  2. Top DECLARATION BY COMMUNITY BOARD MEMBERS PURSUANT TO SCHEDULE 7, CLAUSE 14, OF THE LOCAL GOVERNMENT ACT 2002

    The following Community Board Members made their declarations pursuant to Schedule 7, Clause 14, of the Local Government Act 2002:

    • Mrs Kathryn Davie
    • Mr Paul Davie
    • Ms Catherine Farmer
    • Cr David Hay
    • Ms Lily Ho
    • Mr Duncan Macdonald
    • Cr Noelene Raffills
  3. Top ELECTION OF CHAIRPERSON

    The Democracy advisor called for nominations for Chairperson of the Avondale Community Board. There were two nominations, those of Paul Davie and Duncan Macdonald.

    Moved: David Hay/Noelene Raffills

    1. That the Board adopts the system for voting of Chairperson as set out in Schedule 7(4), i.e.
      1. A person is elected or appointed if he or she receives more votes than any other candidate; and
      2. has the following characteristics -
        1. there is only 1 round of voting; and
        2. if 2 or more candidates tie for the most votes, the tie is resolved by lot.

      CARRIED

      The Democracy advisor called for votes and there were two votes for Paul Davie (Kathryn Davie and Paul Davie) and five votes for Duncan Macdonald (Catherine Farmer, David Hay, Lily Ho, Duncan Macdonald and Noelene Raffills).

      Moved: Noelene Raffills/David Hay

    2. That Duncan Macdonald be appointed as Chairperson of the Avondale Community Board for the 2007 - 2010 term.

    CARRIED

    Secretarial note: Board members Kathryn Davie and Paul Davie wished their vote against B above to be recorded.

  4. Top DECLARATION BY CHAIRPERSON PURSUANT TO SCHEDULE 7, CLAUSE 14, OF THE LOCAL GOVERNMENT ACT 2002

    The Chairperson, Duncan Macdonald, made his declaration pursuant to Schedule 7, Clause 14 of the Local Government Act 2002 and assumed the chair.

  5. Top DEPUTY CHAIRPERSON

    The Chairperson called for nominations for the position of Deputy Chairperson.  There was only one nomination, that of Lily Ho.

    Moved: Noelene Raffills/David Hay

    That Lily Ho be appointed as Deputy Chairperson of the Avondale Community Board for the 2007 - 2010 term.

    CARRIED

    Secretarial note: Board members Kathryn Davie and Paul Davie wished their vote against the motion to be recorded.

  6. Top GENERAL EXPLANATION OF LOCAL GOVERNMENT LEGISLATION

    Moved: Duncan Macdonald/Noelene Raffills

    1. That the general explanation of Local Government Legislation including laws affecting Community Boards be noted.
    2. That John Rodger, Team manager, Organisation wide, Democracy services, be thanked for his presentation.

    CARRIED

  7. Top FIRST MEETING OF THE AVONDALE COMMUNITY BOARD

    Moved: Duncan Macdonald/Noelene Raffills

    That the first meeting of the Avondale Community Board be held on Tuesday, 27 November 2007 in the Blockhouse Bay Baptist Church, 504 Blockhouse Bay Road, Blockhouse Bay, commencing at 6.00pm and the general nature of the business to be brought before that meeting will be notified in the agenda.

  8. Top DECLARATION OF RESULTS OF ELECTION

    Moved: Duncan Macdonald/David Hay

    That the Electoral Officer's official declaration of Results of Election and the confirmation of Councillor appointments to Community Boards be noted.

    CARRIED

    There being no further business the Chairperson declared the meeting closed at 6.25pm.
