DECLARATIONS OF CONFLICT OF INTEREST

Elected Representatives are reminded of their obligation to maintain a clear separation between their personal interests and their duties as an elected member of the Council.

Elected representatives should therefore be vigilant to stand aside from decision making when a conflict (or a perceived conflict) arises between their role as an elected representative and any private or other external (either pecuniary or non-pecuniary) interest they may have.

Any interests should be declared at the commencement of consideration of any item on this agenda and the member concerned abstain from voting or discussion on the item, or leave the room for the duration of its consideration.

  2. Top CONFIRMATION OF MINUTES

    The minutes of the Avondale Community Board meeting held on Tuesday, 24 August 2010 to be confirmed as a true and correct record.

  3. Top EXTRAORDINARY BUSINESS

    Section 46A(7) of the Local Government Official Information and Meetings Act 1987 (as amended) states:
    "An item that is not on the agenda for a meeting may be dealt with at that meeting if-
    (a) The local authority by resolution so decides; and
    (b) The presiding member explains at the meeting at a time when it is open to the public,-
      (i) The reason why the item is not on the agenda; and
      (ii) The reason why the discussion of the item cannot be delayed until a subsequent meeting."
    Section 46A(7A) of the Local Government Official Information and Meetings Act 1987 (as amended) states:
    "Where an item is not on the agenda for a meeting,-
    (a) That item may be discussed at that meeting if-
      (i) That item is a minor matter relating to the general business of the local authority; and
      (ii) The presiding member explains at the beginning of the meeting, at a time when it is open to the public, that the item will be discussed at the meeting; but
    (b) no resolution, decision, or recommendation may be made in respect of that item except to refer that item to a subsequent meeting of the local authority for further discussion."
  4. Top PUBLIC FORUM

    A period of time (approximately 20 minutes) is set aside for members of the public to address the meeting on matters within its delegated authority. A maximum of 5 minutes per item is allowed, following which there may be questions from members.

    The following requests have been received to address the meeting:

    4.1. STATE HIGHWAY 20 (SH20) WATERVIEW CONNECTION

    This is an opportunity for members of the public to address the Board on issues regarding the State Highway 20 Waterview Connection Tunnel proposal.

    4.2. AMIGOS DE PORTUGAL NOVA ZELANDIA SOCIETY - MARIA-EUGENIA LAWRENCE

    Maria-Eugenia Lawrence, Amigos de Portugal Nova Zelandia Society, wishes to speak to the Board in support of their application for community board discretionary funding.

    Recommending that Maria-Eugenia Lawrence, Amigos de Portugal Nova Zelandia Society, be thanked for her presentation and that the Board consider the application at Item 9.1

    4.3. AMP ORIGINALS - AVONDALE MIX PROJECT - D JON HOFF

    D Jon Hoff, AMP Originals - Avondale Mix Project, wishes to speak to the Board in support of their application for community board discretionary funding.

    Recommending that D Jon Hoff, AMP Originals - Avondale Mix Project, be thanked for his presentation and that the Board consider the application at Item 9.2

    4.4. LIVEWIRES PLAYGROUP - NICKI TAYLOR

    Nicki Taylor, Livewires Playgroup, wishes to speak to the Board in support of their application for community board discretionary funding.

    Recommending that Nicki Taylor, Livewires Playgroup,be thanked for her presentation and that the Board consider the application at Item 9.8

    4.5. TE RIRI O TE O DANCE GROUP - CHRIS A DESSA (JNR) AND APII CUMMINGS

    Chris A Dessa (Jnr), Te Riri O Te O Dance Group, wish to speak to the Board in support of their application for community board discretionary funding.

    4.6. AVONDALE COMMUNITY CENTRE SOCIETY - BERNIE THOMSEN AND LISA TRUTTMAN

    Bernie Thomsen and Lisa Truttman, Avondale Community Centre Society, wish to speak to the Board regarding the granting of a new community lease space, 17-19 St Georges Road, Avondale.

    Recommending that Bernie Thomsen and Lisa Truttman, be thanked for their presentation regarding the granting of a new community lease space, 17-19 St Georges Road, Avondale.

  5. Top GRANT OF NEW COMMUNITY LEASE SPACE, 17-19 ST GEORGES ROAD, AVONDALE

  7. Top GYPSY FAIR EVENT, CRAIGAVON PARK

    Providing a report regarding an application from Jim Banks of Gypsy Fair Limited to hold their annual travelling Gypsy Fair Craigavon Park from 26 to 28 November 2010 at the Craigavon Park. Should the Avondale Community Board give permission for the above request, Council officers will continue with the operational planning process for this event, and providing all requirements are met, issue a permit for the activity.

    Recommending that the board gives permission for the residents of up to 22 house trucks to camp at Craigavon Park from 26 November to 28 November, 2010.
