  2. Top CONFIRMATION OF MINUTES

    The minutes of the Great Barrier Community Board meeting held on Monday, 20 April 2009 to be confirmed as a true and correct record.

  3. Top EXTRAORDINARY BUSINESS

    Section 46A(7) of the Local Government Official Information and Meetings Act 1987 (as amended) states:
    "An item that is not on the agenda for a meeting may be dealt with at that meeting if-
    (a) The local authority by resolution so decides; and
    (b) The presiding member explains at the meeting at a time when it is open to the public,-
      (i) The reason why the item is not on the agenda; and
      (ii) The reason why the discussion of the item cannot be delayed until a subsequent meeting."
    Section 46A(7A) of the Local Government Official Information and Meetings Act 1987 (as amended) states:
    "Where an item is not on the agenda for a meeting,-
    (a) That item may be discussed at that meeting if-
      (i) That item is a minor matter relating to the general business of the local authority; and
      (ii) The presiding member explains at the beginning of the meeting, at a time when it is open to the public, that the item will be discussed at the meeting; but
    (b) no resolution, decision, or recommendation may be made in respect of that item except to refer that item to a subsequent meeting of the local authority for further discussion."
  4. Top PUBLIC FORUM

    A period of time (approximately 20 minutes) is set aside for members of the public to address the meeting on matters within its delegated authority. A maximum of 5 minutes per item is allowed, following which there may be questions from members.

    The following request has been received to address the meeting:

    4.1. FUNDING FOR THE 2010 MUSSELFEST- ADELE ROBERTSON

    Adele Robertson will be in attendance to answer questions regarding the application by the Port Fitzroy Boating Club for funding towards next year's Musselfest.

  5. Top HAURAKI GULF ISLANDS BIOSECURITY PROGRAMME  

    Jonathan Boow, Biosecurity Team Leader from Auckland Regional Council, will be in attendance to present on the Hauraki Gulf Biosecurity programme.

  6. Top MANAGEMENT OF KAURI DIEBACK DISEASE ON GREAT BARRIER ISLAND

    Nick Waipara, Science Manager for the Joint Agency Kauri Dieback Response, Auckland Regional Council, will make a presentation on the management of kauri dieback disease on the island.

  7. Top GBI COMMUNITY AND HERITAGE ARTS VILLAGE

    Attaching correspondence from the GBI Community and Heritage Arts Village Trust seeking the Board's support and assistance to uplift and relocate to an appropriate alternative site, the three buildings which make up the heritage and arts village, currently located on Gray Road.

    Recommending that the correspondence be considered.

  9. Top SLIPS DECISIONS - MAY 2009

    Attaching a spreadsheet of SLIPs proposals for consideration and decision.

    Recommending that the Board:

    1. recommend which new proposals from state 1 should proceed for vetting by relevant council officers;
    2. allocate a spokesperson for the pioneer cemetery proposal;
    3. allocate scoping budgets to the proposals on the stage 2 scoping list;
    4. allocate budgets to the Harpoon Hill to French Way walkway; and
    5. delete any projects that it does not wish to proceed.

  16. Top COMMUNITY GROUP ACCOMMODATION SUPPORT FUND

    Attaching a notice of motion providing information on changes to the Council's Community Group Assistance Policy, specifically in relation to the minimum limit of $2,500 that has been set for accommodation support grants.

    Recommending that the board requests that the Community Services Committee be requested to review the community group accommodation support fund minimum limit in respect of Great Barrier Island recipients as their revenue-gathering opportunities are limited.

  17. Top EAST PLACE TEAM SIX MONTHLY REPORT

  18. Top SUPERGOLD TRAVEL FOR GBI FERRY USERS

    Attaching correspondence to the Chairperson of the Auckland Regional Council requesting that the ARC's Transport committee include public ferry transport to and from Great Barrier Island in their Regional Public Transport Plan and ensure that funding for Super Gold Card (SGC) holders on ferry services to and from Great Barrier Island be included in the review of SGC funding and applicable services which is expected to be undertaken during 2009.

    Recommending that the correspondence be received.

  19. Top ENVIRONMENT COURT FEE INCREASES

    Attaching correspondence to the Minister for Environment seeking a waiver of the Environment Court fee increase to cover the 60 day time period extended for lodging any appeals to the proposed HGI district plan. Also attaching a copy of the interim reply from the Minister's Office.

  21. Top SELECT COMMITTEE ON THE RESOURCE MANAGEMENT [SIMPLIFYING AND STREAMLINING) AMENDMENT BILL - COMMUNITY BOARD SUBMISSION

  22. Top DRAFT STREET TRADING POLICY: THE PROVISION OF OUTDOOR DINING FACILITIES

    Advising that council is seeking feedback on a series of street trading policies. These policies will provide guidance for those wanting to trade on the street, as well as those assessing and enforcing street trading licences.

    The Street trading policy: the provision of outdoor dining facilities is the first to be developed and it addresses outdoor dining provided by cafes, bars and restaurants in the street environment.

    Recommending that the Board consider whether it wishes to provide feedback on this part of the draft policy by 22 May 2009.

  24. Top AUCKLAND HERITAGE FESTIVAL 2009

    Advising that the Auckland Heritage Festival is being held between 19 September and 4 October 2009 and the theme of this year's festival. Also advising that applications for the festival programme close on 30 May 2009.

    Recommending that the board consider whether it wishes that Great Barrier Island be included in this year's festival programme and if so, submit an event or events by the end of May.
