FIREWORKS BAN RECOMMENDATION

- That it be a
recommendation to the Arts, Culture and Recreation Committee that a fireworks
ban be imposed from 3 November 2007 to 6 November 2007 within the following
areas:
- Watene Reserve
- Orakei Domain
- MJ Savage Memorial Reserve
- Selwyn Domain (Mission Bay)
- Kohimaramara Beach and foreshore
- Vellenoweth Green, St Heliers Reserve
- St Heliers Bay beach and foreshore
- Ladies Bay beach and reserve
- Achilles Point Reserve and adjacent parking area
- Glover Park
- Madills Farm
- Tahuna Torea Nature Reserve
- That it be recommended to the Arts, Culture and Recreation Committee
and to the Ngati Whatua o Orakei Reserves Board that a fireworks ban be imposed
from 3-6 November 2007 on the Whenua Rangatira and the Okahu Bay beach and
foreshore.
- That
the Eastern Bays Community Board chairperson and deputy chairperson, the
council's contract relationship officer, an ACE enforcement officer and a
representative of the New Zealand Police meet to finalise the details of the
2007 fireworks ban.

PROPOSED REMUERA ROAD BUS PRIORITY MEASURES

- That the report by the Senior transport planner be received.
- That the public feedback on the proposed Remuera Rd and St Johns Rd
bus lanes be used to refine and improve the project as it progresses to detailed
design and then to implementation in the latter half of the 2007/2008 year.
- That the verbal update by the Senior transport planner on the
proposed Tamaki drive bus lane be noted.

TAMAKI DINGHY REPLACEMENT LOCKERS

- That council's Property Group be advised that
the Tamaki Dinghy Lockers which were demolished in 2004, or any structure of
this nature, not be replaced at this location, it being noted that various
design options have been considered.
- That alternative methods for public access to the water in the same
area as the demolished Tamaki Dinghy Lockers be investigated urgently, and
progress reports be submitted to the Board, the first being no later than
February 2008.
- That if no replacement work is to proceed on this site, the temporary
fence be replaced with the same existing fence structure along Tamaki Drive.

PROPOSED ISTHMUS DISTRICT PLAN REVIEW AND IMPACT ON LIVEABLE
COMMUNITY PLAN PROCESS

by the Group manager city planning dated 16 July 2007 and the resolutions of the
Urban Strategy and Governance Committee meeting of 2 August 2007 be noted.

MISSION BAY JAZZ AND BLUES STREETFEST

- That the Board recommends
to the Arts, Culture and Recreation Committee:
- that it endorse the
proposal by the organiser of the 2008 Mission Bay Jazz and Blues Streetfest (to
be held on 16 February 2008):
- to restrict access, by means of temporary fencing, to Selwyn
Reserve, part of Tamaki Drive, as identified on the plan accompanying the report
dated 1 August 2007 from the Manager event and film operations, and Mission Bay
beach
- to charge an entry fee into the restricted area
- for council to introduce a temporary liquor ban at the event, with
exception of the two licensed areas on Selwyn Reserve as shown on the plan
- for the event to begin at 6:00pm and finish at 11:00pm.
- that it provide funding for the Mission Bay Jazz and Blues Streetfest.
- That the event organizer and the City Events Team be informed that
the Eastern Bays Community Board asked (without success) the council, as part of
its Annual Plan submission, to increase its commitment to the Mission Bay Jazz
and Blues Festival as it enhances the city as a celebrated arts and culture
centre.

CHAIRPERSON'S REPORT

- That
the Chairman's report be received.
- That
the Board, with regard to the Interim Liquor Bans:
- endorses the decision by Planning and
Regulatory Committee for the existing alcohol ban to be extended to 30 April
2008.
- supports the use of a special consultative
procedure to gauge the community views - particularly in the designated areas of
Eastern Bays ward
- supports the workshop to be held in
September 2007 and requests that full consultation with the Eastern Bays
Community Board be undertaken by appointed council staff.
- supports a communication strategy with
appropriate signage, and requests that new, more visible signs be erected at
Achilles Point.

- That the organisers of the St Heliers Bay Surf Life Saving event be
requested to attend the Board's next meeting to give a briefing on what is
actually being proposed.

- That officers be requested to report to the
Board on the possibility of relocating the large sign at Dingle Dell (The Parade
entrance) so that it does not restrict visibility and entrance into the reserve,
taking into account crime prevention through environmental design (CPTED)
principles.
- That Board member Roberton send a letter to
the Manager, Auckland City Libraries complimenting the library staff at both
Central and St Heliers libraries.

Secretarial note: In response to an item raised in last months report
regarding the Mission Bay Clock Tower, the responsibility for the maintenance
and upkeep of the Mission Bay clock is contracted to Eco Maintenance. A request
has been made for Eco Maintenance to conduct an inspection with a view of
addressing the water problem and to undertake cleaning of the clock tower, as
specialist resources and techniques will need to be used for this work.
