  2. Top CONFIRMATION OF MINUTES

    The minutes of the Great Barrier Community Board meeting held on Monday, 16 June 2008 to be confirmed as a true and correct record.

  3. Top EXTRAORDINARY BUSINESS

    Section 46A(7) of the Local Government Official Information and Meetings Act 1987 (as amended) states:
    "An item that is not on the agenda for a meeting may be dealt with at that meeting if-
    (a) The local authority by resolution so decides; and
    (b) The presiding member explains at the meeting at a time when it is open to the public,-
      (i) The reason why the item is not on the agenda; and
      (ii) The reason why the discussion of the item cannot be delayed until a subsequent meeting."
    Section 46A(7A) of the Local Government Official Information and Meetings Act 1987 (as amended) states:
    "Where an item is not on the agenda for a meeting,-
    (a) That item may be discussed at that meeting if-
      (i) That item is a minor matter relating to the general business of the local authority; and
      (ii) The presiding member explains at the beginning of the meeting, at a time when it is open to the public, that the item will be discussed at the meeting; but
    (b) no resolution, decision, or recommendation may be made in respect of that item except to refer that item to a subsequent meeting of the local authority for further discussion."
  4. Top PUBLIC FORUM

    A period of time (approximately 20 minutes) is set aside for members of the public to address the meeting on matters within its delegated authority. A maximum of 5 minutes per item is allowed, following which there may be questions from members.

    The following request has been received to address the meeting:

    4.1. PROPOSED WALKWAY - MURRAY YOUNG

    Murray Young will address the Board regarding a proposed walkway on Great Barrier Island.

  5. Top SMALL LOCAL IMPROVEMENT PROJECTS

    Recommending that the Board endorse the projects that it wishes to be vetted by council officers and proceed to scoping.

  6. Top HAURAKI GULF ISLANDS NOTIFIED DISTRICT PLAN HEARINGS

    Attaching a notice of motion recommending that the HGI district plan submitters be provided with the hearings panel reports not less than ten working days before future scheduled hearings on the HGI district plan. Also recommending that the Board recommend to the City Development Committee that it apply section 37 of the Resource Management Act to the process by extending the time deadlines for completion of the hearings on the plan and publication of the next version of the plan.

    Recommending that the notice of motion be considered.

  7. Top 2009 COMMUNITY BOARDS CONFERENCE AND BEST PRACTICE AWARDS

    Attaching a memorandum from the New Zealand Community Boards' Executive Committee regarding the 2009 Community Boards' Conference and Best Practice Awards.

    Recommending the Board to consider entering a significant or innovative project or programme for the Best Practice Award.

    Also recommending that the Board consider funding the attendance of a member or members to the Community Boards Conference in March 2009 from its 2008/2009 discretionary funding budget.

  8. Top URGENT DECISION - GREAT BARRIER ISLAND MARINE RESERVE PROPOSAL

    Attaching an urgent decision signed by the board chair and deputy chair approving payment of a return airfare from its 2008/2009 discretionary funding budget to enable the Ngati Rehua chairman to attend a meeting facilitated by the community board to discuss an agreed framework for community and iwi consultation with regard to marine management of Great Barrier Island.

    Recommending that the urgent decision be noted.

  9. Top URGENT DECISION - RETIREMENT GIFT FOR LONG SERVING DEPARTMENT OF CONSERVATION OFFICER

    Attaching an urgent decision signed by the board chair and deputy chair approving the expenditure of up to $300 from the board's 2008/2009 discretionary funding budget on an appropriate gift for a long-servicing Department of Conservation officer upon his retirement.

  10. Top DISCRETIONARY FUNDING APPLICATION - GBI PENSIONER HOUSING TRUST

    Attaching a discretionary funding application from the GBI Pensioner Housing Trust seeking funding towards costs for updating and printing of the Chazwyn Village project brochure.

    Recommending that the Board consider the application.

  11. Top LOCAL EVENT FUNDING APPLICATION - PORT FITZROY BOATING CLUB

    At its 19 May 2008 meeting, the Board allocated an amount of $1,600 from its 2007/2008 local event funding budget and $1,900 from its 2008/2009 local event funding budget to the Port FitzRoy Boating Club towards the 2009 Musselfest event.

    The Boating Club had also sought funding from the Community Group Assistance Fund and was successful in receiving $4,500 from this source, leaving a shortfall in funding for the event of $1,500.

    Recommending that the Board consider the allocation of an additional amount of $1,500 from its 2008/2009 local event funding budget to the Port FitzRoy Boating Club for the 2009 Musselfest event.

    4. Motu Kaikoura Trust regarding aerial baiting operation in and around Kaikoura Island.

    The following motion is submitted for consideration:

    That the public be excluded from the following part(s) of the proceedings of this meeting.

    The general subject of each matter to be considered while the public is excluded, the reason for passing this resolution in relation to each matter, and the specific grounds under Section 48(1) of the Local Government Official Information and Meetings Act 1987 for the passing of this resolution follows.

    The withholding of the information is necessary to protect the privacy of natural persons, including that of deceased persons.

    In particular, Great Barrier Island is a small community and there are sensitivity issues relating to private individuals and families
