  2. Top CONFIRMATION OF MINUTES

    The minutes of the Mt Roskill Community Board meeting held on Tuesday, 17 March 2009 to be confirmed as a true and correct record.

  3. Top EXTRAORDINARY BUSINESS

    Section 46A(7) of the Local Government Official Information and Meetings Act 1987 (as amended) states:
    "An item that is not on the agenda for a meeting may be dealt with at that meeting if-
    (a)

    The local authority by resolution so decides; and

    (b)

    The presiding member explains at the meeting at a time when it is open to the public,-

      (i) The reason why the item is not on the agenda; and
      (ii) The reason why the discussion of the item cannot be delayed until a subsequent meeting."
    Section 46A(7A) of the Local Government Official Information and Meetings Act 1987 (as amended) states:
    "Where an item is not on the agenda for a meeting,-
    (a)

    That item may be discussed at that meeting if-

      (i) That item is a minor matter relating to the general business of the local authority; and
      (ii) The presiding member explains at the beginning of the meeting, at a time when it is open to the public, that the item will be discussed at the meeting; but
    (b)

    no resolution, decision, or recommendation may be made in respect of that item except to refer that item to a subsequent meeting of the local authority for further discussion."

  4. Top PUBLIC FORUM

    A period of time (approximately 20 minutes) is set aside for members of the public to address the meeting on matters within its delegated authority. A maximum of 5 minutes per item is allowed, following which there may be questions from members.

    The following requests have been received to address the meeting:

    4.1. PUBLIC FORUM - CITIZEN'S ADVICE BUREAU

    Lynne Barraclough, City Manager from the Citizens Advice Bureau (CABAC) Auckland wishes to address the board regarding the CABAC's contribution to Auckland City and raise awareness of their services.

    She also wishes to speak regarding the funding and partnership agreement submitted to Auckland City Council which is attached.

    4.2. PUBLIC FORUM - DISCRETIONARY FUNDING - AUCKLAND CITY LIBRARIES

    Ms Marion Walker from Auckland City Libraries wishes to address the board regarding the discretionary funding application.

    Refer item 11 of this agenda.

    4.3. PUBLIC FORUM - DISCRETIONARY FUNDING - WAIKOWHAI COMMUNITY TRUST

    Ms Zena Wrigley from the Waikowhai Community Trust wishes to address the board regarding the discretionary funding application.

    Refer item 15 of this agenda.

  5. Top COMMUNITY AND LIBRARY FACILITIES PLAN

    Reporting on the Community and library facilities plan, including specific facilities by ward area and Auckland city's network of facilities as a whole and seeking feedback from the board. Feedback is also sought on the draft Community and recreation lease policy. The feedback is required by 8 May 2009.

    Recommending that a working party be formed to consider the report and provide feedback.

    Secretarial note:

    Auckland City Council officers Jesse Colquhoun Senior Policy Analyst, Tristan Coulson Policy Analyst and Skye Rutherford Senior Policy Analyst from the ACR Policy Group will be in attendance to provide a brief presentation on items 6, 7 and 8 on the agenda and to note any feedback provided at this meeting.

  6. Top GAMBLING VENUE POLICY - COMMUNITY BOARD CONSULTATION

    Reporting on Auckland City Council's gambling venue policy and seeking feedback from the board on questions regarding the positive and negative aspects of the gambling venue policy, and any feedback the board may have on the policy. Feedback is sought by 8 May 2009.

    Recommending that a working party be formed to consider the report and provide feedback.

  7. Top LIQUOR BAN REQUESTS - COMMUNITY BOARD CONSULTATION

    Reporting on Auckland City Council's liquor ban requests and seeking feedback from the board on general options for liquor bans in Auckland city. Feedback is sought by 8 May 2009.

  8. Top LIQUOR LICENSING POLICY DEVELOPMENT - SCOPE

    Providing an extract from the minutes of the City Development Committee meeting held on Thursday 12 March 2009, and the report that was considered by the committee, regarding the development of the Liquor Licensing Policy scoping report which will guide the development of the policy.

  9. Top SALE AND SUPPLY OF LIQUOR AND LIQUOR ENFORCEMENT BILL
