  5. Top GRANT OF NEW COMMUNITY LEASE SPACE, 17-19 ST GEORGES ROAD, AVONDALE

    That the Avondale Community Board recommends to the Community Services Committee:

    The granting of a new lease to the Avondale Community Centre Society Inc., 17-19 St Georges Road, Avondale on the following terms and conditions:

    • Required use in their lease agreement to state "Community Hall for adult focused activities and programmes" to keep in line with the appropriate risk mitigation measures for the hall.
    • The society alter their rules of their incorporation to more accurately reflect the work they currently do (i.e. under Objects a) of their rules of incorporation, they have listed: "To manage a public community centre in Avondale for the use of the residents of the Avondale district." The society has not managed the Avondale Community Centre for a number of years.
    • Term - five years commencing 1 November 2010.
    • Rights of renewal - two rights of renewal each of five years.
    • Any sharing or hiring agreements entered into with other community groups will be the sole responsibility of the lessee.
    • In keeping with the appropriate risk mitigation measures for the hall, any sharing or hiring agreements entered into with other community groups must only be made with groups that have an adult membership focus.
    • Lessee is responsible for all response maintenance (i.e. broken windows, light fittings, gutter cleaning, plumbing, graffiti removal etc) and security of the facility.
    • Lessee is to pay the power, phone and water bills.
    • Lessee is expected to insure its contents and have public liability insurance.
    • Lessee is expected to have strategies in place to provide growth in membership and to provide sustainability over the next 5 to 10 years. This means that the lessee must have plans to sustain the same level of activity or service or that the lessee plans to sustain and grow in addition to its current services.
    • A clause be inserted into the lease which requires the lessee to annually provide membership numbers, activities being undertaken and a comparison of usage with what was outlined in the original lease application from the lessee. In the event that these annual reports show significant discrepancies or the premises are not being kept in active usage, the council reserves its right to invoke the right to terminate the lease.
    • Rent - under the lease policy a rental of $500 plus GST per annum is applicable.
    • All other terms and conditions per Auckland City Council's Community and Recreation Lease Policy.

    David Hay moved the following by way of an addition to bullet point 11, which was seconded by Lily Ho

    • A clause be inserted into the lease which requires the lessee to annually provide membership numbers, activities being undertaken and a comparison of usage with what was outlined in the original lease application from the lessee. In the event that these annual reports show significant discrepancies or the premises are not being kept in active usage, the council reserves its right to invoke the right to terminate the lease and that officers report back to the Local Board.

    3. That the AMP - Avondale Mix Project be requested to provide an accountability statement to the Avondale Community Board following expenditure of the Community Board discretionary funding grant of $1,550.00.

That the Avondale community Board grants the amount of $3,000.00 from its 2010/2011 community board discretionary fund budget, to the Blockhouse Bay Mainstreet Association Incorporated towards the cost of a free Blockhouse Bay Christmas Santa Parade and Street party, for approximately 4,000 people, on Saturday, 4 December 2010.
    3. That the Blockhouse Bay Mainstreet Association Incorporated be requested to provide an accountability statement to the Avondale Community Board following expenditure of the Community Board discretionary funding grant of $3,000.00.

    9.13. REQUEST FOR COMMUNITY BOARD DISCRETIONARY FUNDING - WONS: NURSING EDUCATION HEALTH PROMOTION SERVICES

That the community board discretionary funding application from the WONS: Nursing Education Health Promotion Services towards the cost of 4 women health/pamper days for high need women in the Avondale and Glen Innes communities who do not access women's health services due to fear/cost/cultural background, be received.
    2. That the Avondale community Board grants the amount of $1,000.00 from its 2010/2011 community board discretionary fund budget, to the WONS: Nursing Education Health Promotion Services towards the cost of women health/pamper days for high need women in the Avondale and Glen Innes communities who do not access women's health services due to fear/cost/cultural background.
    3. That the WONS: Nursing Education Health Promotion Services be requested to provide an accountability statement to the Avondale Community Board following expenditure of the Community Board discretionary funding grant of $1,000.00.

    1. That the community board discretionary funding application from the Chinese Association of West Auckland towards the cost of English classes, workshops and activities for new immigrants from China, be received.
    2. That the Avondale community Board grants the amount o f $1,000.00 from its 2010/2011 community board discretionary fund budget, to the Chinese Association of West Auckland towards the cost of English classes, workshops and activities for new immigrants from China.
    3. That the Chinese Association of West Auckland be requested to provide an accountability statement to the Avondale Community Board following expenditure of the Community Board discretionary funding grant of $1,000.00.

    At the July meeting of the Avondale Community Board it was resolved that the application from Parent Aid Central West Auckland would be referred to the September 2010 meeting of the Avondale Community Board for consideration should there be any remaining discretionary funding.
