  2. Top CONFIRMATION OF MINUTES

    The minutes of the Mt Roskill Community Board meeting held on Tuesday, 16 June 2009 to be confirmed as a true and correct record, subject to the following amendment to item 11 as follows:

    BOARD MEMBERS' REPORTS

    1. That the Board approves SLIPs projects as follows for the 2009/2010 financial year:
      1. Approves a budget of up to $90,000.00 for the tree planting in the Waikowhai area.

    Waikowhai area should read Wesley area.

  3. Top EXTRAORDINARY BUSINESS

    Section 46A(7) of the Local Government Official Information and Meetings Act 1987 (as amended) states:
    "An item that is not on the agenda for a meeting may be dealt with at that meeting if-
    (a) The local authority by resolution so decides; and
    (b) The presiding member explains at the meeting at a time when it is open to the public,-
      (i) The reason why the item is not on the agenda; and
      (ii) The reason why the discussion of the item cannot be delayed until a subsequent meeting."
    Section 46A(7A) of the Local Government Official Information and Meetings Act 1987 (as amended) states:
    "Where an item is not on the agenda for a meeting,-
    (a) That item may be discussed at that meeting if-
      (i) That item is a minor matter relating to the general business of the local authority; and
      (ii) The presiding member explains at the beginning of the meeting, at a time when it is open to the public, that the item will be discussed at the meeting; but
    (b) no resolution, decision, or recommendation may be made in respect of that item except to refer that item to a subsequent meeting of the local authority for further discussion."
  4. Top PUBLIC FORUM

    A period of time (approximately 20 minutes) is set aside for members of the public to address the meeting on matters within its delegated authority. A maximum of 5 minutes per item is allowed, following which there may be questions from members.

    The following requests have been received to address the meeting:

    4.1. FUNDING APPLICATION - ROSKILL COMMUNITY TRUST - ADÈLE LITTLE

    Ms Adèle Little from the Roskill Community Trust wishes to address the Board regarding the trust's funding application.

    Refer item 10 of this agenda.

  5. Top LUDO CAMPBELL-REID, GROUP MANAGER URBAN DESIGN

    Ludo Campbell-Reid, group manager of Urban Design at Auckland City Council will give a presentation regarding urban design and planning in Auckland City.

  6. Top ROSKILL - A PLACE FOR YOUNG PEOPLE

    Providing a detailed proposal from chairperson Barter and board member Mulrennan regarding holding a schools competition to help make Mt Roskill a youth friendly place for the Board's consideration.

    Recommending that the Board approve the proposal for a competition and propose a budget to be set aside for this project.

  7. Top UPDATE ON "NOT JUST PASSING THROUGH THE MAKING OF MT ROSKILL" BOOK

    Providing an update to the Board on the status of the sales and marketing of the book Not Just Passing Through - the Making of Mt Roskill, commissioned by the Board.

    Recommending that the book be provided free of charge to local schools, churches and retirement villages for a fundraising opportunity for these organisations with all proceeds going to the selling organisation for their communal benefit.

  8. Top SLIPS DECISION REPORT JULY 2009

    Updating the Board on the status of two SLIPs projects, being the Wesley Tree Planting project and the Dominion Road and Richardson Road Shopping Strip Concept Plan.

    Recommending that the Board allocate a budget to the tree project and consider whether it wishes to delete the shopping strip concept plan. Also that the Board consider if it wishes to delete the Taylor's Bay Aquatic Play Structure.

  9. Top TRAFINZ CONFERENCE 2009

    Providing information regarding the Trafinz Conference 2009 to be held 6-10 September 2009 at the Hyatt Regency Hotel in Auckland. Early bird registration closes on 30 July 2009. Also providing the Trafinz Leadership Award document.

    Recommending that the Board consider whether it wishes to send a representative to the conference and whether it wishes to nominate anyone for the leadership award.

  10. Top DISCRETIONARY FUNDING - ROSKILL COMMUNITY TRUST

    Recommending that the Board consider this application.

  11. Top SH20 WATERVIEW POLITICAL LIAISON GROUP - FEEDBACK

    Attaching the ministerial briefing regarding the SH20 Waterview connection - review of options, for the Board's information. The Board is requested to consider any issues for feedback to the Political Liaison Group.

    Initial issues raised by the public and community boards, and discussed with New Zealand Transport Authority (NZTA) were:

    • The need to address replacement housing for locals as soon as possible
    • Uncertainty about new RMA 'call in' process
    • Concern at pace of project process
    • Queries about possible New North Rd on-ramps
    • Stoddard Rd town centre development
    • Open space replacement - exact extent?
    • Design of Waterview interchange
    • Air quality issues - stack sites
    • Great North Rd cross-section

    Recommending that the Board provide feedback to the Political Liaison Group.
