The minutes of the Tamaki Community Board meeting held on Tuesday, 26 February 2008
to be confirmed as a true and correct record.
EXTRAORDINARY BUSINESS

Section 46A(7) of the Local Government Official Information and Meetings
Act 1987 (as amended) states: |

"An item that is not on the agenda for a meeting may be dealt with at
that meeting if- |
|
(a) |
The local authority by resolution so decides; and |
|
(b) |
The presiding member explains at the meeting at a time when it is open
to the public,- |
|
|
(i) |
The reason why the item is not on the agenda; and |
|
|
(ii) |
The reason why the discussion of the item cannot be delayed until a
subsequent meeting." |

PUBLIC FORUM
A
period of time (approximately 20 minutes) is set aside for members of the public
to address the meeting on matters within its delegated authority. A maximum of
5 minutes per item is allowed, following which there may be questions from
members.
The
following requests have been received to address the meeting:
4.1. SPORT AUCKLAND - SIMON PETERSON
Simon Peterson, Sport Auckland wishes to address the Board regarding the
progress and achievements of programmes and activities run by Sport Auckland.
4.2. SKATEPARK AND RECREATION CENTRE, GLEN INNES - GRAHAM DAVISON
Graham Davison wishes to address the Board regarding the
current project he is undertaking and the work with the Skatepark and Recreation
Centre he has established for the youth and community that has been running for
7 years in Glen Innes.
4.3 . MT WELLINGTON POLICE INITIATIVES - SGT TIM LOCKWOOD
Sergeant Tim Lockwood, officer in charge of the Community Policing Team wishes
to address the Board regarding policing initiatives in the Eastern Bays area.
4.4. ORDER OF ST JOHN NORTHERN REGION - REQUEST FOR DISCRETIONARY FUNDING - JACOB BISH, FUNDRAISING COORDINATOR
Jacob Bish, Fundraising Coordinator wishes to address the Board in support of
Order of St John Northern Region application for discretionary funding towards
the costs of providing ambulance service and event support e.g Friends and
Emergency Department (FEDS), Lifelink and Caring Career.
4.5. ST PATRICKS SAMOAN COMMUNITY SUNDAY SCHOOL - REQUEST FOR DISCRETIONARY FUNDING - LOA SU'A, PROGRAMME COORDINATOR
Loa
Su'a, Programme Coordinator wishes to address the Board in support of St
Patricks Samoan Community Sunday School application for discretionary funding
towards the costs providing and promoting Catholic programs for the community.
4.6. NEW ZEALAND GUANGDONG ASSOCIATION INC. - REQUEST FOR DISCRETIONARY FUNDING - SAM CHAN, TREASURER
Sam
Chan, Treasurer wishes to address the Board in support of New Zealand Guangdong
Association Inc. application for discretionary funding towards the costs of
hosting seminars, meetings, conferences and social activities to promote social,
cultural and economic welfare of the society.
4.7. AUSTRALASIAN FEDERATION OF FAMILY HISTORY ORGANISATION (AFFHO) - REQUEST FOR DISCRETIONARY FUNDING - NOELENE VERHEYEN
Noelene Verheyen wishes to address the Board in support of Australasian
Federation of Family History Organisation (AFFHO) application for discretionary
funding towards the costs of promoting the study of family history, encourage
preservation of records and advance the education and awareness of family links
and heritage.

spaces on the Auckland isthmus which Council officers are preparing under
Council's framework for open space.
Recommending that the Board endorses the proposal to develop a Coasts and
Beaches Plan for the Auckland Isthmus and nominate a Board member to work with

Council, at
its meeting held on 28 February 2008 resolved, inter alia, as follows:
That the
council approves changes to delegations for community boards relating to
planning, bylaws and trees with the effect that community boards' input will be
on the following:
- Resource consents for non-complying activities and the removal of
scheduled trees;
- Making submissions on notified resource consent applications;
- Policy issues (proposed plan changes and proposed plans); and
- Nomination of either one planning spokesperson to cover all planning
issues (including trees) or one planning spokesperson and one tree spokesperson.
- Liquor licensing (noting the status quo remains)
Recommending that in line with the above resolution, the Board reconsider its
appointments to the planning and tree spokesperson roles and appoint one person
to cover both the trees and planning roles.
NAMING OF PUBLIC ROAD AT 64 TO 72 PANAMA ROAD, MT WELLINGTON

The
Tamaki Community Board considered the report on the naming of public road at 64
to 72 Panama Road, Mt Wellington at its meeting held on 27 November 2007 and
resolved as follows:
-
That the report of the Data Steward dated 30
October 2007, be received.

That a working party consisting of Board
members Mike Murray, Christine O'Brien and Councillor Leila Boyle be delegated
to name the proposed new public road at 64 to 72 Panama Road, Mt Wellington.
The
Tamaki Community Board working party met and has completed its research into the
history of the area and have selected Sophia Close as the name of the new
street. The working party's recommendation has been referred to officers for
consideration.
Recommending that the information, be noted.
HEALTH AND ANIMAL-RELATED BYLAW REVIEW

The following bylaws are open for public submission:

- Hostels
- Skin piercing
- Hazardous substances
- Food premises
- Food stalls
- Radio frequency
Submissions on the first four bylaws close on 11 April
2008, with the remainder closing on 10 March 2008
Recommending that the Board consider whether it wishes to
make submissions on these bylaws and if so, appoint a working party to prepare
the Board's submissions.
ROYAL COMMISSION ON AUCKLAND GOVERNANCE

At
the 26 February 2008 Tamaki community Board meeting the Board agreed to form a
working party to formulate the Board's submission to the Royal Commission on
Auckland Governance.
The
Tamaki Community Board is hosting a public meeting on Wednesday, 9 April 2008,
sessions from 4:00pm to 5:30pm and 6:00pm to 7:30pm at the Panmure Community
Hall for the community to have a say.
Submissions to the Commission close on 22 April 2008.
2007/2008 DISCRETIONARY FUNDING
