    1. the cost of purchasing 15 new folding tables; catering costs to provide a luncheon on International Day of Older People in October 2010
    2. providing transport for children to attend a bush adventure/outdoor team work programme in 2011; and a school holiday programme in July 2011,
    3. St Heliers Carols by Candlelight to be held at Dingle Dell

    and that the submission be considered with items 3.22, 3.23 and 3.34.

    2.4. JUNE RENWICK AND MARGARET STEWART - SELWYN COMMUNITY ARTS THEATRE

    2.8. MR MORTENSEN - THE PROBUS CLUB OF ST HELIERS

    2.10. NICKY PRIOR - ST HELIERS AND GLENDOWIE SCOUT GROUP

    2.11. GRAHAM JONES - ANGLICAN PARISH OF ORAKEI - ST JAMES CHURCH

    That Graham Jones, Vestry member of the Anglican Parish of Orakei - St James Church, be thanked for his presentation in support of their discretionary funding application towards the cost of replacing the aging deck and steps at the rear of their hall building, which are adjacent to the playground, and that the submission be considered with item 3.30.

  3. Top DISCRETIONARY FUNDING APPLICATIONS

    3.1. AUCKLAND EAST ARTS COUNCIL INC.

    Councillor Millar declared a conflict of interest and did not take part in the debate nor voted on item 3.1.

    That the discretionary funding application from the Auckland East Arts Council be approved, in the order of $300 from the 2010/2011 discretionary grant budget, towards the cost of prizes and materials for a children's art competition and community art project which was held between 14-29 August 2010.

    3.2. MISSION BAY BOWLING CLUB (INC)

    That the discretionary funding application from the Mission Bay Bowling Club (Inc) be approved, in the order of $500 from the 2010/2011 discretionary grant budget, towards the cost of seeking professional advice, estimated at $5,570 and for which the Club has no contributing funds, on the practicability of carrying out resurfacing of the Club's two bowling greens.

    3.3. ST HELIERS BOWLING CLUB INC

    The Chairman declared a conflict of interest and did not take part in the debate nor vote on item 3.3.  The Deputy Chair assumed the Chair for items 3.3 and 3.4 at 7:24pm.

    That the discretionary funding application from the St Heliers Bay Bowling Club (Inc) for the cost of recovering the chairs in the lounge/social room of the clubhouse be declined due to the limited remaining grant funds and this being one of two applications from the St Heliers Bowling Club.

    3.4. ST HELIERS BOWLING CLUB INC

    The Chairman declared a conflict of interest and did not take part in the debate nor voted on item 3.4.

    That the discretionary funding application from the St Heliers Bay Bowling Club (Inc) be approved, in the order of $500 from the 2010/2011 discretionary grant budget, towards the cost of replacing the venetian blinds in the upstairs lounge dining area, estimated at $1,275.55 of which the Club intends contributing $245 and such work can be carried out now.

    CARRIED

    Board member Gunder wished her vote against this resolution be recorded.

    The Deputy Chair vacated the Chair and the Chairman resumed the Chair at 7:27pm.

    3.5. GLENDOWIE BOWLING CLUB INCORPORATED

    The Deputy Chair and Board member Roberton declared a conflict of interest and did not take part in the debate nor voted on item 3.5.

    That the discretionary funding application from the Glendowie Bowling Club (Inc) be approved, in the order of $500 from the 2010/2011 discretionary grant budget, towards the cost of purchasing a turf water sprayer, estimated $1,545 for which the Club has no contributing funds and can be purchased now.

    3.6. MISSION BAY WOMEN'S BOWLING CLUB (INC.)

    That the discretionary funding application from the Mission Bay Women's Bowling Club (Inc) be approved, in the order of $500 from the 2010/2011 discretionary grant budget, towards the cost of purchasing a special vacuum cleaner, estimated at $2,000, for turf maintenance on a yet to be installed carpet green.

    3.7. ORAKEI TENNIS CLUB INC.

    That the discretionary funding application from the Orakei Tennis Club (Inc) be approved, in the order of $400 from the 2010/2011 discretionary grant budget, towards the cost of tennis scholarships for children from Orakei Marae to have professional tennis lessons.

    3.8. SURF LIFE SAVING NORTHERN REGION

    That the discretionary funding application from the Surf Life Saving Northern Region for the cost of subsidising a water skills course for children at St Heliers Beach be declined due lack of funds, and that the Surf Life Saving organisation receives funding through the Regional Amenities Funding Act.

    3.9. SELWYN COMMUNITY ARTS THEATRE

    That the discretionary funding application from the Selwyn Community Arts theatre be approved, in the order of $800 from the 2010/2011 discretionary grant budget, towards the cost of producing a musical on ANZAC Day and performances around that time, such as "Oh What a Lovely War", to be performed in 2011.

    3.10. PARNELL SWIMMING CLUB

    That the discretionary funding application from Parnell Swimming Club for the costs of lane space hire at the Sacred Heart College pool, for the month of October 2010 , be declined, after having regard to the oral submission of the Club's representative at the Board's meeting on 18 August 2010, that anything less than $3,000 would be of little assistance in the long term, and the helpful advice given by Board members to the Club's representative for other positive avenues for financial support.

    3.11. THE LADIES PROBUS CLUB OF ST JOHNS

    That the discretionary funding application from The Ladies Probus Club of St Johns be approved, in the order of $400 from the 2010/2011 discretionary grant budget, towards the cost of purchasing a portable audio system, estimated at $1,626, and lapel microphone.

    3.12. COMMUNICARE ST HELIERS FRIENDSHIP CENTRE

    That the discretionary funding application from the Communicare St Heliers Friendship Centre be approved, in the order of $500 from the 2010/2011 discretionary grant budget, towards the cost of providing food to older and disabled persons attending the friendship centre.

    3.13. NEW ZEALAND TAMIL SENIOR CITIZENS ASSOCIATION

    That the discretionary funding application from the New Zealand Tamil Senior Citizens Association for the cost of a laptop and printer, estimated at $2154.95 excl. GST, to produce a bi-monthly newsletter for city-wide distribution be declined due to insufficient funds.

    That the discretionary funding application from the Christian Care Network Trust (Eastern Suburbs) be approved, in the order of $700 from the 2010/2011 discretionary grant budget, towards the cost of general administration expenses assisting families in the Eastern Bays Ward with emergency food parcels.

    3.16. ST JAMES ANGLICAN CHURCH

    Board member Cooke declared a conflict of interest and did not take part in the debate nor voted on item 3.16.

    That the discretionary funding application from the Tamaki Pathways Trust for the costs of developing a website for the Trust be declined due to the limited remaining grant funds, noting that a funding application has also been made to the Maungakiekie and Tamaki Community Boards.

    That the discretionary funding application from Te Huruhi Trust for the cost of holding a women's conference at their premises during December 2010 be declined due to insufficient funds, noting that a funding application has also been made to the Tamaki Community Board.

    3.19. THE SCOUT ASSOCIATION OF NZ, ORAKEI SEA SCOUTS

    That the discretionary funding application from The Scout Association of NZ - Orakei Sea Scouts be approved, in the order of $400 from the 2010/2011 discretionary grant budget, towards the cost of providing outdoor flood lighting at the clubrooms, noting the application to the Hobson Community Board.

    3.20. THE SCOUT ASSOCIATION OF NZ, ORAKEI SEA SCOUTS

    3.22. THE ST HELIERS COMMUNITY SUPPORT TRUST

    That the discretionary funding application from The St Heliers Community Support Trust for the cost purchasing 15 new folding tables and also costs towards celebrating International Day of Older People on 1 October 2010 by putting on a luncheon by volunteers for approximately 60 people be declined due to the lack of funds, noting the allocation of funds in June 2010.
