    4.1. AVONDALE ISSUES - COMMUNITY CONSTABLE LANCE DAWSON

    Community Constable Lance Dawson tabled and spoke to information relating to the following issues:

    1. security of development site at 167 Whitney Street, Blockhouse Bay
    2. traffic safety at the Marlowe Road, Chaucer Place, Addison Street and Swinburne Street intersection.

    1. That Community Constable Lance Dawson be thanked for his presentation.
    2. That the Board requests the Manager Regulatory Services to ensure that the property at 167 Whitney Street, Blockhouse Bay is made secure as soon as possible.
    3. That Board member Macdonald liaises with the Traffic safety engineer and Community Constable Lance Dawson over proposed give way control signs at the Marlowe Road, Chaucer Place, Addison Street and Swinburne Street intersection.

  5. Top POLICE ACT REVIEW - PRESENTATION

    Sergeant John Walker gave a presentation to the Board on the Police Act Review and answered Board members' questions.

    1. That Sergeant John Walker be thanked for his presentation.
    2. That the Board supports the review of the Police Act generally and submits a submission:
      1. in support of enhanced community policing and liaison with the local community
      2. supporting clarification in the proposed legislation of the police's role in emergencies, including collaboration with other emergency services as well as Community Boards.

  6. Top REQUEST FOR DISCRETIONARY FUNDING - BLOCKHOUSE BAY COMMUNITY PATROL

    Moved: Catherine Farmer/Lynlie Walsh

    1. That the Discretionary Funding application from the Blockhouse Bay Community Patrol seeking funding towards the cost of equipment required for the operation of a community patrol, be received.
    2. That the Board grants $2,086 from its 2007/2008 Discretionary Funding budget to the Blockhouse Bay Community Patrol towards the cost of equipment required for the operation of a community patrol.
    3. That the Blockhouse Bay Community Patrol be requested to provide an accountability statement to the Board following expenditure of the Discretionary Funding grant of $2,086.

    [Secretarial note: The Chairperson requested Catherine Farmer to assume the Chair for this item due to a conflict of interest as she was a member of the Blockhouse Bay Community Patrol. Lorraine Wilson did not vote on the resolutions above.]

  7. Top REQUEST FOR DISCRETIONARY FUNDING - ST DOMINIC'S PRIMARY SCHOOL

    1. That the Discretionary Funding application from St Dominic's Primary School seeking funding towards costs to host an inter-school gymnastics competition at the Lynfield Recreation Centre on 13 September 2007, be received.
    2. That the Board grants $742 from its 2007/2008 Discretionary Funding budget to St Dominic's Primary School towards costs to host an inter-school gymnastics competition at the Lynfield Recreation Centre on 13 September 2007.
    3. That St Dominic's Primary School be requested to provide an accountability statement to the Board following expenditure of the Discretionary Funding grant of $742.

  11. Top BOARD MEMBERS' REPORTS

    1. That the verbal report of Board Member Farmer regarding Friends of Oakley Creek being awarded an Auckland Regional Council Sustainable Environment award be received.
    2. That the verbal report of Board Member Davie regarding a petition she had presented to the Avondale Police seeking the appointment of a Community Constable for Avondale be received.
    3. That the verbal report of Board Member Macdonald, regarding the following, be received:
      • Rosebank Road new 40 km/hour speed zone outside Avondale College
      • Proposed new footpaths for Roberton Road, Walsall Street and Henry Street
      • Road works at the Rosebank Road and Blockhouse Bay Road intersection.
    4. That in response to the Billboards and Signs memorandum provided to Board Members on 18 July 2007 it is recommended that the details of a billboard at the Great North Road site in the town centre site be forwarded to the Group Manager City Planning for consideration for removal.

    Board Member Davie wished her vote against resolution D to be recorded.
