EASTERN BAYS COMMUNITY BOARD
HELD ON WEDNESDAY, 27 JANUARY 2010 AT 6.10PM

    Penny Pirrit, General manager transport and Karen Hay, Network performance manager, Transport assets gave a presentation outlining key initiatives of the Tamaki Drive shared use proposals.

    1. That the Eastern Bays Community Board receives the report of the Tamaki Drive Working Party and the presentation from officers.

      That it be a recommendation to the Transport Committee:

    2. That the Eastern Bays Community Board wishes to express to Council its extreme concern at the safety issues that have been raised in the meetings and the report, and emphasises the need for urgent specific action to minimise the dangers highlighted.
    3. That the Eastern Bays Community Board understands there is no budget in the Long-term plan for significant physical works on Tamaki Drive to ameliorate potential conflict between different users of Tamaki Drive.
    4. That the Eastern Bays Community Board formally requests:
      1. that Council make immediate funding provision of up to $600,000 to implement the identified quick gain measures
      2. that Council formally request the Police to more rigorously enforce adherence to the road code and traffic regulations by all users
      3. that Council officers prepare a realistic plan to progressively implement the more capital intensive elements proposed to improve the safety of Tamaki Drive for the consideration of Council for incorporation into its Long-term budget.
    5. That the Eastern Bays Community Board notes that there are shared spaces and no specific "cycles lanes" on Tamaki Drive, cyclists use the existing traffic lanes, shared footpath, on-street vehicle parking bays, clearway lanes or the T2 bus lanes and the Board does not support the creation of exclusive dedicated "cycle lanes" where this will displace one of the other users (ie: parking, right turning traffic, and narrower traffic lanes).
    6. That the Eastern Bays Community Board supports the narrowing of flush medians in order to give a wider carriageway for vehicles and cyclists, however, it is noted that this could present a potential danger to cyclists and other road users where vehicles are required to maintain a certain path to avoid potential accidents (for example at tight bends).
    7. That it be noted that current methods of removing painted lines leaves residual markings on the road which are visible at night and in wet weather, causing potential confusion and danger to road users.
    8. That the Eastern Bays Community Board requests the peak traffic clear way times between Ngapipi Road and Solent St be amended as follows:
      1. landward side - 6:30-9am Monday to Friday excluding weekends and public holidays
      2. seaward side from 4.00-6.30pm Monday to Friday excluding weekends and public holidays.
    9. That the Eastern Bays Community Board supports the proposal to extend the clearway from Ngapipi Road to the container terminal on Tamaki Drive during peak traffic times:
      1. in particular on that stretch of the seaward side of Tamaki Drive from Solent Street through to the first bridge (Point Resolution Estuary bridge) past the Parnell pedestrian overbridge, where there is potential danger because of the narrowness of the lane to all vehicles and cyclists passing commuter parking and vehicles parked by those using the Parnell baths
      2. to avoid traffic hold ups exacerbated by cyclists.
    10. That the Eastern Bays Community Board advocates that funding be included in the Long-term plan for:
      1. the widening of the two bridges on the seaward side of Tamaki Drive at the eastern side of the Parnell pedestrian overbridge (the Board would not support cycle ramps as proposed at each end of this road bridge as they are unlikely to be used) and at the Ngapipi Road intersection to reduce potential danger to cyclists and other road users, and to increase traffic flow
      2. the development of an education programme to educate Tamaki Drive users of the protocols for the current shared use of the footpaths, similar to those used by Brisbane City Council to minimise the potential danger to those users of the footpath and boardwalks.
    11. That the Eastern Bays Community Board supports:
      1. speed indicator signs
      2. safety signage
      3. more rigorous policing of users of Tamaki Drive at intersections and at pedestrian crossings.
    12. That the Eastern Bays Community Board raises the following points:
      1. commuters are also parking at Okahu Bay and Kelly Tarltons to catch buses into town
      2. cyclists have to move into the adjoining traffic lane when the "cycle lane" comes to an end at tight bends thereby increasing danger to themselves and others
      3. vehicles turning right into the mini golf and the nearby boating marina recreation areas hold up traffic as there is no turning bay on this part of Tamaki Drive
      4. buses using the bus lane pull out into the traffic lane to pass cyclists using the bus lane
      5. the new "cyclists activated" warning sign at the Ngapipi Road and Tamaki Drive intersection is not easily visible where the sun is low in the late afternoon/early evening and shining directly on to the sign. Another sign on the eastern side of the intersection cautioning cyclists to slow down or proceed with care at the intersection could also be desirable to warn of potential turning traffic from Tamaki Drive into Ngapipi Road and conversely right turning traffic from Ngapipi Road entering Tamaki Drive in an easterly direction
      6. traffic lights are a viable solution to ensuring long term safety of cyclists and other motor traffic turning from Tamaki Drive into Ngapipi Road and from Ngapipi Road into Tamaki Drive in an easterly direction.
    13. That the Eastern Bays Community Board supports all efforts to encourage all cyclists to wear high visibility clothing.
    14. That the Eastern Bays Community Board does not support the use of Tamaki Drive by cyclists (individuals, clubs, schools, and groups known as pelatons) for cycle training purposes because of the potential hazard to themselves and others using the road, and impeding reasonable traffic flow.
    15. That the Eastern Bays Community Board urges the Transport Committee to lobby government and relevant agencies to:
      1. consolidate traffic guidelines in the road code for bicycles as well as vehicles and adopt enforceable law to assist Police to control cyclists and motorists who run give way signs, stop signs, red lights and pedestrian crossings with pedestrians on them
      2. improve the ability of Police to identify offending cyclists, to enable successful prosecution of breaches of traffic road rules, including consideration of the registration of cycles/cyclists.
