  2. Top CONFIRMATION OF MINUTES

    The minutes of the Great Barrier Community Board meeting held on Thursday, 19 July 2007, to be confirmed as a true and correct record.

  3. Top EXTRAORDINARY BUSINESS

    Section 46A(7) of the Local Government Official Information and Meetings Act 1987 (as amended) states:

    "An item that is not on the agenda for a meeting may be dealt with at that meeting if-

    (a)

    The local authority by resolution so decides; and

    (b)

    The presiding member explains at the meeting at a time when it is open to the public,-

     

    (i)

    The reason why the item is not on the agenda; and

     

    (ii)

    The reason why the discussion of the item cannot be delayed until a subsequent meeting."

    Section 46A(7A) of the Local Government Official Information and Meetings Act 1987 (as amended) states:

    "Where an item is not on the agenda for a meeting,-

    (a)

    That item may be discussed at that meeting if-

     

    (i)

    That item is a minor matter relating to the general business of the local authority; and

     

    (ii)

    The presiding member explains at the beginning of the meeting, at a time when it is open to the public, that the item will be discussed at the meeting; but

    (b)

    no resolution, decision, or recommendation may be made in respect of that item except to refer that item to a subsequent meeting of the local authority for further discussion."

  4. Top PUBLIC FORUM

    A period of time (approximately 20 minutes) is set aside for members of the public to address the meeting on matters within its delegated authority. A maximum of 5 minutes per item is allowed, following which there may be questions from members.

    At the close of the agenda no requests to speak had been received.

  5. Top SHOAL BAY WHARF PARKING ISSUES

    Attaching a memorandum responding to a number of queries made by Board Member Downie. The Board's attention is drawn in particular to the Shoal Bay wharf parking issues.

    Recommending that the Board consider the matter of adding a supplementary sign [designating a day or days and time] to the existing P60 signs at the Tryphena wharf which would permit cars to park as long as they like outside of the ferry arrival and departure times.

  6. Top NOTICE OF MOTION - MONITORING OF GREAT BARRIER ISLAND TRANSPORT AND ROADING PROJECTS

    Attaching a notice of motion requesting that the Manager, Transport Safety, Assets and Operations be requested to investigate the possibility/feasibility of the employment by council of a Great Barrier Island resident with appropriate qualifications, who would be available on a full or part-time basis to undertake monitoring and auditing of roading and transport projects.

    Recommending that the Board consider the notice of motion.

  8. Top PROPOSED REGIONAL FUEL TAX FOR AUCKLAND

    At its May 2007 meeting the Board delegated Board Member Downie to write to the Auckland Regional Council requesting that Great Barrier Island not be included within the boundaries that will be affected by Auckland's proposed regional fuel tax.

    Attached are copies of correspondence between Board Member Downie and the Auckland Regional Council, together with further correspondence to the Ministry of Transport.

    Recommending that the Board note the correspondence.

  9. Top WYNYARD QUARTER PROPOSED PLAN CHANGE AND PROPOSED PLAN MODIFICATION

    At its last meeting the Board delegated Board Member Downie to prepare a submission to the proposed Auckland City Council plan modification 4 and proposed Auckland Regional Council plan change 3 supporting the continuation of the ferry and freight facilities in their current Wynyard wharf location. Attached are copies of the submissions.

    Recommending that the submissions be received.

  10. Top DISCRETIONARY FUNDING APPLICATION - GREAT BARRIER ISLAND PENSIONER HOUSING TRUST

    Attaching an application from the Great Barrier Island Pensioner Housing Trust seeking funding towards administration expenses and fuel costs which was considered by the Board at its July meeting. The Board requested additional information regarding administration expenses requested in the application. This information was subsequently provided and has been separately circulated to board members.

    Recommending that the Board reconsider the application.
