DECLARATIONS OF CONFLICT OF INTEREST

Elected Representatives are reminded of their obligation to maintain a clear separation between their personal interests and their duties as an elected member of the Council.

Elected representatives should therefore be vigilant to stand aside from decision making when a conflict (or a perceived conflict) arises between their role as an elected representative and any private or other external (either pecuniary or non-pecuniary) interest they may have.

Any interests should be declared at the commencement of consideration of any item on this agenda and the member concerned abstain from voting or discussion on the item, or leave the room for the duration of its consideration.

  2. Top CONFIRMATION OF MINUTES

    The minutes of the Mt Roskill Community Board meeting held on Tuesday, 17 August 2010 to be confirmed as a true and correct record.

  3. Top EXTRAORDINARY BUSINESS

    Section 46A(7) of the Local Government Official Information and Meetings Act 1987 (as amended) states:
    "An item that is not on the agenda for a meeting may be dealt with at that meeting if-
    (a) The local authority by resolution so decides; and
    (b) The presiding member explains at the meeting at a time when it is open to the public,-
      (i) The reason why the item is not on the agenda; and
      (ii) The reason why the discussion of the item cannot be delayed until a subsequent meeting."
    Section 46A(7A) of the Local Government Official Information and Meetings Act 1987 (as amended) states:
    "Where an item is not on the agenda for a meeting,-
    (a) That item may be discussed at that meeting if-
      (i) That item is a minor matter relating to the general business of the local authority; and
      (ii) The presiding member explains at the beginning of the meeting, at a time when it is open to the public, that the item will be discussed at the meeting; but
    (b) no resolution, decision, or recommendation may be made in respect of that item except to refer that item to a subsequent meeting of the local authority for further discussion."
  4. Top PUBLIC FORUM

    A period of time (approximately 20 minutes) is set aside for members of the public to address the meeting on matters within its delegated authority. A maximum of five minutes per item is allowed, following which there may be questions from members.

    4.1. PUBLIC FORUM - CHRISTIAN ASSIST TRUST - MR DON OGDEN

    Mr Don Ogden wishes to address the board regarding the funding application from the Christian Assist Trust.

    4.2. PUBLIC FORUM - NO. 3 (CITY OF AUCKLAND) SQUADRON AIR TRAINING CORPS - FLYING OFFICER KIRSTEN MCKENZIE

    Flying Officer Kirsten McKenzie from No. 3 (City of Auckland) Squadron Air Training Corps wishes to address the board regarding their funding application.

    4.3. PUBLIC FORUM - VARIOUS ISSUES - PETER BOYS

    Peter Boys wishes to address the board regarding various issues in Mt Roskill including lack of pedestrian crossings and food outlet licences.

  7. Top DEMOLITION OF DERELICT BUILDING ON ARTHUR FAULKNER RESERVE, THREE KINGS

    Āttaching a report on the former Mt Roskill Scout building situated on Arthur Faulkner Reserve, 33 Foch Avenue, Three Kings, which has been vacant since 2006.

    Recommending that the board supports the demolition of the former Mt Roskill Scouts building and requests that council officers engage with all stakeholders to investigate potential options for restoring the open space.

  8. Top DISCRETIONARY FUNDING

    8.1. DISCRETIONARY FUNDING APPLICATION - BLOSSOM ARTS ASSOCIATION OF AUCKLAND

    Attaching an application for $2550.00 from the Blossom Arts Association of Auckland towards the cost of providing a multi-cultural event at the Kowhai Intermediate School or Memorial Hall in November/December.

    The Blossom Arts Association of Auckland is also applying for funding to the Eden-Albert Community Board.

    Recommending that the board considers the application.

    8.2. DISCRETIONARY FUNDING APPLICATION - CHRISTIAN ASSIST TRUST

    Attaching an application for $3049.00 from the Christian Assist Trust towards the cost of hiring a room at Wesley Community Centre on Market Days to provide budget and advocacy advice to members of the Mount Roskill community.

    Recommending that the board considers the application.

    8.3. DISCRETIONARY FUNDING APPLICATION - CITIZENS ADVICE BUREAU, MT ROSKILL BRANCH

    Attaching an application for $1477.50 from the Citizens Advice Bureau, Mt Roskill Branch towards the cost of replacing their four computer monitors with larger screens so as to better access the new national Citizens Advice Bureau's computer programme/database.

    Recommending that the board considers the application.

    8.4. DISCRETIONARY FUNDING APPLICATION - THE DISABLED CITIZENS SOCIETY INC.

    Attaching an application for $4000.00 from The Disabled Citizens Society Inc. towards the cost of establishing two three-month blocks of Saturday morning music programmes, at their Dominion Road premises, for high school students and adults in Mt Eden, Mt Albert and Mt Roskill with intellectual disabilities.

    The Disabled Citizens Society Inc. is also applying for funding to the Eden-Albert Community Board.

    Recommending that the board considers the application.

    8.5. DISCRETIONARY FUNDING APPLICATION - ETHIOPIAN GE'EZ SCHOOL

    Attaching an application for $7500.00 from the Ethiopian Ge'ez School towards rent, transport and staff to teach the Ge'ez alphabet to school age members of Auckland's Ethiopian community.

    Recommending that the board considers the application.

    8.6. DISCRETIONARY FUNDING APPLICATION - THE FATIMAH FOUNDATION

    Attaching an application for $2968.20 from The Fatimah Foundation towards the cost of volunteers and a printer/copy machine to produce job search, money management and parenting skills workshops to members of the community, in particular, to Muslim women.

    The Fatimah Foundation is also applying for funding to the Tamaki Community Board.

    Recommending that the board considers the application.

    8.7. DISCRETIONARY FUNDING APPLICATION - GLOBAL LIGHTHOUSE

    Attaching an application for $1450.00 from Global Lighthouse towards the provision of a "Day Out" of sports combined with a concert for local youth and families to be held at Owairaka Park.

    Global Lighthouse is also applying for funding to the Eden-Albert Community Board.

    Recommending that the board considers the application.

    8.8. DISCRETIONARY FUNDING APPLICATION - I HAVE A DREAM CHARITABLE TRUST

    Attaching an application for $4950.00 from "I Have a Dream" Charitable Trust towards the cost of spending a day in five Mt Roskill schools giving presentations to transitioning low-decile students to encourage them in to pursue their dreams.

    Recommending that the board considers the application.

    8.9. DISCRETIONARY FUNDING APPLICATION - LYNFIELD RECREATION AND YOUTH CENTRE - GLEE CLUB

    Attaching an application for $2961.00 from the Lynfield Recreation And Youth Centre - Glee Club towards the cost of a new weekly after school performing arts class to take place at the Centre.

    Recommending that the board considers the application.

    8.10. DISCRETIONARY FUNDING APPLICATION - LYNFIELD RECREATION AND YOUTH CENTRE - LADIES NIGHT

    Attaching an application for $5443.00 from the Lynfield Recreation And Youth Centre - Ladies' Night towards the installation of privacy screens to encourage more women to attend Saturday evening exercise classes at the Centre.

    Recommending that the board considers the application.

    8.11. DISCRETIONARY FUNDING APPLICATION - MOUNT ALBERT AQUATICS

    Attaching an application for $3650.00 from Mount Albert Aquatics towards the provision of 30 pool entry tickets for refugee families to attend its 10 weeks swimming coaching programme.

    Mount Albert Aquatics is also applying for funding to the Eden-Albert Community Board.

    Recommending that the board considers the application.

    8.12. DISCRETIONARY FUNDING APPLICATION - MOUNT ROSKILL GRAMMAR SCHOOL ARTIFICIAL PLAYING SURFACE TRUST

    Attaching an application for $13,218.75 from Mount Roskill Grammar School Artificial Playing Surface Trust towards the cost of replacing the turf on the practice pitch used by the school and the community for various sports.

    Recommending that the board considers the application.

    8.13. DISCRETIONARY FUNDING APPLICATION - MT ROSKILL LEADERSHIP PROGRAMME

    Attaching an application for $4714.67 from the Mt Roskill Leadership Programme towards the cost of taking young potential leaders on an adventure camp and marae stay.

    Recommending that the board considers the application.

    8.14. DISCRETIONARY FUNDING APPLICATION - MY DESH LTD

    Attaching an application from My Desh Ltd which was considered at the August meeting and deferred pending further information being sought.

    Recommending that the application be declined as a Limited Company does not meet the funding criteria.

    8.15. DISCRETIONARY FUNDING APPLICATION - NO. 3 CITY OF AUCKLAND SQUADRON AIR TRAINING CORPS

    Attaching an application for $1691.40 from No. 3 City of Auckland Squadron Air Training Corps towards the cost of replacing old abseiling equipment to make abseiling available to all cadets.

    The No. 3 City of Auckland Squadron Air Training Corps is also applying for funding to the Western Bays Community Board.

    Recommending that the board considers the application.

    8.16. DISCRETIONARY FUNDING APPLICATION - ROSKILL KIDS, MT ROSKILL BAPTIST CHURCH

    Attaching an application for $500.00 from Roskill Kids, Mt Roskill Baptist Church towards the cost of holding a Light Party as an alternative to Halloween on 31 October 2010 at Mt Roskill Baptist Church.

    Recommending that the board considers the application.

    8.17. DISCRETIONARY FUNDING APPLICATION - TOUTUPU TONGA TRUST

    Attaching an application for $3520.00 from the Toutupu Tonga Trust towards the cost of patrolling areas (identified by the Police) in Avondale, Mt Roskill and Mt Albert and work with parents of troubled youth.

    The Toutupu Tonga Trust is also applying for funding to the Avondale Community Board.

    Recommending that the board considers the application.

    8.18. DISCRETIONARY FUNDING APPLICATION - TYLA YOUTH DEVELOPMENT TRUST

    Attaching an application for $9756.45 from the TYLA Youth Development Trust towards the cost of providing school holiday programmes for the year for 50 young people in the Central West Auckland area.

    The TYLA Youth Development Trust is also applying for funding to the Avondale Community Board.

    Recommending that the board considers the application.

    8.19. DISCRETIONARY FUNDING APPLICATION - WAIKOWHAI COMMUNTIY TRUST

    Attaching an application for $5180.00 from the Waikowhai Community Trust towards the costs of holding another neighbourhood day in Molley Green Reserve on 2 April 2011.

    Recommending that the board considers the application.

    8.20. DISCRETIONARY FUNDING APPLICATIONS

    Recommending that the Mount Roskill Community Board chairperson and deputy chairperson be delegated authority until 31 October 2010 to reallocate discretionary grant funds returned by any of the applicants, to any of the applications considered at the 21 September 2010 Mount Roskill Community Board Community Board meeting.
