  2. Top CONFIRMATION OF MINUTES

    The minutes of the Tamaki Community Board meeting held on Tuesday, 27 March 2007 to be confirmed as a true and correct record.

  3. Top EXTRAORDINARY BUSINESS

    Section 46A(7) of the Local Government Official Information and Meetings Act 1987 (as amended) states:

    "An item that is not on the agenda for a meeting may be dealt with at that meeting if-

    (a)

    The local authority by resolution so decides; and

    (b)

    The presiding member explains at the meeting at a time when it is open to the public,-

     

    (i)

    The reason why the item is not on the agenda; and

     

    (ii)

    The reason why the discussion of the item cannot be delayed until a subsequent meeting."

    Section 46A(7A) of the Local Government Official Information and Meetings Act 1987 (as amended) states:

    "Where an item is not on the agenda for a meeting,-

    (a)

    That item may be discussed at that meeting if-

     

    (i)

    That item is a minor matter relating to the general business of the local authority; and

     

    (ii)

    The presiding member explains at the beginning of the meeting, at a time when it is open to the public, that the item will be discussed at the meeting; but

    (b)

    no resolution, decision, or recommendation may be made in respect of that item except to refer that item to a subsequent meeting of the local authority for further discussion."

  4. Top PUBLIC FORUM

    A period of time (approximately 20 minutes) is set aside for members of the public to address the meeting on matters within its delegated authority. A maximum of 5 minutes per item is allowed, following which there may be questions from members.

    The following requests have been received to address the meeting:

    4.1. PROPOSED MT WELLINGTON HIGHWAY, AUCKLAND-MANUKAU EASTERN TRANSPORT INITIATIVE (AMETI) PROJECT - EDWARD FENN

    Mr Edward Fenn wishes to address the Board regarding the proposed Auckland-Manukau Eastern Transport Initiative (AMETI) project.

    4.2. GLEN INNES POOL CARPARK LIGHTING UPGRADE SMALL LOCAL IMPROVEMENT PROPOSAL (SLIP)- CHRISTINE CORMACK, GLEN INNES POOL

    Ms Christine Cormack, Glen Innes Pool wishes to address the Board in support of the Glen Innes Pool Carpark Lighting Upgrade Small Local Improvement proposal (SLIP).

    4.3. DAVID LANGE MEMORIAL IN OTAHUHU - ANDREW BEYER  

    Mr Andrew Beyer wishes to address the Board regarding a progress report on the David Lange Memorial in Otahuhu.

  5. Top DEPUTATION: SUBMISSION REGARDING PROPOSED YOUTH MUSIC/ARTS PROGRAMME IN GLEN INNES AND THE GLEN INNES MUSIC AND ARTS CENTRE

    Tess Liew, Glen Innes Community Facilities Working Group and Tim Mapp, Glen Innes Citizens Advice Bureau wish to address the Board regarding their submission on the proposed youth music/arts programme in Glen Innes and the Glen Innes Music and Arts Centre.

    Updating the Board regarding progress related to the safety and operational issues at the Princes Street interchange with State Highway 1 (SH1) in Otahuhu.

    Recommending that the Board supports the signalising of the Frank Grey Place/Princess Street intersection to improve pedestrian amenity, connectivity and safety and local widening to enhance capacity and overall operation of the intersection and that the Board supports improved access and mobility at the Western off ramp to ensure adequate safety for pedestrians.

  8. Top OTAHUHU RECREATION PRECINCT - STAGE 2

    Reporting on the proposed process to deliver stage two of the Otahuhu Recreation Precinct for development of a swimming pool, library and completion of the precinct landscaping. The project is expected to be completed in 2010/2011 and the funding allocations in 2008/2009 and 2009/2010 will need to be reforecasted to reflect the actual expenditure.

    Recommending that the Board endorses the proposed process and associated timeframes for the stage two development of the Otahuhu Recreation Precinct with forecast completion in 2010/2011.

  9. Top NAMING OF A PUBLIC ROAD AT 315-375 MT WELLINGTON HIGHWAY

    At the Board's 27 March 2007 meeting the Democracy Advisor was requested to provide a list of names from the Panmure Historical Society and this is attached.

    Recommending that the Board approves a name for the proposed public road at 315-375 Mt Wellington Highway and considers the developer's suggestions of 'Apex Park Lane' or 'Showler Avenue'.

    • Tuesday, 1 May 2007 at 6.00pm in the Hillsborough Room, Fickling Convention Centre.
    • Wednesday, 2 May 2007 at 6.00 pm in the Level 2 Reception Lounge, Town Hall.
    • Monday, 7 May 2007 at 6.00pm in the Glen Innes Community Centre.

    Recommending that the Board form a working party to prepare the Board's submission to Council's Draft 2007/2008 Annual Plan.

    Attaching for the Board's information, the report of the Senior Arts Planner, dated 22 March 2007, considered by the Arts, Culture and Recreation at its 4 April 2007 meeting. The Committee resolved as follows:

    1. That the Arts, Culture and Recreation Committee thank Deborah White, project manager of the David Lange Memorial Trust for her attendance on behalf of the Trust.
    2. That officers continue working with the David Lange Memorial Trust project manager, Deborah White and the artist, Virginia King, to integrate the David Lange Memorial Artwork into stage two of the Otahuhu Recreation Precinct development project.
    3. That officers report in due course to the Public Art Sub-committee on associated landscaping costs for the David Lange Memorial Artwork, noting that the funding of the landscaping associated with the artwork is yet to be resolved.
    4. That the report by the Senior Arts Planner and these resolutions be forwarded to the Tamaki Community Board, the Public Art Sub-committee and the David Lange Memorial Trust.

    Recommending that the report be received.
