PUBLIC FORUM
4.1. CITY NIPPERS EVENT, ST HELIERS BEACH

That Avan Polo and Tracy Wilson from Surf Life Saving Northern Region be
thanked for their submissions with regard to the proposed City Nippers water
safety skills programme at St Heliers Beach between November 2007 and February
2008; and that the submissions be considered with Item 6.
Item 6 was taken at this
point.
DISCRETIONARY FUNDING
ST HELIERS MEN'S PROBUS CLUB

That the Board
approve a grant of a further $1,000 to the St Heliers Mens Probus Club for the
purchase of a projector.

GENERAL BUSINESS
CITY NIPPERS - SURF LIFE SAVING EVENT - ST HELIERS BEACH
Secretarial note:
Each session is for one hour 30 minutes commencing at 9:00am on Sundays.
Catchment for attendees from Eastern bays area.

- That the request by Surf Life Saving Northern Region to utilise part
of St Heliers Beach (from the groyne to Cliff Rd) for the City Nippers water
safety skills programme on the dates and at the times as set out in the
communication of Keith Williams, Events facilitator dated 3 August 2007 be
supported in principle conditional upon the following:
- an existing citywide event(s) being deleted in favour of this
eastern bays ward event.
- a revised schedule of activities taking existing events into a/c
- a review of locations for this event across ward beaches
- a progress report following the second course completion
- a traffic management plan for drop off and pick up of
participating children.
- That a board member be nominated to work with
council officers and Surf Life Saving Northern region to facilitate this event
and ensure conditions are being met.
The motion was put
by show of hands and declared LOST 4 votes to 2 votes

- That the request by Surf Life Saving Northern Region to utilise part
of St Heliers Beach (from the groyne to Cliff Rd) for the City Nippers water
safety skills programme on Sundays only (26 events as revised
at the meeting) and at the times as set out in the communication from Keith
Williams, Events facilitator dated 3 August 2007 be supported in principle,
but that these events not be approved unless equivalent impact event(s) be
displaced so that there is no net increase in events in the eastern bays, and St
Heliers in particular.
- That the board be furnished with a programme of Tamaki Drive events
for the next 12 months with comments as to their perceived priority and catchment to enable the Board to input into the proper rationalisation of events
on Tamaki Drive and in the Eastern bays.

BOY RACER PROBLEM IN RIDDELL ROAD GLENDOWIE
Secretarial Note: The Board on 18 April 2007 received a petition with 81
signatures and a submission from Mrs Cheryl Willetts. The Board resolved:
- That the petition requesting the "Council to undertake a traffic
study between 6pm and 6am on Riddell Road, Glendowie, particularly between
Clouston Street and Glover Road", in relation to traffic speeds and unsafe
driving be received.
- That the petition and the submissions from Cheryl Willetts be
referred to the Manager, road safety for consideration and that the manager be
requested to report back to the Board within two months on this matter with
proposals to resolve particular problems.

Police enforcement to assist in reducing vehicle speeds on Riddell Road, Glendowie.

for information.
ST HELIERS VILLAGE ASSOCIATION GRANT AND EASTERN BAYS SLIPS WASH
UP SEPTEMBER 2007

- That the report of the SLIPs Co-ordinator dated 29 August 2007 be received.
- That the following projects be approved for 2007/2008 SLIPs funding;
- Madills Farm Changing
Rooms Upgrade ~ $ 46,895
(The scope of the project to
include appropriate signage requesting users to clean the mud from their boots
outside the changing rooms; officers to liaise with the Eastern Suburbs Football
Club to encourage players outside, and to discuss with the Club the possibility
of the Club incurring costs for call-outs or maintenance outside existing levels
caused from blockage caused by players cleaning boots in the showers.)
- Ngahue Reserve Auckland
Netball Centre Outdoor Tennis Courts Grant ~ $ 26,750
(Towards the purchase and
installation of mobile tennis frames for use at the Centre.)
- 3. Waiatarua Reserve Animal
Pest Control Volunteer Project Stage 1 of 3 2007/2008 ~ $4,000
(Towards reducing the number of rodents etc to protect wildlife and
help with native plant regeneration and improving the ecology of the Waiatarua
Reserve.)
- School organic composting
initiative ~ $3,500
That Board member Roberton
be the Board's representative to decide with the Waste Education Officer the
local schools (including Glen Taylor) to be approached.
- Swainston Reserve Playground Upgrade Stage 1 consultation and design
~ $11,000. (for neighbourhood survey and concept design for the upgrade to
playground facilities)
That the SLIPs co-ordinator be requested to contact the relevant
operational group to ascertain the condition rating and renewals funding status
of the Swainston Reserve Playground project, and to return the updated SLIPs
proposal form for Stage 2, for the upgrade of the play facilities in the
Reserve, to the Eastern Bays Community Board for consideration in the 2008/2009
SLIPs funding allocation.
- Atkin Ave Reserve Bollards ~ $6,500
(To be installed along the
road frontages at Atkin Reserve, 11 Atkin Avenue, Mission Bay, to prevent
on-going damage by vehicles being driven over the grassed area.)
- Waiatarua Stockyards
Upgrade Stage 1 Concept and Consultation ~ $10,000
(To remove the redundant barn
and stockyards and provide an attractive entry, and opening up the views, into
the Waiatarua Reserve.)
- Cnr Auckland Road and
Tamaki Drive Pleasance area upgrade ~ $22,775
(Enhancing an unused concrete
surface area, and if funding is sufficient, this work to include the
installation of a village entrance sign advising people they are entering St
Heliers. If such a sign is not included, then any funding left over from the
upgrade to be returned to the Eastern Bays Community Board's holding for
reallocation in the 2008/2009 financial year.)
- That the Board endorses the St Heliers Village Association grant with the following works, identified by the St
Heliers Village Association Executive, within the St Heliers Village area for
the SLIPs co-ordinator to progress with the Village Association and to use the
previously approved funding from the Community Board:
- upgrade the existing tree lighting in the village area
- installation of additional tree lighting facilities in the
village area
- installation of a power box at the memorial for use during events
- creation of a concept design for the entire village area that will
allow the identification of projects to be recommended to the Board and Auckland
City Council, and other works that would fall outside Council's programmes and
can be achieved by the Mainstreet.
- St Heliers Bay Boat Ramp Reinstatement
That the $16,807 budget
remaining from the $48,000 consultation project previously approved by the
Board, be used to progress the application for resource consents needed to
reinstate the St Heliers Bay boat ramp.
Secretarial Note: The Arts, Culture and Recreation Committee on 9 July 2007
resolved:
- That the Arts, Culture and Recreation Committee supports
the concrete ramp with concrete sides option (Option 2B) for the St Heliers Bay
boat ramp, and that the officers proceed with Resource Consent application.
- That officers report back to the Arts, Culture and
Recreation Committee providing funding options within existing budgets for the
St Heliers Bay boat ramp.
- Eastern Bays Community Anti-Graffiti Murals
- That the SLIPs
Co-ordinator be requested to report to the next meeting of the Board on progress
to find a site for the Adrian Jackson Mural, and on other sites for
anti-graffiti murals.
- That the Board consider
for future SLIPs anti-graffiti projects, decorating utility boxes.

WAIATARUA WETLAND RESTORATION PROJECT: ARC ENVIRONMENT
AWARD
The Chairman advised
that the City Scene dated 26 August 2007 reported on the front page, with
photograph, a news story that, among other awards, Auckland City Council's
work on the Waiatarua Wetland restoration project was acknowledged in the
Sustainable Public Sector category at the recent ARC Sustainable Environment
Awards. The reserve is the site of the country's largest urban wetland project,
with enhancements including reduced flooding and improvements to stormwater
quality, ecological benefits and the creation of a popular reserve.
As the Eastern Bays
Community Board has been significantly involved in the project from inception,
and has provided, and still is providing SLIPs funding to enhance this Reserve,
the Board can also feel that the Award acknowledges the work of the Board.
