    That an extraordinary item of business be considered as item 23 regarding the 2010 Mission Bay Jazz and Blues Streetfest, as the next meeting of the Board is scheduled for 18 February 2010 which will be too late to adequately deal with any issues that may be raised.

  4. Top PUBLIC FORUM

    4.A. JAMES HOSKINS - PATTESON RESERVE

    Moved: Davis / Gunder

    1. That James Hoskins be thanked for his presentation and concerns regarding Patteson Reserve.
    2. That the officers be asked to scope a small local improvement project (SLIPs) to level part of Patteson Reserve to improve the amenity for local neighbourhood recreation, noting that
      1. the project would be funded out of the operational expenditure SLIPs budget for 2010/2011, and
      2. there is a current SLIPs project to install bollards to prevent vandalism on the Reserve.

    4.B. MR RICHARD LINDROOS - 2010 MISSION BAY JAZZ AND BLUES FESTIVAL

    Mr Hollings from the Bayside Baseball Club tabled a plan detailing the location of the Baseball Club's proposed permanent diamonds at Crossfield Reserve.

    2. That officers be advised of the Bayside Baseball Club's concerns regarding the impact of the Auckland Cricket Association's (ACA) proposed two artificial pitches on the Baseball Club's project to install permanent diamonds at Crossfield Reserve, when vetting the ACA project.

  5. Top DISCRETIONARY FUNDING APPLICATIONS

    5.A. ST HELIERS BAY PONY CLUB INC.

    An updated Funding History Report was tabled relating to the St Heliers Bay Pony Club Inc.

    That the discretionary funding application from St Heliers Bay Pony Club Inc. be approved, in the order of $1,400, for the installation of metal non-slip nail plates to make the wooden staircase slip-proof.

    The Chairman declared a conflict of interest and vacated the chair. He did not take part in the debate nor voted on this item.

    That the discretionary funding application from St Ignatius Catholic Church be approved, in the order of $2,498, for the purchase and installation of a commercial dishwasher/steriliser to replace the present domestic grade machine.

  8. Top SMALL LOCAL IMPROVEMENT PROJECTS (SLIPS) PROGRAMME UPDATE NOVEMBER 2009

    That the memorandum of the SLIPs (small local improvement project) programme leader, dated 3 November 2009, be received, noting:

    1. that the 2009/2010 operating expenditure budget has been over-allocated by $48,361, noting also that this budget is indicative only and may be reduced once final costings are known for various projects
    2. that the balance of the 3 year capital expenditure funding is $60,911.

  9. Top SMALL LOCAL IMPROVEMENT PROJECTS (SLIPS) DECISION REPORT NOVEMBER 2009

    1. That the report of the SLIPs (small local improvement projects) Project Portfolio Leader, dated 2 November 2009 be received.
    2. That Board member Adriana Gunder be the spokesperson to the Crossfield Reserve Artificial Cricket Wickets project.
    3. That the Eastern Bays Community Board:
      1. delegates authority to the project spokesperson to provide guidance and advice to the small local improvement projects (SLIPs) team regarding the Crossfield Reserve Artificial Cricket Wickets proposal; and to report back to the Board in a timely manner as the project proceeds
      2. delegates authority to the spokesperson and the Chairman of the Board, to be exercised together, to make additional funding decisions where a variation to the projects is needed due to unforeseen circumstances.
    4. That the Eastern Bays Community Board allocates the following scoping budget to the stage 2 vetted project to allow the project to proceed to be scoped:

      3. Rukutai Reserve - grass requires mowing.
      4. Roberta Reserve - provide a date for the replacement of the very faded signage on the corner of Roberta Ave and Riddell Road (Pt England Walk signage).

    1. That the information memorandum entitled "Mission Bay Jazz and Blues Streetfest 2010" by W Wilson, Team leader event and film operations dated 13 November 2009, be received.
    2. That the Eastern Bays Community Board notes:
      1. the Council's liquor ban requirements for the Mission Bay Jazz & Blues Streetfest 2010, which includes the following areas:
        1. Mission Bay beach and Selwyn Reserve, from the walkway (Millennium Bridge) off Tamaki Drive at the western end of Mission Bay beach and Selwyn Reserve, including the western car park through to the eastern end of the eastern car park, excluding licensed areas
        2. Tamaki Drive from the entrance to the western car park through to Selwyn Avenue (excluding dedicated areas on the southern footpath immediately in front of the shops and restaurants where special licences have been approved)
        3. Atkin Avenue from Tamaki Drive to Marau Crescent
        4. Marau Crescent from Atkin Avenue through to Tamaki Drive
        5. Patteson Avenue between Marau Crescent and Tamaki Drive
      2. the implementation of a road closure, approved by the Group Manager Transport Safety, Assets and Operations, the Manager Event and Film Operations, and the Event Co-ordinator Transport Safety Assets and Operations, exercising delegated authority, of Tamaki Drive (between Atkin Ave and Marau Cres) and Patteson Avenue (between Tamaki Drive and Marau Cres) which shall be closed from 4pm to 12:00midnight for the Mission Bay Jazz & Blues Streetfest on Saturday, 27 February 2010 or on the rain date as agreed with officers. This closure applies to all except authorised and emergency vehicles. Such area covered by the road closure is to be fenced.
    3. That the Eastern Bays Community Board, acting under delegated authority (delegation provision number: CM25), approves the Mission Bay Jazz & Blues Streetfest 2010 event being held on the Selwyn Reserve on Saturday, 27 February 2010, or on the rain date as agreed with officers, subject to the following conditions:
      1. that public access be restricted to Selwyn Reserve and Mission Bay beach from 4pm to 11pm
      2. that the costs of reinstatement of the reserve be met by the organiser of the Mission Bay Jazz and Blues Streetfest
      3. that reasonable access be provided for members of the public with physical disabilities.
