CONFIRMATION OF MINUTES
The
minutes of the Maungakiekie Community Board meeting held on Wednesday, 19 March
2008 to be confirmed as a true and correct record.
EXTRAORDINARY BUSINESS

Section 46A(7) of the Local Government Official Information and Meetings
Act 1987 (as amended) states: |

"An item that is not on the agenda for a meeting may be dealt with at
that meeting if- |
|
(a) |
The local authority by resolution so decides; and |
|
(b) |
The presiding member explains at the meeting at a time when it is open
to the public,- |
|
|
(i) |
The reason why the item is not on the agenda; and |
|
|
(ii) |
The reason why the discussion of the item cannot be delayed until a
subsequent meeting." |

Section 46A(7A) of the Local Government Official Information and

That item may be discussed at that meeting if- |

That item is a minor matter relating to the general business of the

when it is open to the public, that the item will be discussed at the
meeting; but |

no resolution, decision, or recommendation may be made in respect of
that item except to refer that item to a subsequent meeting of the local

PUBLIC FORUM
A
period of time (approximately 20 minutes) is set aside for members of the public
to address the meeting on matters within its delegated authority. A maximum of
5 minutes per item is allowed, following which there may be questions from
members.
The
following request has been received to address the meeting:
4.1. POLICING INITIATIVES IN THE EAST MAUNGAKIEKIE AREA - SERGEANT TIM LOCKWOOD
Sergeant Tim Lockwood will address the board regarding policing initiatives by
the Police Eastern Areas team, which includes a substantial part of the
Maungakiekie ward.
4.2. ST PETER'S ANGLICAN CHURCH - DEIDRE PARR
Deidre Parr from St Peter's Anglican Church will address the Board in support of
their discretionary funding application for a classical chamber music concert.
This item will be further discussed under item 9.
INFORMATION PAPER ON PROPOSED COASTS AND BEACHES PLAN

Providing information on the plan for Auckland City Council owned or managed
coastal open spaces on the Auckland Isthmus, which officers are preparing under
Council's framework for open space.
The
Coasts and Beaches Plan will outline issues relating to the coastal public open
space network and identify matters and actions that need to be addressed over
the plan period. Research and scoping will be completed by June 2008, with a
draft plan to be presented by December 2008. Final signoff of an approved plan
is expected by June 2009. Stakeholder consultation will occur throughout this
time with formal public feedback being sought on the draft plan.
Recommending that the plan be endorsed and that a board representative be
appointed to work with officers on developing the plan.
AUCKLAND CITY COUNCIL DRAFT CONSULTATION POLICY

Attaching a report considered by the 19 March 2008 meeting of the Finance and
Strategy Committee, together with a draft consultation policy designed to guide
consultation for Council decision-making. The committee resolved that comment
be sought from elected representatives. A community board workshop has been
convened for the 14 April 2008 in order to provide additional information on the
draft policy.
Recommending that the Board provide feedback on the draft consultation policy to
the Democracy Advisor by Friday, 2 May 2008.
2008/2009 DRAFT ANNUAL PLAN

2008. Submissions close at 5pm on Monday, 20 May 2008.
Recommending that the Board form a working party to prepare
its submission to Council's Draft Annual Plan.
2008/2009 SLIPS

its meeting held on 13 March 2008, the Transport Committee considered a report
on the revised cycle lane proposal for Ladies mile to retain parking on both
sides of the road and incorporate a single uphill cycle lane. The Committee
resolved as follows:
That the revised Ladies Miles cycle lane proposal, endorsed by the Maungakiekie
Community Board, be approved for progression to detailed design and
implementation as part of a package of walking and cycling improvements.
Recommending that the information be noted.
ELLERSLIE AND ONEHUNGA CYCLE LANES

its meeting held on 13 March 2008, the Transport Committee considered the
Board's 23 January 2008 resolutions regarding the Ellerslie and Onehunga
proposed cycle lanes. The Committee resolved as follows:

That the resolutions from the 23 January 2008 Maungakiekie Community Board meeting, be received.

That officers report to the Transport Committee on Onehunga proposed cycles lanes after consultation with the Maungakiekie
Community Board including the comments and feedback from the community board and
residents.
