MINUTES OF A MEETING OF THE MAUNGAKIEKIE COMMUNITY BOARD

HELD ON WEDNESDAY, 23 JANUARY 2008 AT 6:02PM

OBITUARY:

The Maungakiekie Community Board paid tribute to Sir Edmund Hillary, a well-respected New Zealander, and offered the Board's condolences to his family at this difficult time. A minutes silence was observed.

  4. Top PUBLIC FORUM

    4.1. ANGELA DREADON - CYCLE LANES ON MAYS ROAD

    Angela Dreadon addressed the Maungakiekie Community Board on the proposed cycle lanes for Mays Road, Onehunga, noting her concerns with the project: that the number of cyclists would not justify the cost of this project and that it will result in the loss of valuable parking space in this area. Ms Dreadon also highlighted the safety issues that could arise if cycle lanes were introduced onto Mays Road, Onehunga.

    This matter was discussed further under item 5.

    That Angela Dreadon be thanked for her presentation regarding the proposed cycle lanes on Mays Rd, Onehunga.

  5. Top 5. ELLERSLIE AND ONEHUNGA PROPOSED CYCLE LANES

    Moved: Graham / Brochner

    1. That the report of the Senior Transport Planner, dated 20 December 2007, be received.
    2. That based on the feedback received, and Auckland City Council's objectives to provide safe and direct cycling facilities, the following are recommended to the Transport Committee as the preferred options:
    1. Ladies Mile, Ellerslie: uphill lane only (western side); on-street parking both sides; and to complement this with a signposted route via Derby Downs Place and Lonsdale Road.
    2. Mt Smart Road, Onehunga: shared off road cycle and pedestrian paths on both sides of the road.
    3. Mays Road, Onehunga: cycle lanes on both sides of the road, and at least as much indented parking as is currently proposed, fairly allocated on both sides of the road.
    4. Onehunga Mall, Onehunga: uphill cycle lane only; on-street parking both sides of the road, subject to it proving practical to provide a section of indented parking at the southern end on the western side of Onehunga Mall.
    5. Manukau Road (north of Turama Road), Onehunga: retain status quo and review when further consideration is given to cycling facilities along he whole Manukau Road route.
    1. That the Maungakiekie Community Board endorse the proposals on the preferred cycle lane options as identified in resolution B for progression to detail design and implementation.

    Councillor Lotu-Iiga requested his vote against resolution B iii above be recorded.

  6. Top 2008/2009 ANNUAL PLAN POLITICAL PROCESS

    1. That the report of the Team manager transport and finance - Democracy Services, dated 30 November 2007, be received.
    2. That the Maungakiekie Community Board endorsed the list of capital works projects included in the 2008/2009 annual plan and ranked in order of importance as follows:

  7. Top ROYAL COMMISSION INTO AUCKLAND GOVERNANCE 2008

    1. That the Maungakiekie Community Board establish a working party consisting of Councillor Richard Northey, Simon Randall and Bridget Graham to consider its submission to the Royal Commission.

That the Maungakiekie Community Board requests Auckland City Council provides it with a monthly updates on all meetings, activities, decisions or resolutions by any council committee and/or community board, within Auckland City, that involves or relates to the Royal Commission of Inquiry into Auckland Governance.

  8. Top APPOINTMENT OF COMMUNITY BOARD TRANSPORT SPOKESPERSON

    That the Maungakiekie Community Board appointed board member Olga Brochner as an alternate Transport spokesperson.

  9. Top DISCRETIONARY FUNDING - QUEEN STREET TILE PANELS

    The Democracy Advisor tabled the invoice with photograph for fencing costs associated in protecting the 21 ceramic tiles.

    That the Maungakiekie Community Board allocate $121.50 (incl. GST) per month up to June 2008 from its 2007/2008 Discretionary Funding budget for fencing costs associated with the storage of 21 ceramic tiles removed during the Queen Street upgrade, subject to investigating costs of purchasing permanent fencing.

    Board member Messervy provided a verbal update to the Maungakiekie Community Board on the following points:

    2. Attended the Ellerslie Christmas Parade on 1 December 2007.
    3. Attended the Ellerslie Business Association Christmas Function.

    11.4. REPORT FROM OLGA BROCHNER

    Board member Brochner provided a verbal update to the Maungakiekie Community Board on the following points:

    ii. Attended the Music in Parks, Kantuta, at Jellicoe Park on 12 January 2007.

  12. Top COUNCILLORS' REPORT

    Councillor Lotu-Iiga provided a verbal update at the meeting on the following issues:

    1. Attended the Jellicoe Park Christmas Lights on 30 November 2007.
    2. Attended the Ellerslie Christmas Parade on 1 December 2007.
    3. Attended a meeting with the Mayor to discuss general issues that have arisen within the Maungakiekie ward.
    4. Attended a meeting with the Onehunga Business Association and The Onehunga Enhancement Society (TOES) to discuss State Highway 20 issues.

    Councillor Northey provided a verbal update at the meeting on the following issues:

    1. Attended a meeting to discuss the Annual Plan process.
    2. Attended the Performance Monitoring Committee meeting on 23 January 2008.

    Councillor Boyle had nothing to report.

    Councillor Christian provided a verbal update at the meeting on the following issues:

    1. Advised that he has been speaking with concerned residents regarding the traffic problems on Aranui Road, Mt Wellington, and traffic flow into Sylvia Park Shopping Centre.
