  2. Top CONFIRMATION OF MINUTES

    The minutes of the Great Barrier Community Board meeting held on Monday, 16 November 2009 to be confirmed as a true and correct record.

  3. Top EXTRAORDINARY BUSINESS

    Section 46A(7) of the Local Government Official Information and Meetings Act 1987 (as amended) states:

    "An item that is not on the agenda for a meeting may be dealt with at that meeting if-

    (a) The local authority by resolution so decides; and
    (b) The presiding member explains at the meeting at a time when it is open to the public,-
      (i) The reason why the item is not on the agenda; and
      (ii) The reason why the discussion of the item cannot be delayed until a subsequent meeting."

    Section 46A(7A) of the Local Government Official Information and Meetings Act 1987 (as amended) states:

    "Where an item is not on the agenda for a meeting,-

    (a) That item may be discussed at that meeting if-
      (i) That item is a minor matter relating to the general business of the local authority; and
      (ii) The presiding member explains at the beginning of the meeting, at a time when it is open to the public, that the item will be discussed at the meeting; but
    (b) no resolution, decision, or recommendation may be made in respect of that item except to refer that item to a subsequent meeting of the local authority for further discussion."
  4. Top PUBLIC FORUM

    A period of time (approximately 20 minutes) is set aside for members of the public to address the meeting on matters within its delegated authority. A maximum of 5 minutes per item is allowed, following which there may be questions from members.

    The following requests have been received to address the meeting:

    4.1. UPGRADE OF RUBBISH PROVISIONS FOR THE PORT FITZROY BOATING FRATERNITY - WILL SCARLETT

    Will Scarlett will speak to the attached correspondence from David Speir, Secretary for the committee of the North Barrier Residents and Ratepayers Association, seeking an upgrade of the rubbish provisions for the Port Fitzroy boating fraternity along the lines of the refuse barge moored off Moturoa in the Bay of Islands.

  5. Top GREAT BARRIER ISLAND RATING ISSUES

    Providing feedback on the report to Finance and Strategy Committee's 10 November 2009 meeting regarding Great Barrier Island rating issues and requesting that this be included in the officer's report to the Combined Committees' February 2010 meeting.

  6. Top MULBERRY GROVE BOAT RAMP PROPOSAL

    Advising that the Mulberry Grove boat ramp project was on track to be completed prior to the summer season. However, due to a number of planning issues arising from the requirement to gain the Auckland Regional Council's approval of the project, it has not yet been completed.

    An oral update on the current status of the project will be provided at the meeting.

    Recommending that the information be received.

  7. Top GREAT BARRIER ISLAND CYCLEWAY PROPOSAL

    Advising that the Board has submitted a proposal to the Ministry of Tourism for a cycleway on the island which is currently being considered. Attached are details of the proposed route. Additional information will be provided at the meeting.

    Recommending that the Board endorse the actions of Board Members Fordham and Somerville-Ryan in preparing and submitting this proposal to the Ministry of Tourism.

  8. Top GREAT BARRIER E-NEWSLETTER PROPOSAL

    Requesting that the Board allocate up to $600 from its discretionary funding budget to fund costs associated with photocopying and postage of a letter to be sent to non-resident property owners inviting them to contribute to regular Great Barrier community e-newsletters.

    Recommending that the Board consider this initiative.

  10. Top COASTAL CLEANUP 2010

    Attaching an email communication from Sam Judd, Co-Founder of Sustainable Coastlines, proposing a coastal cleanup event on Great Barrier Island during March 2010 similar to the event that was undertaken in March 2009.

    Recommending that the Board consider whether it wishes to fund a coastal clean-up, pending a discretionary funding application being received from Sustainable Coastlines.

  11. Top SLIPS DECISION REPORT

    Attaching SLIPs proposals for the Board's consideration.

    Recommending that the Board consider allocating:

    (i) scoping budgets to the proposals on the scoping list;

    (ii) a budget of $21,765 (capex) and $150 (opex) for implementation of the Gooseberry Flat BBQ proposal; and

    (iii) a budget of $19,890 (capex) and $500 opex for implementation of the expanded Cape Barrier Walkway proposal

    12.2. FUNDING APPLICATION - GREAT BARRIER ISLAND CHARITABLE TRUST

    At its 16 November 2009 meeting, the Board deferred the funding application from the Great Barrier Island Charitable Trust for printing and distribution of the Trust's State of the Environment Report and requested the Trust to provide copies of written quotes for printing of the document.

    Attached are copies of a number of quotes. The Board should also note that the cost for postage of the 16-page document to all residents and ratepayers will be $3,000.

    Recommending that the application be considered.

    12.3. FUNDING APPLICATION - MULBERRY GROVE SCHOOL
