DECLARATIONS OF CONFLICT OF INTEREST

Elected Representatives are reminded of their obligation to maintain a clear separation between their personal interests and their duties as an elected member of the Council.

Elected representatives should therefore be vigilant to stand aside from decision making when a conflict (or a perceived conflict) arises between their role as an elected representative and any private or other external (either pecuniary or non-pecuniary) interest they may have.

Any interests should be declared at the commencement of consideration of any item on this agenda and the member concerned abstain from voting or discussion on the item, or leave the room for the duration of its consideration.

  2. Top CONFIRMATION OF MINUTES

    The minutes of the Hobson Community Board meeting held on Tuesday, 17 August 2010 to be confirmed as a true and correct record.

  3. Top EXTRAORDINARY BUSINESS

    Section 46A(7) of the Local Government Official Information and Meetings Act 1987 (as amended) states:
    "An item that is not on the agenda for a meeting may be dealt with at that meeting if-
    (a) The local authority by resolution so decides; and
    (b) The presiding member explains at the meeting at a time when it is open to the public,-
      (i) The reason why the item is not on the agenda; and
      (ii) The reason why the discussion of the item cannot be delayed until a subsequent meeting."
    Section 46A(7A) of the Local Government Official Information and Meetings Act 1987 (as amended) states:
    "Where an item is not on the agenda for a meeting,-
    (a) That item may be discussed at that meeting if-
      (i) That item is a minor matter relating to the general business of the local authority; and
      (ii) The presiding member explains at the beginning of the meeting, at a time when it is open to the public, that the item will be discussed at the meeting; but
    (b) no resolution, decision, or recommendation may be made in respect of that item except to refer that item to a subsequent meeting of the local authority for further discussion."
  4. Top PUBLIC FORUM

    A period of time (approximately 20 minutes) is set aside for members of the public to address the meeting on matters within its delegated authority. A maximum of 5 minutes per item is allowed, following which there may be questions from members.

    The following requests have been received to address the meeting:

    4.1. MOTAT TRAMLINE TO QUEENS WHARF - GEOFF HOUTMAN

    Geoff Houtman, from Ourhood wishes to speak to the Board about the proposed MOTAT to Queens Wharf tram extension.

    4.2. PARNELL HERITAGE INCORPORATED - JULIE HILL

    Julie Hill, Parnell Heritage Incorporated, wishes to speak to the Board in support of their application for discretionary funding.

    4.3. PARNELL INCORPORATED - DEBBIE HARKNESS

    Debbie Harkness, Manager, Parnell Inc, wishes to speak to the Board in support of their application for discretionary funding.

    Greg Stenbeck and Greg Paul, Orakei Yacht Club, wish to speak to the Board in support of their application for discretionary funding.

    4.5. LONELY MIAOW ASSOCIATION - PETER DORMON

    Peter Dormon, Treasurer, Lonely Miaow Association wishes to speak to the Board in support of their application for discretionary funding.

    Recommending that Peter Dormon, Lonely Miaow Association be thanked for his presentation and that the Board consider the application at item 5.6

    4.6. UPLANDS KINDERGARTEN - MICHELE MORRISSEY-BROWN AND DOROTHY BHANABHAI

    Michele Morrissey-Brown, Head Teacher and Dorothy Bhanabhai, Committee Chairperson, wish to speak to the Board in support of their application for discretionary funding.

    Recommending that Michele Morrissey-Brown and Dorothy Bhanabhai, Uplands Kindergarten be thanked for their presentation and that the Board consider the application at item 5.3

    4.7. SENIORNET AUCKLAND INCORPORATED - KEITH RUSSELL
