That an item of extraordinary business be considered as item 15 regarding
parking in the Eastern Bays Ward, noting that the item is a minor matter
relating to the general business of the Eastern Bays Community Board.

PUBLIC CONSULTATION ON THE DRAFT LIQUOR LICENSING POLICY

That the Eastern Bays Community Board appoints Deputy Chair Helen Wallace and
Board Member Adriana Gunder to formulate the submission on the draft Liquor
Licensing Policy on behalf of the Board, if deemed necessary, noting the closing
date for submissions to Council is Wednesday, 7 October 2009.

MISSION BAY/SELWYN RESERVE CONCEPT PLAN

That the Eastern Bays Community Board appoints the Chairman Colin Davis and
Board Member Kate Cooke to a working party with delegated authority to approve
projects relating to the Mission Bay/Selwyn Reserve concept plan and to advance
the Mission Bay garden upgrade small local improvement project.

That, in order to relieve pressure on Tamaki Drive, a major commuter road,
school cycle training squads be encouraged to train in a velodrome or other
off-street facilities.

That the Eastern Bays
Community Board grants schedule from the Democracy advisor be received, noting
that the New Musical Productions grant allocated at the 15 July 2009 Board
meeting for the sum of $600 has been returned as the production did not proceed.

PARKING PRESENTATION
The
Eastern Bays Community Board gave the following points as feedback:
- Consultation
regarding parking around the Meadowbank railway station:
- the parking restriction needs to be realistic, a 2 hour restriction
is too limited
- a more detailed study needs to be carried out regarding commuter
parking
- the Meadowbank railway station consultation has not addressed the
real issue of managing commuter parking for the railway station
- as a basic
principle for such surveys:
- commuters should be included
- more than one alternative option should be provided.
- That when carrying out surveys officers need to
also take into account all parties affected, eg: commuters, residents, visitors,
general public and to keep the Community Board informed.
- There should be no parking meters in any of the
commercial shopping areas in the Eastern Bays Ward as the Board believes parking
meters will deter people visiting which will have a negative impact on the
commercial viability of those centres.
- Concern at the number of parking wardens
patrolling in St Heliers Village particularly at times when there is adequate
parking. The Board has the impression that parking wardens are revenue
gathering rather than ensuring the turnover of parking at busy times.
- The need to ensure that disabled parking is used
only by those vehicles displaying appropriate signage.
- As a means of encouraging people to use public transport, greater
emphasis should be put on having smaller frequent localised buses that connect
the key shopping centres and facilities in the Eastern Bays Ward. This would
have a positive impact on the amount of parking required in commercial areas.

Parking design team leader, On-street parking, be thanked for his presentation
to the Eastern Bays Community Board regarding his team's role in parking design
in the city.
