  2. Top CONFIRMATION OF MINUTES

    The minutes of the Tamaki Community Board meeting held on Tuesday, 22 September 2009 to be confirmed as a true and correct record.

  3. Top EXTRAORDINARY BUSINESS

    Section 46A(7) of the Local Government Official Information and Meetings Act 1987 (as amended) states:
    "An item that is not on the agenda for a meeting may be dealt with at that meeting if-
    (a) The local authority by resolution so decides; and
    (b) The presiding member explains at the meeting at a time when it is open to the public,-
      (i) The reason why the item is not on the agenda; and
      (ii) The reason why the discussion of the item cannot be delayed until a subsequent meeting."
    Section 46A(7A) of the Local Government Official Information and Meetings Act 1987 (as amended) states:
    "Where an item is not on the agenda for a meeting,-
    (a) That item may be discussed at that meeting if-
      (i) That item is a minor matter relating to the general business of the local authority; and
      (ii) The presiding member explains at the beginning of the meeting, at a time when it is open to the public, that the item will be discussed at the meeting; but
    (b) no resolution, decision, or recommendation may be made in respect of that item except to refer that item to a subsequent meeting of the local authority for further discussion."
  4. Top PUBLIC FORUM

    A period of time (approximately 20 minutes) is set aside for members of the public to address the meeting on matters within its delegated authority. A maximum of 5 minutes per item is allowed, following which there may be questions from members.

    The following request has been received to address the meeting:

    4.1. AMETI - KEITH SHARP, PANMURE COMMUNITY ACTION GROUP

    Keith Sharp of the Panmure Community Action Group would like to speak to the Board about AMETI.

    4.2 AIRFIELD AT PT. ENGLAND RESERVE - REPRESENTATIVES OF THE TAMAKI MODEL AIRCRAFT CLUB

    Representatives of the Tamaki Model Aircraft Club would like to speak to the Board about the airfield at Point England Reserve.

  5. Top AMETI UPDATE AND THE LAGOON LEISURE AND FITNESS CENTRE - CAR PARK AND LINK ROAD REDEVELOPMENT

    At its 23 June 2009 meeting, Russell Jones, a Tamaki resident spoke to the Board about the proposal to build a link road between Cleary Road and Lagoon Drive. The Board inter alia resolved as follows:

    That the correspondence provided by Russell Jones be referred to the Roads, Manager, Transport Strategy for a response back to the Board.

    Attaching a memorandum from the Senior Transport Planner, Transport Policy and the Recreation Planner, Recreation Policy updating the Board on AMETI and the car park and link road redevelopment at the Lagoon Leisure and Fitness Centre.

    Council officers will also be in attendance to answer questions from the Board.

  6. Top RELOCATION OF THE TAMAKI MODEL AIRCRAFT AIRFIELD AND FLYING ENVELOPE

    Attaching a report from the Senior Open Space Planner, Arts, Community and Recreation Policy recommending that the airstrip and flying area for the Tamaki Model Aircraft Club at the Point England Reserve be relocated in order to make flying model aircrafts easier and safer for users of the park.

    Council officers will be in attendance to answer questions from the Board.

  7. Top OLD OTAHUHU RECREATION CENTRE, 7 PIKI THOMPSON WAY, OTAHUHU

    Attaching a letter from The New Zealand Academy of Fencing and Fencing New Zealand, the current tenant of the old Otahuhu Recreation Centre, requesting that the date for the centre's demolition be extended for twelve months in order to provide the tenant with a chance to relocate.

  10. Top GRANT OF NEW LEASE, COMMUNITY OFFICE SPACE, 12-16 HIGH STREET, OTAHUHU

    The council owned building at 12-16 High Street has newly renovated community office space available to house an eligible community group.

    Applications were received from two groups, the Lalotao/Aoteroa Community & Social Services Trust Inc. (LIA Trust Inc.) and the Fatimah Foundation. From the internal evaluation process, it has been determined that the LIA Trust Inc. is the more suitable lessee.

    This report recommends the granting of a new lease to the Lalotao/Aoteroa Community & Social Services Trust Inc. under the terms and conditions of the Community and Recreation Lease Policy with an annual rent of $500 plus GST.

    Recommending that the report be considered.

  11. Top SURRENDER AND GRANT OF NEW LEASE MT WELLINGTON ROLLER SPORTS CLUB INC.

    The Mt Wellington Roller Sports Club Inc. owns the building at 32 Mountain Road, Panmure, Mt Wellington Domain and has occupied the site since 1969.

    The club recently invested $500,000 into the facility and has plans for further upgrades. Because of this, they would like security of tenure and thus wish to surrender their current lease and apply for a 5 x 5 x 5 lease.

    This report recommends the surrender and grant of a new lease to the Mt Wellington Roller Sports Club Inc., 32 Mountain Road, Panmure, Mt Wellington Domain on the following terms and conditions:

    • Term - five years commencing 1 January 2010
    • Rights of renewal - two rights of renewal each of five years
    • Rent - under the lease policy a rental of $250.00 plus GST per annum is applicable due to the club's high youth membership
    • All other terms and conditions per Auckland City Council's Community and Recreation Lease Policy

    Recommending that the report's recommendation be considered.
