  15. Top PARKING PRESENTATION

The Eastern Bays Community Board gave the following points as feedback:

    1. Consultation regarding parking around the Meadowbank railway station:
      1. the parking restriction needs to be realistic, a 2 hour restriction is too limited
      2. a more detailed study needs to be carried out regarding commuter parking
      3. the Meadowbank railway station consultation has not addressed the real issue of managing commuter parking for the railway station
      4. as a basic principle for such surveys:
        • commuters should be included
        • more than one alternative option should be provided.
    2. That when carrying out surveys officers need to also take into account all parties affected, eg: commuters, residents, visitors, general public and to keep the Community Board informed.
    3. There should be no parking meters in any of the commercial shopping areas in the Eastern Bays Ward as the Board believes parking meters will deter people visiting which will have a negative impact on the commercial viability of those centres.
    4. Concern at the number of parking wardens patrolling in St Heliers Village particularly at times when there is adequate parking. The Board has the impression that parking wardens are revenue gathering rather than ensuring the turnover of parking at busy times.
    5. The need to ensure that disabled parking is used only by those vehicles displaying appropriate signage.
    6. As a means of encouraging people to use public transport, greater emphasis should be put on having smaller frequent localised buses that connect the key shopping centres and facilities in the Eastern Bays Ward. This would have a positive impact on the amount of parking required in commercial areas.

    Moved: Davis / Wallace

That Scott Ebbett, Parking design team leader, On-street parking, be thanked for his presentation to the Eastern Bays Community Board regarding his team's role in parking design in the city.

    CARRIED

There being no further business the Chairman declared the meeting closed at 7:15pm.
