Creek.

   Recommending that Wendy John, Friends of Oakley Creek, be thanked for her presentation.

   4.3. AVONDALE BUSINESS ASSOCIATION - ALISON TURNER  

   Alison Turner, Avondale Business Association, wishes to speak to the Board in support of their application for Community Board Discretionary Funding.

   Recommending that Alison Turner, Avondale Business Association, be thanked for her presentation and that the Board consider the application at item 9.1.

   4.4. WATERVIEW COMMUNITY GARDEN - JUSTIN NEWCOMBE

   Justin Newcombe, Waterview Community Garden, wishes to speak to the Board in support of their application for Community Board Discretionary Funding.

   Recommending that Justin Newcombe, Waterview Community Garden, be thanked for his presentation and that the Board consider the application at item 9.2.

   4.5. AVONDALE COMMUNITY PRE-SCHOOL - ERIN BURR

   Erin Burr, Avondale Community Pre-School, wishes to speak to the Board in support of their application for Community Board Discretionary Funding.

   Recommending that Erin Burr, Avondale Community Pre-School, be thanked for her presentation and that the Board consider the application at item 9.3.

5. PETITION ON DISC GOLF AT HERON PARK

   Attaching a petition containing 427 signatures, received from Board member Catherine Farmer, the prayer of which reads:

   We do not support a Disc Golf Course at Heron Park and request that the Park continues to be an informal recreation area as outlined in the Heron Park Management Plan.

6. VERBAL UPDATE ON PROGRESS OF STATE HIGHWAY 20 - DANIEL NEWCOMBE

   Recommending that Daniel Newcombe, be thanked for his verbal presentation on issues regarding the State Highway 20 project.

7. SIX MONTHLY REPORT WEST PLACE TEAM

   Providing an update on activities undertaken by community services advisers working in the Avondale ward from May 2009 to October 2009 and an overview of upcoming activities and projects.

   Recommending that the Six Monthly Report West Place Team from the Place manager, dated 30 October 2009, be received.

8. TEMPORARY DISC GOLF COURSE AT HERON PARK

   Providing a report regarding the implications of implementing a temporary disc golf course at Heron Park.

   Recommending that the Board receive the Temporary Disc Golf Course at Heron Park report from the Parks advisor, dated 11 November 2009, and consider the content therein.

   9.1. REQUEST FOR COMMUNITY BOARD DISCRETIONARY FUNDING - AVONDALE BUSINESS ASSOCIATION
