CONFIRMATION OF MINUTES
The
minutes of the Maungakiekie Community Board meeting held on Thursday, 16 April
2009 to be confirmed as a true and correct record.
EXTRAORDINARY BUSINESS
| Section 46A(7) of the Local Government Official Information and Meetings
Act 1987 (as amended) states: |
| "An item that is not on the agenda for a meeting may be dealt with at
that meeting if- |
| (a) |
The local authority by resolution so decides; and |
| (b) |
The presiding member explains at the meeting at a time when it is open
to the public,- |

The reason why the item is not on the agenda; and |

The reason why the discussion of the item cannot be delayed until a
subsequent meeting." |

A
period of time (approximately 20 minutes) is set aside for members of the public
to address the meeting on matters within its delegated authority. A maximum of
5 minutes per item is allowed, following which there may be questions from
members.

ONEHUNGA LIBRARY AND COMMUNITY CENTRE FOYER RECONFIGURATION

Providing a response to the Board on the proposed construction project in the
Onehunga Library/ Onehunga Community Centre foyer.
The
foyer was originally designed to accommodate a café but after four tenants
failed to make a success in the business, the lease was surrendered. The café
equipment was removed and the library installed various items of furniture,
which had to be regularly replaced and now removed entirely, due to ongoing
vandalism. In the current situation, it is not possible to locate furniture
there.
The
proposal to locate the library entrance opposite the community centre entrance
would incorporate most of the foyer space into the library, providing a greater
oversight of the area from the library service counter, and discourage
vandalism. Adding mirrors along the wall in front of the counter would allow
staff to see into the far end of the foyer but not around the corner. To solve
this problem it has been recommended that this be turned into a small storeroom
accessible from the library workroom.
Arts, Culture Recreation Services as business owners of the Community Centre
have been included in discussions from start and have agreed that this is the
best possible solution for the space. The space will be designed to be flexible
and multipurpose, and incorporating the foyer into the library will not prevent
displays and other activities from taking place.
Concerns raised by the Arts, Culture Recreation Services about the visibility of
the Community Centre office has been addressed in the report. Questions have
also been raised about whether young people will continue to congregate in the
remaining foyer area and how this will be managed. The new design will likely
moderate this behaviour because of the smaller area and its role as a
thoroughfare.
The
final issue that will be addressed by the changes is the problem of the birds
defecating on the interior sculpture. The use of smaller sliding doors as the
exterior entry point will make it harder for birds to access the building.
The
position of the new entry is influenced by the ceiling height and location of
the atrium space, making this the only low cost alternative. If the entrance was
moved back towards the library, this would impact negatively on the overall
atrium effect and costs would be much bigger.
Council officers from Libraries, ACR Services and Property staff would be happy
to work with the Community Board to find a solution for the appropriate display
of Onehunga Timelines in the facility.

CENTRAL PLACE TREAM SIX MONTHLY REPORT

Providing an update to the Maungakiekie Community Board on activities undertaken
by community services advisers working in Maungakiekie from October 2008 to
April 2009 and an overview of upcoming activities and projects.
Auckland City Council has teams, known as place teams, working across the city
to deliver community programmes at a neighbourhood level. The work of these
teams aligns to the Strong and healthy communities strategy. The focus is on
fostering connected communities, building community capacity, fostering pride,
belonging and safety, and making places for people. The place manager leads the
planning and supports the community advisers to work in partnership with
community stakeholders in Maungakiekie and across the central area of the city.
Advisers operate across three wards and managers are responsible for providing
each ward with an overview of activity.
In
Maungakiekie, key activities undertaken by the central place team in the past
six months included:
- Rockfield Road spring clean up;
- Oranga community mural project;
- strengthening the Onehunga
community hub.
Upcoming activities and key projects to be undertaken in the next six months
will include:
- celebrating the completion of the
Oranga art project;
- common ground youth week event;
- youth perspectives project
(focused on use of the Onehunga community centre);
- international day of older
persons.
Recommending that the report dated 1 May 2009 be received.
ONEHUNGA BAY RESERVES

Providing the Maungakiekie Community Board with an update
on work underway in Onehunga Bay Reserve, as part of the New Zealand Transport
Agency's (NZTA) mitigation works for the Manukau Harbour Crossing (MHX) State
Highway 20 (SH20) project. Mitigation works will include work within the SH20
designation and improvements to Onehunga Bay Reserve and Gloucester Park.
The landscape mitigation works includes extensive native
shrub and tree planting, new landscape features (low earth mounds) to mitigate
noise, as well as new fencing and footpaths. It also includes tree removal
within the designated area.
Specifically, within Onehunga Bay Reserve works to be
undertaken include:
- Removal of the existing footpath
between the lagoon and the new motorway, to be replaced with a new footpath
installed and open to the public by May 2009
- A new footpath connection from
the lagoon circuit to the new Beachcroft pedestrian/cycle bridge open by January
2010
- Construction of low earth mounds
between the motorway and the reserve
- Construction of a solid timber or
pool fence along the motorway boundary of the reserve
- Removal of vegetation at the
southern end of the park and tree work within the reserve to improve sight lines
under trees
- Construction of a temporary lay
down area at the northern end of the reserve for stockpiling soil
- Extensive native planting along
the boundary between the reserve and the motorway to provide shelter and a
buffer to the motorway
Works within the SH20
designation that will affect the reserve include:
- The removal of the shrub shelter
belt and other trees adjacent to the southern and western boundary of the
reserve;
- Earth works and construction of a
drainage swale along the edge of the widened motorway;
- Removal of the existing
Beachcroft pedestrian bridge and the construction of a replacement bridge.
Areas of the reserve within proximity of the mitigation
works will be fenced off for an appropriate period to ensure the safety of park
users. All landscape mitigation works within the reserve will be completed by
December 2009.
The Maungakiekie Community Board endorsed the Onehunga Bay
Reserve draft concept plan in October 2005. The intention of the plan is to
provide informal recreation facilities in the park and enhance the park's
existing natural features.
Some elements of the draft concept plan, including the
relocation of the pathway between the lagoon and the new motorway and the
construction of a pathway connection to Beachcroft Bridge, will be delivered as
part of the landscape mitigation works.
The mitigation works currently underway will not affect the
outstanding elements of the concept plan. The remaining elements of the concept
plan (2005) will be delivered as part of the Onehunga Foreshore upgrade project,
which subject to public consultation, is proposed in the council's draft 10-year
plan 2009-2019.
Recommending that memorandum dated 21 May 2009 be received.
