MINUTES OF A MEETING OF THE AVONDALE COMMUNITY BOARD

    That the item "Liquor Bans" be considered as extraordinary business at item 17 for the reason that complaints have been received about the subject and the Board does not meet again until February 2009.

    Mike Smith was not able to attend the meeting.

    That the letter provided by the Bay Roskill Sports Club Incorporated be referred to the Group Managers ACR Services and ACR Policy for investigation.

  5. Top REQUEST FOR DISCRETIONARY FUNDING - LIONS CLUB AVONDALE

    1. That the discretionary funding application from the Lions Club Avondale, seeking funding towards the cost of a Christmas afternoon tea for the elderly to be held on 14 December 2008, be received.
    2. That the Board grants $500 from its 2008/2009 discretionary fund budget to the Lions Club Avondale, seeking funding towards the cost of a Christmas afternoon tea for the elderly to be held on 14 December 2008.
    3. That the Lions Club Avondale be requested to provide an accountability statement to the Board following expenditure of the discretionary funding grant of $500.

  6. Top REQUEST FOR LOCAL EVENT FUNDING - ROSEBANK SCHOOL

    1. That the local event funding application from the Rosebank School, seeking funding towards the cost of running a series of four Talks about Books Home School Partnership meetings at the Rosebank School in Term 1, 2009, be received.
    2. That the Board grants $1,000 from its 2008/2009 discretionary fund budget to the Rosebank School, seeking funding towards the cost of running a series of four Talks about Books Home School Partnership meetings at the Rosebank School in Term 1, 2009.
    3. That the Rosebank School be requested to provide an accountability statement to the Board following expenditure of the discretionary funding grant of $1,000.

  7. Top GREAT NORTH ROAD CYCLE IMPROVEMENTS

    1. That the Great North Road Cycle Improvements report from the Transport planner, dated 12 November 2008, be received and that Ina Stenzel and Melanie Alexander be thanked for their presentation and information provided.
    2. That the Avondale Community Board endorses the proposal for the cycle improvements along Great North Road for detail design in 2008 / 2009 and construction in the financial year 2009 / 2010.

  8. Top SLIPS PROGRAMME SCHEDULE AND FUNDING ALLOCATION

    That the report from Helen Alcock, SLIPs manager, dated 3 November 2008 be received and that the Board confirms that it will be considering the approval of SLIPs projects in January 2009 by way of an Urgent Decision.

  9. Top SLIPS DECISIONS NOVEMBER 2008

    1. That the report of the SLIPs project portfolio leader, dated 12 November 2008, be received.
    2. That the Board recommend the following new proposals from stage 1 which should proceed for vetting by relevant Council officers and allocate the named spokespersons to those proposals:

That the Board delegates authority to the spokesperson to provide guidance and advice to the SLIPs team regarding their allocated proposals and delegates authority to the spokesperson and chair of the board, to be exercised together, to make additional funding decisions where a variation to a project scope is needed due to unforeseen circumstances.
    2. That the Board allocates scoping budgets to the following proposals on the stage 2 scoping list so that proposals can proceed to be scoped:

    That the correspondence from St Dominic's Primary School thanking the Board for its 2007/2008 discretionary funding grant of $766 to the South West Cluster of Schools Gymnastic competition be received and the unspent balance of $116.25 be credited to the Board's discretionary funding account.

  17. Top LIQUOR BANS

    Moved: Paul Davie / Kathryn Davie

    1. That officers be requested to investigate the following:
      1. A liquor ban at the Blockhouse Bay Recreation Reserve within 50 m of the Bay Roskill Sports Club playing fields.
      2. A liquor ban between 5pm and 8 am at the Avondale West Reserve and a full time liquor ban in the cul de sac at the end of Avondale Road.
      3. A full time liquor ban in all Auckland City Council owned reserve car parks.

    1. That officers be requested to investigate whether the Avondale shopping and business areas liquor ban can be extended so that it applies 24 hours a day, seven days a week.

    Board member Catherine Farmer requested that her vote against the above resolutions be recorded.

    There being no further business the Chairperson declared the meeting closed at 9.47 pm.
