  2. Top OBITUARIES

    •  Mr Ray Cody, Mt Albert City Councillor from 1983-1989 and Chairman of the Mt Albert Community Board from 1995-1998, passed away on 31 October 2007.
    •  Mr Parrant Hing, Mt Eden Borough Councillor from 1980-1989, passed away on 3 November 2007.

    A minute's silence will be observed.

  3. Top EXTRAORDINARY BUSINESS

    Section 46A(7) of the Local Government Official Information and Meetings Act 1987 (as amended) states:
    "An item that is not on the agenda for a meeting may be dealt with at that meeting if-
    (a) The local authority by resolution so decides; and
    (b) The presiding member explains at the meeting at a time when it is open to the public,-
      (i) The reason why the item is not on the agenda; and
      (ii) The reason why the discussion of the item cannot be delayed until a subsequent meeting."
    Section 46A(7A) of the Local Government Official Information and Meetings Act 1987 (as amended) states:
    "Where an item is not on the agenda for a meeting,-
    (a) That item may be discussed at that meeting if-
      (i) That item is a minor matter relating to the general business of the local authority; and
      (ii) The presiding member explains at the beginning of the meeting, at a time when it is open to the public, that the item will be discussed at the meeting; but
    (b) no resolution, decision, or recommendation may be made in respect of that item except to refer that item to a subsequent meeting of the local authority for further discussion."
  4. Top PUBLIC FORUM

    A period of time (approximately 20 minutes) is set aside for members of the public to address the meeting on matters within its delegated authority. A maximum of 5 minutes per item is allowed, following which there may be questions from members.

    The following requests have been received to address the meeting.

    4.1. MOUNTAIN BIKE TRAIL IN FOWLDS PARK - PETER STONEHAM

    Peter Stoneham will be seeking support from the Board for a mountain bike trail in Fowlds Park.

    4.2. ST LUKES RESIDENTS' GROUP FUNDING APPLICATION - TONY MAYES

    Tony Mayes will be addressing the Board regarding the establishment of this group.

    4.3. FUNDING FOR XMAS PARTY/END OF YEAR CELEBRATION FOR MCGEHAN CLOSE CHILDREN - CHARLOTTE ESSER

    Charlotte Esser will be seeking funding towards a celebration for the children in McGehan close.

    4.4. 24 ST LUKES ROAD - DR PETER BOYS

    Peter Boys will be speaking regarding the development of this site.

  5. Top PROPOSED IAN MCKINNON DRIVE IMPROVEMENTS

    Reporting on feedback from stakeholders and local residents to a proposal to improve Ian McKinnon Drive and sections of New North Road, Upper Queen Street, Alex Evans Street and Dominion Road through a number of interconnected measures.

    Recommending that the public feedback on the improvements be used to refine and improve the project as it progresses to detailed design and then to implementation in the first half of the 2008/2009 financial year.

  6. Top DISCRETIONARY FUNDING APPLICATION - ST LUKES RESIDENTS' GROUP

  10. Top APPOINTMENT TO OUTSIDE ORGANISATION - MT ALBERT GRAMMAR SWIMMING POOL TRUST

    The Mt Albert Grammar Swimming Pool Trust Deed requires that council appoint three members and the chair to this Trust.

    Recommending that the Board approves the appointment of the three members to the Trust.

  11. Top NOMINATION OF MAINSTREET REPRESENTATIVES

  13. Top AUCKLAND REGION AND FAR NORTH DISTRICTS COMMUNITY BOARDS MEMBERSHIP

    The Board is asked whether it wishes to renew its annual membership subscription to the Auckland and Far North Districts Community Boards Association.

    The Board may also wish to consider nominating a person for the NZ Community Boards' Executive Committee.

    Recommending that the Board approve the subscription renewal of $250, to be funded from its 2007/2008 discretionary funding budget.

  14. Top ELECTED MEMBERS' REMUNERATION

    14.1 ALLOCATION FOR 2007-2008

    Attaching a report detailing the proposed remuneration structure for 2007-2008 and inviting comment on the proposal.

    Also attaching a report considered by Council regarding 2007-2010 Committee Structures and Regulatory Responses. The Council resolved, inter alia:

    1. That a working party consisting of the deputy mayor as chair, Councillor Northey and Councillor Armstrong consider proposed elected member remuneration set out in 3.4 and appendix one and invite comment on any relevant issues from the councillors and community board representatives. The deputy mayor to report back to council following these discussions on the recommended remuneration structure.

    Recommending that comments on the proposed remuneration for 2007-2008 be sent to the remuneration working party by 30 November 2007.

    14.3 2007/2008 REMUNERATION RATES

    14.4 EXPENSE POLICY FOR ELECTED REPRESENTATIVES

    Advising that an allowance and expense policy, as adopted by Council, but be approved by the Remuneration Authority and a determination issued before the policy can be applied. The next determination is due to be issued in February 2008.

    Recommending that the Board consider attachment one to the agenda report and report to the Remuneration Working Party by 30 November 2007.

  15. Top PROPOSED REMUNERATION CHANGES - NOTICE OF MOTION

    Attaching a notice of motion recommending that the Board strongly opposes the reduction in the remuneration for community boards.

    Recommending that the Board delegate a working party of board members to prepare a submission to the Remuneration Working Party by 30 November 2007.

  16. Top MAUNGAWHAU-MT EDEN - COMMUNITY BOARD SUBMISSION ON PROPOSED MANAGEMENT PLAN - NOTICE OF MOTION

    Attaching a notice of motion recommending that the Board support the establishment of Maungawhau becoming a world-class visitor and iconic geological destination and delegate a working party of Board Members to draft the Board's submission on 'Creating a new future for Maungawhau-Mt Eden'.

    Recommending that the Board delegate a working party of board members to consider the draft submission included in the notice of motion and prepare its final submission by 30 November 2007.

  17. Top PRIORITISING FOOTPATH RENEWAL IN THE WARD

    Attaching a notice of motion recommending that a report be provided on the grading of all footpaths in the ward and the consequent work priorities for the next three years. Also recommending that the footpath on the even numbered side of New North Road between Richardson Road and the Mt Albert shops, currently graded "poor", be reprioritised for renewal in the 2007-2008 year.

    Recommending that the notice of motion be endorsed.

  18. Top FOWLDS PARK AND BIKE PARKS

    Attaching a notice of motion recommending that the Board be provided with a report on the potential use of the bushy slopes of Fowlds Park for the shared use of off-leash dogs and a mountain bike trail, and that other suitable and dedicated parks and/or sites in the ward be investigated as possible junior mountain bike trails.

    Recommending that the notice of motion be endorsed.
