    4.4. GINY PERDOK - TRAFFIC AND BOY RACERS IN ALLUM STREET

    Moved: Davis/Gunder

    1. That Ms Ginny Perdok, Mr Andre Gargiulo and Mr Michael Watt be thanked for their presentation regarding traffic issues in Allum Street.

    2. That the concerns raised be conveyed and Mrs Perdok's correspondence sent to the Area traffic safety engineer for a report back to the Eastern Bays Community Board on whether traffic calming devices are appropriate for Allum Street.

    3. That the petition with 34 signatures containing the following prayer, be received:

    "I request that the Eastern Bays Community Board take into consideration the problem of car racing in Allum Street and facilitate the installation of road bumps."

    4.5. MR AND MRS BARTLETT - INTERSECTION ALLUM ST AND MELANESIA ROAD, KOHIMARAMA

    1. That Mr and Mrs Bartlett be thanked for their presentation regarding the intersection at Allum Street and Melanesia Road, Kohimarama.

    2. That Mr and Mrs Bartlett's concerns be conveyed and their correspondence be sent to the Traffic safety engineer for consideration in the report requested under item 4.4.

    4.6. MR CHRISTOPHER TANT - RESIDENTS PETITION FOR SPEED HUMPS IN ALLUM STREET

    1. That Mr Tant be thanked for his presentation opposing the installation of speed humps in Allum Street.

    2. That Mr Tant's concerns be conveyed and his correspondence also be sent to the Area traffic safety engineer for consideration in the report requested under item 4.4.

    4.7. CANENZ (ASSOCIATION TO CONSERVE AND NURTURE EDUCATION ZONES, INC.) - MR CHARLES LOWNDES

    1. That Mr Lowndes be thanked for his presentation and for keeping the Eastern Bays Community Board informed.

    2. That the Eastern Bays Community Board notes that the Council has received the formal Private Plan Change request and understands that a report is expected to go to Council's City Development Committee in February 2008.

    4.8. JAN POWER - SECuRITY AT RAILWAY STATION CARPARKS

    1. That Mrs Power and Dominic Gourley be thanked for their presentation regarding security at railway station carparks.

    2. That the Eastern Bays Community Board express their concern and support for anything that can be done to prevent crimes occurring at railway stations to the Police, railway management and council's parking officers, noting that the Meadowbank railway station is the only station in the Eastern Bays Community Board's area, though residents use stations in Tamaki and Hobson wards.

    3. That the resolutions and the written submission be sent to both Hobson and Tamaki Community Boards for their information.

    1. That Mrs Davies and Mr Twomey from the Glendowie Residents Association be thanked for their presentation regarding the City Nippers programme.

    2. That the request by Surf Life Saving Northern Region be supported to utilise part of St Helier's Beach (from the eastern groyne to Cliff Road) and other eastern bays beaches for the City Nippers Water Safety Skills programme between 9:00am to 10:30am on dates, in the 2007-2008 summer period, to be negotiated by the council's Event manager and the Surf Life Saving Northern Region.

    12.1. REQUEST FOR DISCRETIONARY FUNDING - U3A ST HELIERS

    That the Eastern Bays Community Board grants $1,700 from its 2007/2008 Discretionary Funding budget to U3A towards the costs of purchasing an Epson EMP-83 entry level multimedia projector.

    12.2. REQUEST FOR DISCRETIONARY FUNDING - EASTERN BAYS HOSPICE

    That the Board grants $5,000 from its 2007/2008 Discretionary Funding budget to the Eastern Bays Hospice towards the costs of installing and removing lights on the Norfolk pine tree in Mission Bay for the Christmas "Light up a Life" campaign.

    13.1. CAROLS BY THE SEA

    That the Eastern Bays Community Board grants $1,800 from its 2007/2008 Local Event Funding budget to the Carols by the Sea towards the costs of holding a free Christmas concert by local schools, youth groups and others to perform before a public audience at Selwyn Reserve, Mission Bay.

    13.2. TEACHERS EASTERN RUGBY FOOTBALL CLUB

    1. That the Board grants $1,000 from its 2007/2008 Local Event Funding budget to the Teachers Eastern Rugby Football Club towards the costs of holding a community primary schools-cultural festival on 19 December 2007 at the Orakei Domain.

    2. That the grant application and resolution be sent to the Tamaki Community Board for their urgent consideration at their meeting on 27 November 2007.

  14. Top REMUNERATION - ALLOCATION FOR 2007 - 2008

    A further report from the Deputy Mayor was tabled.

    1. That the reports by the Deputy Mayor dated 9 November 2007 and 23 November entitled Remuneration - allocation for 2007-2008 be received.

    2. That the Eastern Bays Community Board advise the Remuneration Working party that it does not support a reduction in community board members salaries from the 2007/2008 determination approved by the Remuneration Authority as at 1 July 2007, ie:

    3. That the Eastern Bays Community Board asks the Remuneration Working Party to seek alternative methods to fund the proposed pool for district plan and bylaw hearings.

    5. That a working party be formed consisting of the Chairman and Deputy Chair, to finalise feedback to the Council's Remuneration Working Party, and submissions to the Remuneration Authority, and to work with other community boards on the remuneration issue.

  15. Top 2007/2008 REMUNERATION RATES

    1. That the memo from Councillor Northey dated 13 November 2007 be received.

    2. That the Remuneration Working Party be advised that the Eastern Bays Community Board supports Councillor Northey's proposal as a reasonable alternative to that adopted by Council on 1 November 2007, being:

      1. that Community board chairs and members be paid at rates no less than as at 10 October 2007

      2. that Committee Deputy chairs be paid no more than the base elected representative rate.

      3. that the Deputy Mayor's, major committee chairs' and minor committee chairs' salary be reduced by 4.9%, noting that the funds saved would be going back to appropriate councillors taking part in the district plan and bylaw hearings

      4. that the funds of approximately $200,000 created in iii) be available from the pool for daily (meeting) allowances to be paid to those councillors on the district plan and bylaw hearings.

  16. Top EXPENSE POLICY FOR ELECTED REPRESENTATIVES

    That it be recommended to the Remuneration Working Party that the proposed expense rules for elected representatives be accepted, the Eastern Bays Community Board noting the following changes relating to community board members:

  17. Top GLEN INNES WALKING AND CYCLING IMPROVEMENTS

    1. That the Eastern Bays Community Board endorses the proposals to improve walking and cycling in principle.

    2. That the Eastern Bays Community Board endorses public consultation with the wider community and affected stakeholders with respect to:

      • the cycle lane options proposed

      • possible locations for cycle parking facilities, it being noted that the Glen Innes town centre is in the Tamaki ward.

    3. That a progress report be presented to the Eastern Bays Community Board in April 2008.

    2. That the Eastern Bays Community Board expresses its concern that it was overlooked once again, when details of the proposed plan change 192 were revealed, thereby preventing the Board, a stakeholder, participating in the consultation process.

    2. That following the recent sewage spillage in Cheverton Place, officers investigate the measures taken to ensure public safety and prevent access in such circumstances and report back to the Eastern Bays Community Board.
