Eastern Suburbs AFC, be thanked for his submission in support of the Club's
application for discretionary funding towards the entry fee for the Under 19's
team to attend the National championships to be held in Napier during October
2009.

5.1. ST JOHNS COLLEGE PRESCHOOL

College Preschool be approved, in the order of $2471, for the purchase of
specific items of equipment and a shade sail for the preschool's outdoor
playground.

5.2. EASTERN SUBURBS ASSOCIATION FOOTBALL CLUB (AFC)

That the discretionary funding application from Eastern
Suburbs Association Football Club (AFC) be approved, in the order of $667 (ex
GST), for the entry fee for the Under 19's to attend the Youth Championships to
be held in Napier during 24-26 October 2009.

5.3. EASTERN SUBURBS ASSOCIATION FOOTBALL CLUB (AFC)

more of the following Eastern Bays Ward primary schools: Orakei Primary School,

5.4. HOUSE OF BETHANY - SISTERS OF ST JOSEPH OF THE SACRED HEART NZ TRUST

Bethany - Sisters of St Joseph of the Sacred Heart NZ Trust be approved, in the
order of $590, towards the costs associated with delivering a school holiday
outreach programme during September/October 2009.

5.6. THE ROYAL NEW ZEALAND AIR FORCE ASSOCIATION (INC)

That the discretionary funding application from the Royal New
Zealand Air Force Association (Inc.) be approved, in the order of $300, towards
the costs of holding the annual Air Force Commemoration Day parade at the
Auckland Cenotaph in September 2009.

ORAKEI BASIN MANAGEMENT PLAN
Extracts from the 21 July and 18 August 2009 Hobson Community Board minutes and
questions raised by a public forum speaker relating to the Orakei Basin
Management Plan were tabled.

- That the Eastern Bays Community Board notes that
there are two management plans:
- an overarching management plan for the Orakei Basin walkway project
to be developed in accordance with the Memorandum of Understanding (June 2007),
which will not have any statutory basis
- a management strategy for the wider Orakei Basin, which under the
Memorandum of Understanding the Auckland City Council must develop "in
conjunction with the walkway project as soon as practicable, commencing
forthwith" (2007), which is to be completed within 36 months from the 30th June
2007; this will have a statutory basis.
- That the Eastern Bays Community Board considers that the Council and
its officers must act in good faith and in a timely manner in terms of the
Memorandum of Understanding with the appellants to the Environment Court and the
Orakei Basin Protection Society for both the Orakei Basin walkway project and
the management strategy for the wider Orakei Basin; the Memorandum of
Understanding requires not only consultation but active participation by the
appellants and the Orakei Protection Society in both plans.
- That the Eastern Bays Community Board notes that Council officers are
preparing management plans for the Orakei Basin area, (including the Orakei
Creek and the Council's land immediately surrounding and contiguous to the Basin
and creek) for the Orakei Basin walkway project and the management strategy for
the wider Orakei Basin.
- That the Eastern Bays Community Board
identifies the following stakeholders that officers should initially consult
with prior to 'wider' public consultation:
- residents
whose properties are contiguous to the Orakei Creek
- the
appellants (Sue Gibbs and Lynda Scott)
- Orakei Basin
Protection Society
- Kiwi Rail
- ONTRACK
- Auckland
Regional Transport Authority (ARTA).

- That funding for the Churchill Park Glendowie Stream Gully Planting
for an operational budget of up to $10,000 be approved, noting that vetting or
scoping are not required as the project is part of the Eastern Bays Community
Board's ongoing contribution to the Churchill Park Development Plan which the
Board has already approved.

Local Improvement Projects (SLIPs) Programme Leader, dated 5 August 2009 be
received, it being noted that the Tamaki Drive/Auckland Road pleasance area and
the Selwyn Reserve gates projects are now completed.
- That the Eastern Bays Community Board notes:
- That the 2009/2010 operational expenditure
small local improvement projects budget has been over-allocated and currently is
in deficit of $2,220.
- That the balance of the three year 2009/2011 capital expenditure
small local improvement projects budget of $300,915.

2009, regarding the closing of access to Gentlemen's Bay from Waitara Road and

CONSULTATION ON CHANGES TO THE DOG BYLAW - CLOSING DATE EXTENDED TO 31 AUGUST 2009
The Eastern Bays Community
Board considered an item regarding dog access to beaches (item 7) at its meeting
held on 17 September 2008 and resolved inter alia as follows:
- That it be suggested to the Dog Policy and Bylaws Hearing panel:
- That appendix 1 to the Dog Bylaw be substantially rewritten and
simplified to make the restrictions more easily understood.
- That the restriction for dog carers to leash their dogs when taking
them to swim or walk in the sea could be reviewed, which could remove the need
for the provisions relating to dogs paddling.
- That the following text be considered for beaches on the Isthmus:
"Dogs may be off leash
-
between 7pm and 9am in summer (as presently defined in the Appendix to the
Dog bylaw), ie: before 9am and after 7pm; and
-
between 4pm and 10am in winter (as presently defined in the Appendix to the
Dog bylaw), ie: before 10am and after 4pm
- but prohibited at all other times."
- that Mission Bay beach not be an exception, so
that time restrictions would apply consistently to all Isthmus beaches.

Chairman's recommendation to the City Development Committee be endorsed as
follows:
That it be a recommendation from the City Development
Committee to Council that the proposed suburb name of "Stonefields" for the
Landco Stonefields Subdivision of the former Mt Wellington Quarry be supported,
and that the New Zealand Geographic Board be informed accordingly.

Board is disappointed at the Council's inadequate and perfunctory response to
the Board's detailed submission to the Draft 10-year plan 2009-2019 which does
not communicate what the Council decision was regarding each of the points
raised in the Board's submission.
