AVONDALE COMMUNITY BOARD

    4.1. STROKE SURVIVORS FISHING CLUB - SAM BENJAMIN

    Sam Benjamin, President, Stroke Survivors Fishing Club, spoke to the Board in support of his application for discretionary funding.

    That Sam Benjamin, President, Stroke Survivors Fishing Club, be thanked for his presentation and that the Board consider the application at item 12.1.

    4.2. TREES AT HERON PARK - PETER RALM

    Peter Ralm spoke to the Board about his concerns regarding trees in Heron Park blocking sunlight to his property. Board member Catherine Farmer undertook to make contact with remaining members of the Heron Park Advisory Groups and seek their comments on this matter.

  12. Top REQUESTS FOR DISCRETIONARY FUNDING

    12.1. STROKE SURVIVORS FISHING CLUB

    1. That the Discretionary Funding application from the Stroke Survivors Fishing Club seeking funding towards the cost of stroke members attending the New Zealand Nationals from 16 April 2008 to 20 April 2008, be received

    2. That the Board grants $800 from its 2007/2008 Discretionary Funding budget to the Stroke Survivors Fishing Club towards the cost of stroke members attending the New Zealand Nationals from 16 April 2008 to 20 April 2008.

    3. That payment of the Discretionary Funding grant of $800 be subject to confirmation from the Stroke Survivors Fishing Club that they have raised the balance of the funding.

    12.2. THE LIONS CLUB OF AVONDALE

    1. That the Discretionary Funding application from The Lions Club of Avondale seeking funding towards the cost of holding their annual Christmas party for elderly people from Avondale, be received.

    2. That the Board grants $400 from its 2007/2008 Discretionary Funding budget to The Lions Club of Avondale towards the cost of holding their annual Christmas party for elderly people from Avondale.

    3. That The Lions Club of Avondale be requested to provide an accountability statement to the Avondale Community Board following expenditure of the Discretionary Funding grant of $400.

  13. Top REQUESTS FOR LOCAL EVENT FUNDING

    13.1. BLOCKHOUSE BAY MAINSTREET ASSOCIATION INC

    1. That the Local Event Funding application from the Blockhouse Bay Mainstreet Association Inc seeking funding towards the costs of holding a Santa Parade and Street Party on 8 December 2007, be received.

    2. That the Board grants $3000 from its 2007/2008 Local Event Funding budget to the Blockhouse Bay Mainstreet Association Inc towards the costs of holding a Santa Parade and Street Party on 8 December 2007.

    3. That the Blockhouse Bay Mainstreet Association Inc be requested to provide an accountability statement to the Avondale Community Board following expenditure of the Local Event Funding grant of $3000.

    13.2. AVONDALE UNION PARISH

    1. That the Local Event Funding application from Avondale Union Parish seeking funding towards the costs of holding a community Christmas carol evening on 23 December 2007, be received.

    2. That the Board grants $2000 from its 2007/2008 Local Event Funding budget to Avondale Union Parish towards the costs of holding a community Christmas carol evening on 23 December 2007.

    3. That Avondale Union Parish be requested to provide an accountability statement to the Avondale Community Board following expenditure of the Local Event Funding grant of $2000.

  14. Top REMUNERATION ALLOCATION FOR 2007 - 2008

    1. That the reports from the Deputy Mayor, dated 9 November 2007 and 29 October 2007, be received.

    2. That Board members comments on the proposed remuneration for 2007 - 2008 be sent to the Remuneration Working Party by 3 December 2007.

    3. That, should any Board members consider their views to be significantly different to their Board's view, the Deputy Mayor has invited them to provide personal written submissions to him via his support person, Mike Giddey.

    Board member Catherine Farmer moved the following amendment, which was seconded by Kathryn Davie:

    1. That the Avondale Community Board recommends that Community Board members remuneration remain at the pre 2007 election rate.

  15. Top 2007/2008 REMUNERATION RATES

    That the memorandum from Councillor Richard Northey, dated 13 November 2007, be received.

  16. Top AVONDALE SOUTH DOMAIN

    Moved: Duncan Macdonald / Noelene Raffills

    1. That the memorandum from the SLIPs coordinator, dated 1 November 2007, and the response from Mrs Perales and Mrs Allington, dated 27 October 2007, be received.

    2. That officers be informed that any concerns from the residents that are of a standard operational nature to be funded from maintenance budgets should be clearly labelled.

    3. That the Board requests the Manager, Parks services to prepare a SLIPs proposal form for an independent arboricultural assessment to deal with a number of issues raised by Mrs Perales and Mrs Allington and that the Board be asked to consider additional work at the Avondale South Domain from a list of SLIPs projects in April 2008.

    4. That officers be asked to comment on the possibility of residents contributing towards tree removals.

    5. That the Board requests Council to review the process for ecological reviews and pine tree removals in our parks and foreshore reserves.

    17.1. AVONDALE COMMUNITY BOARD MEETING START TIME

    This notice of motion was withdrawn.

    17.2. ELECTION HOARDINGS / SIGNAGE

    Moved: Paul Davie / Kathryn Davie

    1. That the Avondale Community Board recommends Election hoardings/signage be restricted to one double sided hoarding per independent candidate and or affiliate group/party, with a maximum of 2.88m2 on no more than two vertical support posts (back to back), and with at least two metre separation from the next hoarding on approved Auckland City Council sites. No add on signage to be permitted.

    2. That all private election hoarding/signage sites be registered with site owner written approval no later than two weeks prior to the Auckland City Council approved period for erection of election hoardings.

    Community Board members considered the above notice of motion and suggested a revised version.

    Board member Paul Davie moved the following revised notice of motion, which was seconded by Kathryn Davie:

    That the Avondale Community Board requests the appropriate committee to consider a tightening up of the rules around Election hoardings and signage on Council owned sites and that Community Boards be included in any review.

    1. That the Board requests that a long term plan be developed for the future and long-term sustainability of St Ninians Church Hall and, given its heritage value, officers engage at an early stage with key community stakeholders including the Avondale-Waterview Historical Society Inc.

    2. That the Board requests that a copy of the conservation report be made available to them.
